3. Visit the Recruitment Team: If possible, visit the police recruitment team in person to get firsthand information. This direct approach can often yield better results. 

4. Ask a Reliable Contact: If you know someone reliable, ask them to follow up or visit the recruitment team on your behalf. This can be especially helpful if you are unable to visit in person. 

5. Speak to a Trusted Police Personnel: If you know a trustworthy police officer, seek their advice and assistance. They may have direct contacts within the recruitment team.

Important Reminders 

  • Avoid Bribes: Do not offer bribes, such as giving lunch money or other incentives. This is a community service, and officers are public servants who should assist you without any extra payments. If any police man/woman asked to cash or kind, record their faces and report them.
  • Limited Intake: Be aware that there are only 500 intakes every year out of thousands of applications. The Bomana Police College has a capacity of less than 250 recruits, and training is conducted in batches. If you are fortunate, you may be selected in the first batch.

PNG Police Clearance Application Process Now Online

The Royal Papua New Guinea Constabulary (RPNGC), in partnership with the Department of Information and Communication Technology (DICT) and the Department of Finance, announced the official launch of the Police Clearance Management System (PCMS). This system streamlines the police clearance application process, offering a user-friendly, digital experience for Papua New Guinean citizens.


Key Features of the PCMS

  • Online Application and Payment:  The PCMS eliminates the need for physical applications and cash transactions. Citizens can now conveniently apply for and pay for their police clearance certificates online. 
  • Digital Certificate with QR Code: Applicants will receive secure, digital police clearance certificates featuring QR code technology. This allows for efficient electronic verification of the certificate's authenticity. 
  • Biometric Data Collection:  The PCMS incorporates biometric data collection for enhanced security and fraud prevention.

The Police Clearance Online Application Process or PCMS marks a milestone in the e-Government initiative. It represents the first citizen-facing service launched through the e-Government Portal.

Striving for Quantity and Quality PNG Police Recruits

To address the dearth of manpower, the government embarked on a mission to graduate 1,000 new recruits annually.

However, the reality paints a slightly different picture as approximately 800 to 900 recruits are projected to graduate each year, awaiting the full establishment of training centers in Poroma (Southern Highlands) and Gusap (Morobe Province). 

A critical aspect of improving the police force lies in the training imparted to new recruits. 

Commissioner Manning highlighted the expansion of the training period to nine months, divided into three segments. The initial three months entail basic training, followed by three months of attachment to operational stations in key areas like NCD, Lae Metro, and Mount Hagen. 

Upon returning, the recruits complete the final three months of training, resulting in a holistic nine-month training curriculum.

Update on PNG Police Recruitment Screening Dates for Highlands, Momase and NGI

The recent police recruitment drive for NCD, Central, and Gulf provinces has revealed that six applicants out of 213 tested positive for illicit substances during the medical checks. Among them, four applicants tested positive for marijuana, and two tested positive for methamphetamine, commonly known as ice. 

In an EMTV report, the Deputy Commissioner Clarkson of Administration clarified that while 24 applicants were disqualified on other medical grounds, such as eye tests, neck nodes related to tuberculosis, and pregnancy, four applicants were disqualified due to positive drug tests.

Screening Dates for Different Regions

The screening process for the police recruitment drive will continue in different regions of PNG as per the scheduled dates.

  • Highlands region - 8th of May to the 16th of June.
  • Momase region - 8th of May to the 9th of June
  • NGI (New Guinea Islands) region - 8th of May to the 9th of June. 
As for Milne Bay, Northern South-Fly, and North-Fly, in the Southern region, their screening process will take place from the 8th of May to the 2nd of June.

PNG Police Recruitment, what next? 

So, you applied for the PNG Police Recruitment, what's next? The recruiting agent will screen the applications sent online. It's part of the recruitment process. But with 30,000 applications and only 560 spots, it is a gigantic screening task.

Understandably, not everyone will receive a response except those shortlisted for the 500 Police Trainees and 60 Cadet Officer spots. 

If you get a response, you should be proud of yourself.

