The 2025/2026 DHERST Grade 12 national selection highlights significant opportunities for non-school leavers and students placed in the National Admission Pool, offering second-chance pathways to higher education in Papua New Guinea.

Non-School Leavers: A Pathway to Higher Education

Non-school leavers (NSL) are individuals who did not follow the traditional Grade 12 school pathway but wish to access tertiary education. In 2025:

  • 8,000 NSL records were received from the Department of Education and matriculation centres

  • 2,611 NSL applicants applied through the national selection system

  • 8,401 quota spaces were available specifically for NSL students


This means that demand from non-school leavers was lower than available capacity, providing strong opportunities for adults, former students, and other learners to enter universities and colleges. DHERST encourages all NSL applicants to use the National Online Application System to apply and secure available spaces.

National Admission Pool: Ensuring Opportunities for All

The National Admission Pool is a key feature of PNG’s higher education system. Students—including Grade 12 graduates and non-school leavers—are placed in the pool when their preferred programs have already reached full quota.


  • 10,750 students were placed in the National Admission Pool in 2025

  • Being in the pool does not mean rejection; students remain eligible for programs with unfilled spaces

  • Institutions review the pool and issue time-limited offers to students who meet program requirements

  • Students must check their My Status page regularly and respond to offers within 5–10 working days


The system ensures that every available space is efficiently allocated and gives students with lower GPAs or unfulfilled first-choice selections a second chance to access higher education.


Academic Context and Access

In 2025:

  • The average Grade 12 GPA was 1.9

  • Most university programs require around 2.8 GPA


Because some programs were not fully filled, the National Admission Pool allows institutions to consider applicants who meet minimum requirements, including non-school leavers, ensuring fair and wider access to tertiary education.


Support for Students in the Pool

Students in the National Admission Pool are provided with:

  • Guidance on how selectors will contact them

  • Information from CDE and matriculation centres to upgrade results for future selections

  • Access to government scholarships and the Higher Education Loan Program for eligible students


Regional Opportunities

The system also supports regional students:

  • 50 places for students from the Solomon Islands

  • 20 places for students from Vanuatu in priority programs

2026 Grade 11 Selection: PNG Education Department Confirms Grade 11 Selection Dates

The Papua New Guinea Department of Education has announced that the Grade 11 National Selection for 2026 will take place online from December 1 to December 5, 2025. The process will be done in two parts. National Schools of Excellence will complete their selection on December 1 and 2, while all Provincial Secondary Schools will carry out their selection from December 3 to 5.

PNG Education Department Announces dates for Grade 11 National Selection for 2026

Who Can Be Selected 

Students who achieved an Upper Pass or higher in Grade 10 will be considered for Grade 11 placement. Those who did not reach this level will continue their studies through Flexible Open Distance Education centres. The Department expects more students to move into Grade 11 in 2026, so schools should prepare for larger class sizes.

How the Selection Will Be Done 

School principals must take part in the selection panels and bring laptops with reliable internet. In the National Capital District, the selection will be held at the Diowai Conference Room at Port Moresby National School of Excellence. 

In each province, the selection will be organised by Provincial Education Advisors at chosen venues. Guidance Officers and nominated principals will lead the process. Schools must provide important information such as the number of students, boarding space, and gender requirements. Electronic copies of Grade 10 School Leaving Forms will be used.

Technical Support 

By December 2, 2025, schools will receive login details, internet data support, and links to the selection portal. Contact information for regional help desks will also be shared. Experienced principals are encouraged to help new principals so the process runs smoothly.

STEM Pathway for Top Students 

Students who are selected for National Schools of Excellence will begin their Grade 11 studies in January 2026. High-performing students will be given the chance to study the STEM curriculum, which focuses on Science, Technology, Engineering, and Mathematics.

When Will the Selection List Be Released?

As of mid-December, the Grade 11 selection list for the 2026 academic year has not been officially released. However, some lists have been shared on Facebook, and a few school principals have displayed selection lists on school notice boards.

The Department of Education has published a notice on its official website stating that the selection list will be released soon. Therefore, PNG Insight is closely monitoring the situation and has created a watch page to provide timely updates.

  • Be single

  • Have a minimum height of 165 cm

  • Have no medical conditions or deformities, including:
    drug use, CHS, penile modifications, HIV, VDRL, Hepatitis B, hypertension, anemia, color blindness, obesity, pregnancy, or any chronic illness

  • Be a Papua New Guinea citizen

  • Be computer literate

What Happens Next?

At this time, the exact number of enlistees and the release date of the list have not been confirmed.

PNG Teaching Service Commission Online System: Teacher Appointments Go Digital

 A New Chapter in PNG Education: The Teaching Service Commission (TSC) is stepping into the digital age with a bold new initiative to streamline teacher appointments in Papua New Guinea. After decades of delays, bottlenecks, and appointment confusion, the launch of the Teacher Appointment and Establishment Online Register (TAEOR), also called the PNG Teaching Service Commission Online System,  is set to change how teaching positions are managed across the country.

What Is TAEOR - PNG Teaching Service Commission Online System?

TAEOR is an online system that will bring order and transparency to teacher postings. From recruitment and acting appointments to leave monitoring and manpower planning, TAEOR is designed to cover all major aspects of teacher management.


According to TSC Commissioner Maini Ugaia, this system aims to “fix long-standing problems” that have hindered appointments in the past—especially in rural and remote provinces.


 Provincial Rollout Begins

The reform started with a workshop for education teams in the Highlands Region, including TSC regional directors and provincial education advisers. The training marks the first step toward provincial officers gaining access to the system and implementing it in their own districts.

Western Highlands TSC adviser Benny Tep said past inconsistencies in appointments created unnecessary pressure for teachers, but he’s hopeful that this new system will bring clarity and fairness.


Why It Matters

For too long, teacher appointments in PNG have been affected by delays, poor coordination, and human error. That’s had real consequences—teachers showing up to schools without official postings, schools left without staff, and students missing out.

The new online system promises to:

  • Speed up appointments and reduce delays
  • Help provinces align teacher numbers with actual school needs
  • Track teacher performance and leave in real time
  • Enable better planning and accountability

TSC Director Paul Lapun summed it up perfectly: “Correct appointments mean better results. If we don’t get that right, education suffers.”

What’s Next? Once the system is fully rolled out across all provinces, PNG may finally have a teacher appointment process that’s efficient, transparent, and fair. For teachers, it means more certainty. For schools, more support. And for students—perhaps most importantly—it means better access to education.

Notice of Selection: POLICE REGULAR RECRUITMENT PROGRAM – 2025

The national examination dates for PNG schools in 2025 are set. Grade 10 Written Expression exams are on June 5th, while Grade 12's are on August 4th. Grade 12 STEM exams occur from September 1st to 5th. Grade 10 exams take place from October 6th to 10th, followed by Grade 12 exams from October 13th to 17th. Lastly, Grade 8 exams are from October 20th to 23rd.
