Lutheran University Council Officially Sworn In Significant Milestone for PNG Education

The Lutheran University Council was officially sworn in today in Port Moresby, marking a significant milestone for the Evangelical Lutheran Church's vision of having its own university. 

The Lutheran University of PNG (LUPNG) was established in 2022 through the amalgamation of three Evangelical Lutheran institutions:

  • Balob Teachers College,
  • Lutheran School of Nursing, and 
  • Martin Luther Seminary.
After 30 years of vision and hard work, the interim Council was established in May 2022 and was awaiting the formal operation of the Lutheran University Act, which came into effect in September 2022.

Council Appointment and Priorities

The formal Council was appointed by the Chancellor of LUPNG, Dr Eric Kwa, in November 2022. 

The Council comprises people from various sectors in the country, including representatives from Divine Word University, which has been a great friend of the Lutheran Church in setting up LUPNG. 

The membership is drawn from the Lutheran Church's membership and other denominations that can contribute meaningfully to the establishment of the Lutheran University.

Dr Kwa stated that the immediate priorities for the Council include the progressive work on merging the amalgamated higher learning institutions. 

Three different independent institutions were merged into one, and the Council has the task of working together with different interest groups to ensure that LUPNG is delivered as a single unit. 

The Council has been working closely with the Department of Higher Education, Research and Technology (DHERST), including Divine Word University, to ensure the successful establishment of LUPNG.


Challenges and Reassurance

Despite the challenges that may arise from previous boards, management, students, and staff, Dr Kwa reassured everyone that the Council is not here to disrupt operations but to work with them. 

He also thanked the Marape-Rosso government for recognising the Church's work in development and Lutheran Bishop Right Reverend Dr Jack Urame for his continued assistance.

1. Non-School Leaver (NSL) Applicants:

  • Must be below 35 years of age.
  • Successful completion of Grade 12 or upgrading to Grade 12 through Matriculation studies at institutions like PIMS or University's open campuses (DODL, DWU, UPNG) at the provincial level or FODE.
  • Valid transcript with 'A' and 'B' grades in English, General Maths (Maths B), Biology, and Chemistry (highly recommended), or 'C' grades in Major Maths (Maths A) or Physics.
  • Must have exceptional GPA above the threshold set by DHERST.
  • Suitable character and personality, with a satisfactory recommendation from their School Principal and community leader.
  • All documents must be certified by a Commissioner of Oaths or a Magistrate at the Court House.


2. Community Health Worker (CHW) Applicants:

  • Must be below 35 years of age.
  • Possess 3-5 years of working experience.
  • Must have "C" grades in English, Mathematics, and Science in Year 10 or have upgraded.
  • Proficient in spoken and written English.
  • Demonstrate commitment to work and provide good character references from immediate supervisors, Provincial Health Advisors, or relevant Church Health Secretaries.


3. Bachelor of Midwifery:

  • Must have at least six months or more of clinical experience in Obstetrics and Gynecology.
  • Currently registered with the Nursing Council and hold a full license to practice as a nurse.
  • Must be less than 45 years of age.
  • The last child must be two years and over at the time of enrollment.
  • Basic computer skills in Microsoft Word, Excel, PowerPoint, and internet usage.
  • Proficient in communicating in English, both written and verbal.


How to Apply as a Grade 12 School Leaver

School leavers applying to MLSN can follow these steps (Your school's deputy principal academic and class patron will help you with this process):

1. Visit the DHERST (Department of Higher Education, Research, Science, and Technology) online application system.

2. Register an account and provide the necessary personal information.

3. Select MLSN as the preferred institution.

4. Complete the application form accurately and upload the required documents.

5. Pay the application fee, if applicable.

6. Submit the application online.


How to Apply as a Non-School Leaver

Non-school leavers can apply to MLSN by following these steps (You must contact the institution to get the latest application form - see contact details below):

1. Contact MLSN for an application form. You can visit the college or call them to request the form.

2. Fill out the application form with accurate and complete information.

3. Attach the required documents, including certified copies of passport-size photos, updated CV, handwritten essay about yourself and your family, marriage certificate and consent letter (if applicable), academic certificates and transcripts, academic performance references, character references, and work performance references (for CHW applicants).

4. Pay the non-refundable administration fee of K100.00 and attach the receipt to the application form.
