Tertiary Education Study Assistance Scheme (TESAS) – Academic Year 2025 For First-Year and Continuing Students Enrolled in Registered Higher Education Institutions

The Department of Higher Education, Research, Science, and Technology (DHERST) is pleased to announce the commencement of the Tertiary Education Study Assistance Scheme (TESAS) for the 2025 academic year. This initiative, established under the Higher Education General Provisions Act 2014 (amended in 2020), represents the Government of Papua New Guinea’s (GoPNG) commitment to promoting equitable access to quality higher education through targeted financial support.

Significant Budgetary Allocation for TESAS

In alignment with the policy priorities of the Marape-Rosso Government, the National Budget 2025 has allocated an additional K10 million to TESAS. This investment underscores the government’s commitment to enhancing access to higher education and translates to the following:

  • An expansion in the TESAS quota for 2025, providing scholarships to 15,889 awardees, including:

    • 5,251 first-year students selected via the National Online Selection System (NOSS).

    • 631 non-school leavers meeting TESAS requirements.

    • 10,007 continuing students enrolled in TESAS-eligible programs at registered higher education institutions (HEIs).

  • Inclusion of students enrolled in recently recognised TESAS-eligible undergraduate programs.


TESAS Award List

The 2025 TESAS awards encompass first-year students selected through the National Online Application System (NOAS) and continuing students enrolled in all recognized HEIs, including universities and colleges.

Supplementary TESAS List

DHERST acknowledges that some HEIs did not submit continuing student reports on time. Consequently, a supplementary TESAS list will be released in late March 2025 after the conclusion of Semester 1 registrations. Institutions failing to submit reports on time are responsible for addressing their students’ concerns regarding TESAS eligibility.

Instructions for TESAS Recipients

  • First-Year Students: Awardees have received their TESAS notifications via the NOAS MyStatus portal. Recipients must confirm their acceptance or decline as outlined in their notification. Those eligible for TESAS travel benefits will be notified of their travel arrangements (air, land, or sea) through the same portal.

  • Continuing Students: Students not listed on the TESAS award list should consult their respective HEIs for clarification. Self-sponsored students who have been awarded TESAS for 2025 are advised to check their travel itineraries with Air Niugini offices. Travel plans will adhere strictly to destinations provided by HEIs in the prior academic year.

The GoPNG, through DHERST, has fully settled all outstanding TESAS arrears for the 2024 academic year. Disbursement of TESAS payments for Semester 1, 2025, will commence promptly upon the HEI’s full completion of student registrations on the i-PNG register.

QUALIFICATION REQUIREMENT:

Applicants for Master’s programmes or Doctoral programmes must be:

  • PNG Citizen and in good health
  • Under the age of 35 for Master’s programmes, under the age of 40 for Doctoral programmes
  • With a Bachelor’s Degree or higher
  • Release letter from the employer if employed

Applicants for Bachelor’s programmes must be:

  • PNG Citizen and in good health
  • Under the age of 25
  • a Grade 12 Higher School Certificate with good academic performance of 2.5 GPA or above.

MAIN REQUIREMENT:

Applicants are required to submit CERTIFIED Photocopies of relevant mandatory application documents listed below:

  • Printed Online Application Form for Chinese Government Scholarship after online application,
  • Copy of Passport Bio Page: Applicant shall submit a clear scanned copy of his/her ordinary passport with validity later than March 1, 2026,
  • Notarized Upper Secondary School Certificates (Grade 12) with transcripts (for Bachelor’s programmes), notarized Bachelor’s Degree Certificates with transcripts (for Master’s programmes), notarized Master’s Degree Certificates with transcripts (for Doctoral programmes),
  • Pre-Admission Documents. All applicants need to provide a pre-admission document issued by the universities applying. Pre-admission documents include a pre-admission notice issued by the international student's admission department or an invitation letter from the schools or professors,
  • A Study Plan or Research Proposal in Chinese or English (A minimum of 200 words for undergraduates, 800 words for postgraduates),
  • Applicants for Master’s or Doctoral programmes must submit two letters of recommendation in Chinese or English from professors or associate professors,
  • A photocopy of the Foreigner Physical Examination Form completed in English and from a recognized clinic. (The physical examinations should cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the attending physician's signature, the hospital's official stamp or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months),
  • Non-criminal record report (Police Clearance) issued within 6 months before the submission date of the application,
  • Language qualification certificates. Applicants for Chinese-taught programmes must submit valid HSK reports under the corresponding Chinese proficiency requirements. Applicants for other language-taught programmes shall provide relevant language proficiency certificates, like IELTS or TOEFL reports, according to the universities’ requirements.
  • Applicants under the age of 18 should submit the valid documents of their legal guardians in China,
  • A Character Reference Letter from a Parish Priest/Pastor/Church Elder (with a valid contact number),
  • Birth Certificate, NID card, Driver’s License.

