This information was published by the Western Pacific University (WPU) for Non-School Leaver Applicants 2023. The new PNG university started taking in students in 2020 for 2021. This is their second batch.

Non-school leavers (NSL) can apply online for next year - the online application is now open.

Before you apply, make sure you understand the following instructions. 

Applications will be denied if all needed information is not provided

  1. Non-school leavers can only submit one application form
  2. Ensure all information in the application form are current and valid (Validity of information must be current and accurate in the last 6 months)
  3. The outcome of the application will be communicated via email
  4. Copies of documents must be officially certified by a registered Commissioner of Oaths
  5. All copies of documents must be scanned in pdf file format
  6. Statutory Declaration Forms will be rejected if the documents are not officially stamped and signed by a Commissioner of Oaths ((Download the PNG State Declaration Form)
  7. Hand-delivered or post-delivered applications will not be accepted
  8. Non-refundable application processing fee of K50.00 must be deposited into

Applicants must write their name on the deposit receipt as a description when making payment for the application fee. Copy of the receipt must be scanned and uploaded on the application form


Required Documents for the application 

  • A recent, clear passport-size photograph
  • Receipt of application payment
  • Transcripts/certificates of academic records. (college/university studies, vocational training, distance/open learning courses)
  • Grade 10 certificate
  • Grade 12 certificate
  • Recent Character references from two (2) referees. (eg priest, pastor or ward councillor)
  • A current Police Clearance report
  • A current Medical status report

The Independent Education Board (IEB) does not make the NSC examination papers and marking guidelines available online. However, you can email the board to get the previous 5 years' exam papers.

PNG Teachers Pay - Do Not Pay Bribe to Get Pay Processsed at Waigani

Teachers in Papua New Guinea (PNG) should not be paying fees to have their salaries processed, according to Camillus Kanau, the first secretary (financial services) of the Education Department. 

Kanau stated that it is wrong and must be discouraged for any officer, both at the national and provincial levels, to ask for inducements, charges, or service fees in relation to teachers' salary matters. 

He emphasized that there are established processes within the department to address such issues and urged teachers to report any such incidents.

Public Notice: Demanding Service Fees is Bribery and Corruption

Kanau further highlighted that the secretary's office has released a public notice stating that demanding service fees and charges in relation to teachers' salary matters is tantamount to bribery and corruption. 

He called on teachers to provide evidence, such as copies of deposit slips for manual transactions or statements for electronic transactions when reporting cases of officers asking for fees. 

This evidence would enable the department to track down responsible officers and report them to the department secretary for disciplinary action.


Complaints Require Proof of Payments

Despite the department receiving numerous complaints from teachers, Kanau explained that without proof of payments, it is challenging for the department to take action. 

He urged teachers to report such matters to their respective education advisers at the provincial level or to the office with evidence at the national level. 

Kanau emphasized the importance of providing evidence to help identify officers who are engaging in improper practices related to teachers' salary matters.

As PNG strives to improve the education sector and ensure that teachers are treated fairly, Kanau's statement serves as a reminder that teachers should not be charged any fees for processing their salaries.
