PNG Corrections Service Resumes Recruitment with Independent Review

The Papua New Guinea Corrections Service (PNGCS) announced the reopening of its recruitment process for correctional officers. Applications shortlisted in 2023 will be reviewed by an independent recruitment firm before moving forward in May 2024.

This independent assessment aims to ensure all candidates meet the PNGCS's strict entry requirements and are suitable for the challenging yet rewarding role of a correctional officer. The final number of recruits will depend on available funding, with the PNGCS targeting between 120 and 160 new positions.

“We are committed to recruiting qualified individuals who will uphold the PNGCS's values and contribute positively to our correctional facilities,” stated Commissioner Stephen Pokanis.

As of now, recruitment activities are temporarily on hold, with the department carefully examining its budget for the year to facilitate the commencement of training. Commissioner Pokanis emphasizes the importance of securing adequate funding to streamline the recruitment and training process effectively. 

He mentions the department's intention to engage an independent human resource firm if there is a surplus in training funds. The firm would be tasked with assessing the list of applicants to ensure the selection of genuine candidates for training.

Financial Challenges and Cost Considerations

Commissioner Pokanis acknowledges the hurdles faced in completing the recruitment process, citing the substantial cost of K500,000 as a limiting factor. Despite the financial constraints, the CIS remains committed to navigating these challenges to fulfil its recruitment and training objectives.

Training Commander Chief Superintendent Kiddy Keko outlines the department's strategic plan for 2024, aiming to conduct three batches of recruitment and training. 

The estimated cost for these initiatives is over K3 million, with a significant portion allocated to uniforms and bedding expenses. Chief Supt Keko highlights that preparations are underway, including the training of instructors from various prisons, while the department awaits the necessary funding.

Chief Supt Keko reveals that a pre-selection list has been generated from 5000 applicants. Only the select 100 candidates will undergo final medical tests and confirmation of academic certificates before commencing training.

In September 2023, the CS Commissioner, Stephen Pokanis, provided an update in response to public inquiries regarding the progress of the 2023/2024 recruitment initiative. 

Commissioner Pokanis stated,

"Selections for CS recruits are complete. I am reaching out to suitable private human resource firms that the CS can engage to finalize the selection of qualified candidates."

100 Candidates out of 5000 Applicants Considered

The Commissioner anticipates completing this exercise within the current month, with training scheduled to commence in November 2023 and into 2024. Out of 5,000 applications, 400 candidates have been selected. However, the CS will only be recruiting 100 candidates. This strategic decision is aimed at cost-cutting and effective fund management for recruitment training.

For this recruitment cycle, a budget of K2 million kina has been allocated. This funding covers various aspects such as training expenses, uniforms, training materials, allowances, movement after training to institutions, and the 12-month probationary period (On-Workplace Assessments).


Extensive 5-month Training Program

Prospective CS recruits will undergo an extensive 5-month training program, followed by a 12-month probationary period before certification as warders. Throughout this period, recruits will be subject to assessments determining the extension of probation or termination. 

The meticulous approach ensures the selection and preparation of competent individuals for the responsibilities associated with the Correctional Services.

The names on the CIS recruitment list are arranged according to your local CIS branch. Go straight to your provincial CIS branch and identify your name. 

If you have applied and your name is not on the list, it means that you have not been selected.

What applicants must do

Applicants must go to their designated locations between November and December 2024. Download the CIS application list 2024 and check the dates of each of the 21 CIS locations.  

Applicants who reside in other provinces must arrange their own travel to the appointed locations for testing.

Correctional Service will not be liable for any individual issues or expenses incurred during the time of the Recruitment exercise. 

Recruitment for the Autonomous Region of Bougainville will be conducted in Buka and Arawa.

New interested applicants not in this approved list can apply directly to Correctional Service Headquarters for consideration for future recruitment.
