Many Papua New Guinea colleges and universities are now accepting online applications for their new non-school leavers.

2024 Global Undergraduate Exchange Program (Global UGRAD) for PNG Students

The Global Undergraduate Exchange Program (Global UGRAD) provides a diverse group of emerging student leaders with a scholarship for one semester of non-degree academic study at a U.S. college or university. 

Global UGRAD is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State.

Global UGRAD aims to recruit participants from underrepresented backgrounds who have not had other opportunities to study in the United States. 

Successful applicants can expect in-depth exposure to U.S. society, culture, and academic institutions, as well as opportunities to enhance their professional skills.

Global UGRAD is administered by World Learning

All participants will be enrolled in full-time, non-degree, undergraduate coursework chosen from their host institution’s existing curriculum. Participants will be required to take one, 3-credit U.S. studies course to enhance their understanding of the United States. 

Participants will live in campus housing facilities with American peers and will be required to participate in twenty hours of community service. There will also be a virtual arrival orientation and an in-person end-of-program workshop.

Candidates from the Pacific Islands countries are eligible. Global UGRAD is administered by World Learning on behalf of its funder, the Bureau of Educational and Cultural Affairs.

Program Eligibility

Global UGRAD is open to all academic fields of study and does not discriminate on the basis of race, colour, gender, sexual orientation, religion, ethnicity, or disability.

The Global UGRAD Program is open to anyone who meets the following criteria:

  • Applicants must be a citizen of Papua New Guinea, Solomon Islands or Vanuatu to apply for the Global UGRAD Program.
  • Applicants must be studying in Papua New Guinea, Solomon Islands or Vanuatu to apply for the Global UGRAD Program.
  • Scholarships will be granted to students who currently are enrolled in full-time undergraduate programs only, having completed a minimum of their first semester of study. Participants must have at least one semester or an equivalent term to complete at their home institutions upon completion of the Global UGRAD Program.
  • Applicants should demonstrate leadership potential through academic work, community involvement, and extracurricular activities.
  • Applicants must achieve a minimum TOEFL score of 48iBT.
  • Preference will be given to those who have had little or NO experience in the United States or outside of their home countries.
  • Has a solid command of written and spoken English (English Language training for some finalists is possible);
  • Able to begin studies in the U.S. in January 2024 (selected participants may not defer to a later date);
  • Eligible to receive and maintain the U.S. student exchange visa (J-1) required for the program;
  • Applicants are over 18 years of age.
  • Cleared by a physician to participate in the program

Individuals in the following circumstances are NOT eligible for the Global UGRAD Program:

  • U.S. citizens and permanent residents of the United States;
  • Individuals currently studying, residing, or working outside of their home country;
  • Anyone who has already graduated from university
  • Local employees of the U.S. missions abroad who work for the U.S. Department of State and/or the U.S. Agency for International Development (USAID); employees are also ineligible for one year following the termination of employment;
  • Immediate family members (i.e. spouses and children) of U.S. Department of State and USAID employees; family members are also ineligible for one year following the termination of employment;

The Program: Australia Awards Papua New Guinea

The Australia Awards Papua New Guinea (AAPNG) Facility is designed to promote knowledge, leadership and enduring ties between Australia and Papua New Guinea (PNG). It aims to build knowledge and skills to address PNG’s economic and development challenges through international scholarships to Australia and scholarships in PNG.

It offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from rural and remote locations. The program supports alumni to use their skills, knowledge and networks to drive change and innovation.

AAPNG includes three study options:

  • Australia Award Scholarships for Papua New Guineans to undertake long-term study in Australia, primarily at the postgraduate level
  • Australia Awards In-PNG Scholarships for Papua New Guineans to undertake long-term study in PNG to meet critical workforce gaps
  • Short courses for Papua New Guineans to undertake targeted short-term professional development study in Australia or PNG, often receiving an Australian qualification.

As a further extension of its educational activities, the AAPNG Facility supports the PNGAus Partnership Secondary Schools Initiative which connects Australia and Papua New Guinea’s students, teachers and principals to build capability and deepen people-to-people links to underpin the enduring partnership between Australia and PNG.

The AAPNG Facility also manages the PNGAus Partnership Higher Education Support initiative, which involves projects that develop partnerships between Papua New Guinean and Australian higher education institutions to strengthen PNG institutions’ capacity in teaching, learning and research in alignment with the Government of PNG’s higher education reform agenda.

To deliver Australia Awards outcomes, AAPNG has six stream activities: Australia Awards; PNG and Pacific Awards; Short Courses and Capacity Development; Alumni Engagement; Secondary Education; and Higher Education. The Position: Midwifery Scholarship Review Specialist 

Reporting to the Facility Director, the Midwifery Scholarship Review Specialist will work closely with the PNG and Pacific Awards Manager and undertake a short review of the midwifery scholarships funded by the Australian Government and private sector sponsors through Australia Awards PNG.