PNG Universities' Continuing Students List and TESAS (HECAS and AES) List for 2026

As the academic year 2026 approaches, many parents, families, students, and guardians are eagerly awaiting the release of the continuing lists and TESAS (HECAS and AES) lists from various universities and colleges in Papua New Guinea. This update aims to provide a clear overview of what to expect.

1. Continuing List 2026

For most continuing students, the release of the 2026 continuing list will provide much-needed clarity about their status, fees, and registration dates. Universities and colleges will publish this information on their websites, social media pages, and in newspapers. So, keep a vigilant eye out for notices from your institutions. 

Most continuing students should already have an idea of their status. However, if you failed one or two courses last year and your GPA has dropped below the required threshold, you may need to retake the courses or take additional ones to make up the credits. 

Seek advice from your institution. Alternatively, visit your student administration office and discuss your concerns and the steps you need to take.

2. TESAS List 2026


The TESAS list is a crucial document released by the Department of Higher Education, Research, Science, and Technology (DHERST) after all selections are complete. It is the final list of Grade 12 school leavers, non-school leavers, and continuing students who have been awarded government scholarships for 2026.

TESAS: Tertiary Education Student Assistance Scheme

Higher Education Scholarship in PNG

The Tertiary Education Student Assistance Scheme (TESAS) is a government scholarship program in Papua New Guinea, administered by the Department of Higher Education, Research, Science, and Technology (DHERST). TESAS aims to support students pursuing higher education by providing financial assistance.

TESAS consists of two main components:

1. Academic Excellence Scholarships (AES): These scholarships are awarded to students with exceptional academic performance, typically those with a high GPA. AES recipients receive a full tuition waiver, accommodation allowance, and a modest living allowance.

2. Higher Education Contribution Assistance Scheme (HECAS): This component is designed to assist students who may face financial constraints while pursuing higher education. HECAS scholarships cover a portion of tuition fees, reducing the financial burden on students and their families.

By offering these scholarships, TESAS helps academically brilliant students and those facing financial challenges to access higher education and achieve their academic goals.

DHERST: Addressing Misinformation Concerning the NOAS and NOSS

The Department of Higher Education, Research, Science, and Technology (DHERST) is honored to announce the successful completion of the 2024 national higher education selection process for the 2025 academic year. This marks another milestone in our commitment to ensuring a transparent, efficient, and merit-based system for higher education access in Papua New Guinea. 

Analysis of Student Selection Outcomes for the 2025 Academic Year 

The Department has observed considerable public interest and inquiries from stakeholders regarding the outcomes of student selections for the 2025 academic year. DHERST wishes to address thematic concerns on Grade 12 school leavers' eligibility to study at registered institutions and programme requirements. This concern is aligned with an apparent trend indicating a gradual decline in the academic performance of Grade 12 students in recent years. 

Below is a summary of annual student population, mean average of academic performance, and selected student population in the past seven years:

Academic Performance Trends 

1. Declining Selection Rates:

Since the introduction of the National Online Application System, DHERST has recorded significant key trends. The proportion of Grade 12 students’ final results meeting the minimum Grade Point Average (GPA) and subject combination grades requirements declines annually. DHERST observed a significant decline from 40.9% in 2022 to 33.4% in 2024. This drop reflects a potential widening gap between the academic preparedness of applicants and the minimum criteria for selection. 