Here are the stages of an organisation's recruitment process:
  • Stage 1 - You submit the application
  • Stage 2 - You'll be invited for a formal interview
  • Stage 3 - Candidates interview
  • Stage 4 - Candidates informed (shortlisted candidates/name list released)
  • Stage 6 - Medicals, registration & admission
  • Stage 7 - Training commences.
Important: Note that this is not the formal recruitment process for the PNG Police Recruitment. It is the standard recruitment process that many organisations use during recruitment and training. 

How long does police recruitment take?

The police recruitment for the previous year ended on Friday the 20th of January which is the first step in the recruitment process. If you think about it, the first stage took about 5 weeks.

Next, the recruitment agent or police trainers will screen the applications and shortlist the potential candidates for interviews. 

Then,  the actual interview takes place. That means that either PNG Job Seek or Police, (whoever does the selection) will go through 30,000 applications. It is likely to take longer than anticipated.

So, be patient!

In hindsight, the RPNGC does the right thing by offloading the recruitment to the agent, because they will do a good job identifying the 560 final police trainees. Also, they are likely to keep to the deadline.

Meanwhile, the RPNG and PNG Job Seek have NOT indicated anything about the dates for interviews and training yet. Watch this space.

Police in PNG lack Manpower

No recruitment for Police trainees happened in 2020. In 2021, the RPNGC trained some reserve police personnel to add to the manpower during the elections. 

The then Police Minister Bryan Kramer said in 2020 that PNG currently has 7,200 police officers. This number serves the whole country.

There is a greater need to empower the police force, including the Corrections Services (CIS) and PNG Defence Force (PNGDF). (Check the links for more details). 

More so, there is a need for morally upstanding policemen and policewomen. 

In recent months, the PNG police and defence forces command released promising training and recruitment updates. There's an emphasis on long-term training and discipline.

New Police Training and New Syllabus

In a Post Courier report on the 24th of July 2022, the commissioner said they are upgrading the police training syllabus to 18 months (from 6 months). This is a massive improvement.

In 2023 and onwards, the new police recruits will undergo 

  • 6 months of basic policing, law and order theory at Bomana Police College; and 
  • 12 months of practicum at the police stations assigned to them.

At the police stations, the new recruits will:

  • learn about the operations of stations,
  • perform shifts,
  • learn the basics of prosecutions and investigations.
The main area of the 12-month practicum will focus on installing discipline in the new trainees. And also, educate them on the basics of applied prosecutions, investigation of criminals and traffic rules & engagements.

Papua New Guinea Defence Force (PNGDF) Commander Major-General Mark Goina says his administration is looking to reintroduce the school military cadet programme. The PNGDF Military Cadet Programme Recruitment is now awaiting the approval of the PNG government.

History

The PNG Defence Force Commander said the PNGDF Military Cadet Programme existed in pre-Independence, in the 1960s and early 1970s, in schools. 

The Marape Government was keen on reintroducing the programme.


Importance of PNGDF Cadet Programme

The PNGDF Military Cadet Programme is vital for instilling discipline and command and building good character among the younger generation.

“PNGDF will play a supporting role in this programme that would be headed by the reserve force legislation.” PNG Force (PNGDF) Commander Major-General Mark Goina.  

 

PNGDF Military Cadet Programme

The PNGDF Cadet programme will come in three stages

  1. Reserve force, 
  2. Youth programme and
  3. School cadet programme.

The youth programme had started, run by the PNGDF’s reserves, capability and development branch.

The intent is to allow the youths to go through a programme in collaboration with the National Youth Services and other government agencies and departments that deal with youths.


Awaiting PNG Government Approval

The PNG Defence Force made a submission to the PNG government and is awaiting approval from the National Executive Council (NEC). 

PNGDF is hoping that the submission will go through Parliament and be enacted into law.

The PNGDF Reserve Force Branch is ready to roll out the PNGDF Cadet Programme when the government gives the approval.


PNGDF Recruitment - DHERST

The PNGDF will recruit new intakes next year in collaboration with the Department of Higher Education, Research, Science and Technology (DHERST).