The review aims to better understand the barriers to nurses applying for the scholarship and to provide recommendations to Australia Awards PNG and the Australian High Commission to address these barriers. The review will look across the whole scholarship cycle (promotion, application, selection, institution admission, on-award support and reintegration). The role involves working largely independently.

The Person

The Specialist will be a suitably qualified Papua New Guinean who will possess the following:

  • Postgraduate degree(s) in health sciences, international development, or related field
  • Demonstrated knowledge and experience in maternal and child health in PNG’s context.
  • Demonstrated and successful experience in working collaboratively across cultures with a diverse range of stakeholders, including Melanesia.
  • Excellent understanding of Papua New Guinea’s tertiary education sector.
  • Previous experience with Australian Government-funded projects and knowledge of relevant policies, standards, and protocols.
  • Strong administrative skills including time management, and experience in using Microsoft Office software such as Word, Excel and PowerPoint.
  • Excellent analytical and English language report writing and communication skills.
  • Proven experience contributing to PNG health sector program reviews and designs including demonstrated significant contributions to the development of reports and presentations.
  • This program is managed by Tetra Tech International Development, on behalf of the Australian Government.

Before you apply for Australia Awards 2024

  • Check the opening and closing dates for your country, and select your country of citizenship/residency from the list of participating countries for specific information on eligibility, priority areas and how to apply. See the participating countries page for opening and closing dates.
  • If you intend to apply, you must read the Australia Awards Scholarships Policy Handbook. The handbook provides information including general eligibility requirements, selection processes, entitlements and responsibilities. Note that the Department of Foreign Affairs and Trade may revise and update the handbook at any time without notice.
  • Some countries encourage and allow you to apply online while others require hard-copy applications. See your participating country profile for more information.

Go to the Online Australia Scholarships Information System (OASIS). When you register online, you will be required to answer some questions to establish your eligibility. You will then be given a unique registration number, username and password.

You do not need to submit your application immediately. You can set up a draft application form and update it, and your supporting documentation, until the designated closing date as on the relevant participating country profile.

Once submitted, your application cannot be changed. We strongly advise applicants applying online to do so well before the closing date. OASIS experiences peak usage in the days leading up to the closing date and applicants may experience delays.

To be considered for the Pacific Secondary School Scholarships Program, applicants must meet the following criteria:


Be a resident in, and citizen of, one of the seven participating Pacific island countries.
Not be a citizen or permanent resident of Australia.

At the time of application, be enrolled in and attending school. If you are selected, you must continue to attend school until you move to Australia to start your scholarship.

Be at least 15 years of age as of 1 March 2020 and have not turned 18 years of age on or before 31 December 2020. This means you must still be 17 years of age on 31 December 2020.

Have the signed approval of one of your parents or legal guardians and a written report from them explaining how they will support your performance and well-being while you are on scholarship in Australia. If you are selected for an interview, you must bring the written approval of both parents or legal guardians.

Submit two written reference reports from your principal and a community representative and a school report. 

Meet the English language requirements for direct entry to a New South Wales or Queensland state government public high school in Australia. This means you have completed schooling taught in English for a minimum of two years.

If you have not studied under an English language curriculum, you may be required to undertake an International English Language Testing System (IELTS) test and meet the relevant minimum score, or agree to attend an Intensive English Centre in New South Wales or a High School Preparation Course in Queensland if selected.

Short Courses (For Some Countries)

SCHOLARSHIP VALUE/BENEFITS: The Australian Government Scholarships will cover all the costs of the selected candidates. It includes:

Full tuition fees

  • Return air travel—payment of a single return, economy class airfare to and from Australia, via the most direct route
  • Establishment allowance—a once only payment as a contribution towards accommodation expenses, textbooks, study materials
  • Contribution to Living Expenses (CLE) – a fortnightly contribution to basic living expenses paid at a rate determined by the department.
  • Introductory Academic Program (IAP)—a compulsory program prior to the commencement of formal academic studies covering information on living and studying in Australia
  • Overseas Student Health Cover (OSHC) for the duration of the award (for award holder only)—provided to cover the scholar’s basic medical costs (with the exception of pre-existing conditions)
  • Pre-course English (PCE) fees—if deemed necessary PCE may be available for students for in-country and/or in-Australia training supplementary academic support may be available to ensure a scholar’s academic success or enhance their academic experience
  • Fieldwork (for research awards and Masters by coursework which has a research component where fieldwork is compulsory) may be available for eligible research students for one return economy class airfare via the most direct route to their country of citizenship or within Australia.