2. Stable Low Average GPA: 

The average GPA of student applicants has remained consistently low, fluctuating between 1.91 and 1.95 over the years. This raises concerns about the overall academic proficiency of Grade 12 graduates. 

3. Performance Gap:

 A notable disparity exists between the average GPAs of selected students (2.78 in 2024) and non-selected students (1.55 in 2024). This highlights the rigorous selection criteria and the relatively small pool of Grade 12 students achieving the required academic standards. 

4. Limited Eligible Students in National Admission Pool:

After the Minister officiates National Selections, selectors without program quota yield utilize the national admission pool to offer a space to students who meet their requirements. Despite an increase in tertiary spaces, the number of potential students from the national admission pool meeting program requirements remains low. In 2024, 21,159 student applications were moved to the National Admission pool for selectors’ consideration. The quota needed from the pool is 4,913. The average required GPA of any program was 2.8, however the average GPA of students in the pool was 2.78. 

5. Increased Applicant Numbers:

While the total number of applicants has risen steadily, from 26,384 in 2018 to 30,564 in 2024, the corresponding increase in the number of selected students has been marginal. This underscores the challenge of aligning educational outcomes with higher education capacity. 

Need for Further Study 

While these trends point to systemic challenges in the academic preparation of Grade 12 students, it is imperative to avoid speculation regarding the root causes. A comprehensive, evidence-based analysis is required to determine the factors contributing to declining academic outcomes. Potential areas of study include: 
Curriculum Relevance: Assessing whether the current Grade 12 curriculum adequately prepares students for tertiary education and the workforce.

  • Examination of Subjects: Assessing whether or not students' academic performance on examinable core subjects is affected by the introduction of additional non-core subjects.
  • Grade 12 Grading Matrix: Assessing whether the grading matrix of student subject grades and final results is defined by the percentile of student overall performance against the highest score, or if grading is scaled against the student population per academic year.
  • Teaching Quality: Examining teacher qualifications, pedagogical methods, and resource availability. - Student Support Systems: Evaluating access to academic support, career guidance, subject combinations, and extracurricular activities that influence student performance.
  • Socioeconomic and Regional Disparities: Analyzing the impact of economic conditions, COVID-19, geographic location, and infrastructure on student achievement. 

Strategic Recommendations 

To address these challenges, the Department proposes the following initial steps:
  1. Conduct a Nationwide Study: Undertake a detailed research initiative to identify and analyze factors contributing to the decline in academic performance.
  2. Collaborate with Stakeholders: Engage with schools, teachers, parents, and education specialists to develop targeted interventions.
  3. Enhance Monitoring and Evaluation: Strengthen the mechanisms for tracking student progress and assessing the effectiveness of educational policies.
  4. Invest in Teacher Training: Provide professional development programs to ensure teachers are equipped to meet the evolving needs of students. 
The DHERST believes that by prioritizing these actions, we can work toward reversing current trends and ensuring that more students meet the minimum criteria for tertiary education, thereby contributing to the development of a skilled and knowledgeable workforce in Papua New Guinea. 

Digitalized vs. Manual Systems of Higher Education Selection 

The transition from a manual system to a digitalized application and selection system has introduced significant improvements to the higher education admissions process in Papua New Guinea. Below is a detailed comparison of the two systems:

Manual System: Inefficiencies and Limitations

1. Lack of Transparency 
  •  Students were selected by institutions without knowing how decisions were made. 
  •  Admission criteria and processes were often unclear to applicants.
  • Numerous reports of admission bribery for "special admissions". 

2. Restricted Choices 
  • Students had only two institutional choices and a third "any other institution" option. 
  • Changes to program preferences could not be made after submitting initial applications, even after receiving national exam results. 

3. Delayed Notifications 
  •  Students were informed of their admission status only in the following year. 
  •  As a result, many qualified students missed out on opportunities despite meeting the required criteria and having the right subject combinations. 