“Going in 2023 onwards, all applicants will come through the school leavers’ form, we have established a collaboration with the higher education department to assist and screen through our requirements.” PNG Force (PNGDF) Commander Major-General Mark Goina.

If the applicants are successful they will be recruiting with the PNG Defence Force as early as next year.


How to apply for PNGDF Military Cadet Programme Recruitment?

It is still early, but we know that the PNGDF cadet programme will be run by the PNGDF under the reserve force umbrella programme.

Selection will be done by the higher education department. That means that the Grade 12 students must apply through the National Online Application System (NOAS).

In fact, this is a better way to do the selection and run the programme as it cuts out the 'middle-man' in the selection process.
The RPNGC police recruitment has taken its 2022 recruitment online to ease the process of selection and recruitment.
The PNGDF Cadet programme will be directly supported by the PNG Government under the TESAS (HECAS & AES) scholarship scheme if/when the students are selected through NOAS. Also, students can enter as non-school leavers and get selected as self-sponsored students. This remains to be seen for now.

The selection through the DHERST's NOAS is the best way forward for PNGDF.

How to Apply for PNG Police CADET Recruit 2024 for 2025

Recruitment is open twice a year. Calls for applications are usually published in local newspapers. You can also write directly to the RPNGC headquarters in Port Moresby for the latest application forms.
  1. Obtain the Application Form: Check local newspapers or contact the RPNGC headquarters. If the forms are available in newspapers, cut out the form.
  2. Complete the Form: Fill out the application form and attach two references along with all your academic transcripts and certificates.
  3. Submit Your Application: Send your completed application to the address provided below.
  4. Selection Process
  5. Shortlisting and Interview: If you are shortlisted for an interview, the officer in charge of the screening process will notify you either by phone or through print media.
  6. Screening: The screening process involves reviewing your eligibility and verifying that you meet the minimum requirements for the position, such as citizenship, education, and age.
  7. Testing: The testing process usually includes a written examination, which evaluates your cognitive abilities, problem-solving skills, and general knowledge.

What applicants must do

Applicants must go to their designated locations between November and December 2024. Download the CIS application list 2024 and check the dates of each of the 21 CIS locations.  

Applicants who reside in other provinces must arrange their own travel to the appointed locations for testing.

Correctional Service will not be liable for any individual issues or expenses incurred during the time of the Recruitment exercise. 

Recruitment for the Autonomous Region of Bougainville will be conducted in Buka and Arawa.

New interested applicants not in this approved list can apply directly to Correctional Service Headquarters for consideration for future recruitment.

Police Recruitment - New Police Training Syllabus and 18 Months Training

Police training in Papua New Guinea will take 18 months. The police commissioner in a Post Courier report dated 24th August 2022 cited the need to properly recruit and train police officers, fit to serve the people.

Police Training and New Syllabus

In 2023 and onwards, the new police recruits will undergo 6 months of basic policing, law and order theory at Bomana Police College; and 12 months of practicum at the police stations they are assigned to.

At the police stations, the new recruits will:

  • learn about the operations of stations,
  • perform shifts,
  • learn basic prosecutions and investigations.
The main area of 12 months of police on-the-job training will focus on installing discipline in them and learning the basics in prosecutions and investigation of criminals and traffic rules & engagements.

When is PNG Police Recruitment?

The police commissioner assigned the recruitment to an agent.

In Post Courier on the 24th July 2022, the commissioner said that they are upgrading the police training syllabus to 18 months (from 6 months).

How to apply to become a police officer


If you have completed grade 12 within the last three years must prepare the following documents for recruitment for 2024.

1. Prepare the original copy of grade 12 and 10 certificates.

2. Ask for 2x references from the school principal and recognised community leaders such as ward councillors.

3. Get a Police Clearance Certificate- here is how to get police clearance and how much it costs.

4. Get a Medical Report - Go to your local hospital or health centre, do a medical check and get your report.

5. Write a clear and concise letter of interest stating why you want to be a Police Officer.

6. Go to the courthouse and stamp all copies of your certificate and transcripts.

Finally, make a copy for yourself. Send the original to the Police Recruitment Team.