ELIGIBILITY CRITERIA: To be eligible to receive an Australia Awards Scholarship, applicants must: 

  • Be a minimum of 18 years of age on 1 February of the year of commencing the scholarship;
  • Be a citizen of a participating country (as listed on the Australia Awards website) and be residing in and applying for the scholarship from their country of citizenship;
  • Not be a citizen of Australia, hold permanent residency in Australia or be applying for a visa to live in Australia permanently;
  • Not be married to, engaged to, or a de facto of a person who holds, or is eligible to hold, Australian or New Zealand citizenship or permanent residency, at any time during the application, selection or mobilization phases (note: residents of Cook Islands, Niue, and Tokelau with New Zealand citizenship are eligible but must apply for a Student visa [subclass 500]);
  • Not be current serving military personnel;
  • Not have previously received a long-term Australia Award unless they have resided outside of Australia for twice the length of the total time that they were in Australia (for example, a previous awardee who has been on an Australia Awards Scholarship in Australia for four years will not be eligible to apply for another Australia Awards Scholarship until they have resided outside Australia for eight years);
  • Have satisfied any specific criteria established by the Program Area or the government of the applicant’s country of citizenship (e.g. having worked a certain number of years in an appropriate sector);
  • Be able to satisfy the admission requirements of the institution at which the award is to be undertaken (this may mean that Program Areas will need to withdraw an award offer if the recipient cannot satisfy the institution’s admission requirements. This may not be known until Program Areas request a placement at selected institutions);
  • Be able to satisfy all requirements of the Department of Home Affairs to hold a Student Visa. This may mean that the Program Area will need to withdraw an award offer if the recipient cannot satisfy the visa requirements;
  • Not be applying for a scholarship for a course of study at an academic level lesser than they have already achieved (eg be applying for a Master’s scholarship when they already hold a PhD); and
  • Applicants must inform the Program Area of any connection or relationship to staff employed at Program Areas (including locally engaged staff at the post) or with managing contractors so that the application may be properly and transparently managed

AWARD CONDITIONS
Applicants who want to accept an Australia Awards Scholarship will need to sign a contract with the Commonwealth of Australia declaring that they will comply with the conditions of the scholarship.

Scholars are required to leave Australia for a minimum of two years after completing their scholarship. Failure to do so will result in the scholar incurring a debt for the total accrued cost of their scholarship.

HOW TO GET AUSTRALIA AWARDS SCHOLARSHIPS 2024?

APPLYING ONLINE

Go to the Online Australia Scholarships Information System (OASIS). When you register online, you will be required to answer some questions to establish your eligibility. You will then be given a unique registration number, username, and password.

You do not need to submit your application immediately. You can set up a draft application form and update it, and your supporting documentation, until the designated closing date as on the relevant participating country profile.

Once submitted, your application cannot be changed. We strongly advise applicants applying online to do so well before the closing date. OASIS experiences peak usage in the days leading up to the closing date and applicants may experience delays.

APPLYING BY MAIL
If you are unable to submit your application online, you can apply by mail. Please check your participating country profile for contact details to obtain a hardcopy application form and any other templates such as referee reports (if applicable).

Completed hard copy application forms and supporting documentation must be submitted by the deadline specified by your country. See the opening and closing dates for each country.

Australia Scholarships for PNG Secondary School Students

The Minister for Education Hon. Joseph Yopyyopy and the Australian High Commissioner to PNG Bruce Davis formally agreed on Papua New Guinea’s participation in the Pacific Secondary School Scholarships Program commencing in 2020 during the signing at the Australian High Commission building on 17th December 2019.

This scholarship program will enable students from PNG to build lifelong connections with Australia and help develop their skills to contribute fully to PNG’s development, thereby enhancing its sustainable economic growth.

As currently designed, the scholarship will support PNG students to obtain a senior school certificate and possibly an Australian Tertiary Admission Rank if desired. 

The first cohort of students will commence in year 10 in Australia in July 2020.

Schooling will be delivered by NSW and Queensland state governments’ existing international education programs, which are supported by a rigorous Australian regulatory framework for quality assurance, child protection and welfare.

Secondary school scholarships to Australia will complement the secondary school partnerships established under the PNGAus Partnership Secondary Schools initiative, launched by Minister Joseph Yopyyopy and Australian Foreign Minister Marise Payne on 26th August 2019.

The Partnerships between 24 PNG and Australian schools are strengthening teaching and learning at schools around PNG.

Minister Yopyyopy thanked the Australian Government for continuing to support PNG through education and stressed that this is the focus of the current government to take back PNG.

He said PNG will continue to work closely in partnership with the Australian Government in similar schemes in future and like to see many young Papua New Guineans grasp the opportunity to better themselves and help in the development of the country.

The Australian High Commissioner to PNG Bruce Davis said Australia has been supporting education at all levels.

He alluded that the current Prime Minister James Marape has been strongly emphasizing technical & vocational education. This is an area that would be looked at also.

Mr. Davis said they will assist where possible and will be in line with PNG’s own developmental priorities.

To be a successful applicant for this Short Course Award you must be an owner or manager working in an agribusiness or an employee of an organisation supporting the development of the agricultural sector in PNG.

You must also:

Have a minimum of Grade 12 qualification with five or more years of experience working in Agriculture/ Agribusiness.

Have a commitment to prepare and implement a project as part of the course requirement.

Engage actively and foster networks with multiple stakeholders, including in Australia and to disseminate learning from the course with colleagues and peers.

Have an endorsement letter from your current manager/supervisor or employer
Have demonstrated ongoing commitment to the development and progress of an agribusiness