Digitalized System: Enhancing Transparency and Opportunities 

1. Student-Centered Choice 
  • Applicants choose their preferred higher education institutions (HEIs) and programs of study.
  • Students have three months to review the programs and opportunities offered by HEIs. 

2. Increased Flexibility 
  • Students are given five program choices and a sixth option for "any other institution offering similar programs". 
  • A grace period after receiving national exam marks allows students to make changes to their preferences if necessary. 

3. Transparent Criteria 
  • Students know the selection criteria and required subject combinations for each program. 
  • They can observe the digitalized selection process and understand how decisions are made. 

4. Timely Notifications 
  • After the selection process, each student is informed promptly whether they were successful. 

5.  Equal Opportunity 
  •  Selection is based purely on academic merit, ensuring fairness and inclusivity. 

The Role of DHERST 

The Department of Higher Education, Research, Science, and Technology (DHERST) plays a critical facilitative role in the selection process: 

Facilitation, Not Selection

  • DHERST does not select students; it facilitates a transparent, merit-based process. 
  • The digitalized system allows HEIs to retain administrative rights over admissions, including setting program-specific criteria and quotas. 

 Support for Students and Institutions 

  •  DHERST ensures that students have access to accurate information about programs, criteria, and application timelines. 
  • The department provides technical and logistical support to streamline the selection process. 

The digitalized system marks a significant step forward in making higher education admissions more transparent, efficient, and equitable, benefiting students, institutions, and the nation. 

The results demonstrate the effectiveness of the National Online Application System (NOAS) and the National Online Selection System (NOSS): 
  •  School Leavers Selected: 10,203 out of 30,640 applicants 
  •  Non-School Leavers Selected: 1,299 out of 2,268 applicants 
  •  Total Selected: 11,502 students across 314 academic programs nationwide 

Public Discourse and Misinformation

DHERST has observed public discourse and misinformation concerning this process and wishes to clarify the following: 

1. Students Not Initially Selected

Students not initially selected remain in the National Admission Pool, where they may still secure placement in programs with available quotas. Institutions will extend offers based on program-specific criteria, ensuring only qualified applicants are admitted. Students who did not meet minimum academic requirements are encouraged to upgrade their marks and reapply as non-school leavers. 

2. Accessibility of NOAS

Every applicant was provided access to NOAS, enabling them to apply and make changes during the extended Grace Period—the longest on record. Over 110,000 changes were made during this period, showcasing the system’s accessibility and the commitment of DHERST staff to supporting students, even in remote areas. Students are urged to actively monitor their MyStatus portal for updates and admission requirements. 

3. Functionality of the System

At no time was the National Online Application System non-functional. Any temporary access restrictions were part of routine preparation for critical milestones, such as importing Grade 12 results or initiating selections. Students are reminded that the MySchool app, managed by the National Department of Education, is separate and provides Grade 12 examination results. 

4. Claims from Secondary Schools

Concerns raised by specific schools, including Mount Hagen Secondary School circulating on social media, are addressed as follows: 
  • All students competed on an individual merit-based system, not on school rankings. 
  • 531 of the school’s 672 students accessed and finalized their applications during the Grace Period. 
  • Selections are determined by complex criteria, including GPA, subject combinations, and other academic indicators. 
Schools are encouraged to meet reporting deadlines and participate in DHERST’s outreach programs for a clearer understanding of the process. 

 5. Next Steps

Following the completion of the selection process, DHERST will collaborate with institutions to finalize the 2025 admission list through the National Admission Pool. The full selection list was published on the DHERST website on Monday, December 23, 2024, maintaining confidentiality. The TESAS listing is expected in the second week of January 2025. 

Future Developments

DHERST is committed to expanding access to education, with eight fully online programs currently available. We anticipate further growth in online pedagogy, strengthening Papua New Guinea’s education landscape.

2026 GRADE 11 SELECTION LISTS PDF LINKS

The Grade 11 Selection List has not yet been officially released by the National Department of Education. However, it has been noted that some school principals, who have early access to their respective school selection lists, have displayed the information on school notice boards and, in some cases, circulated it through social media platforms such as Facebook.

This development indicates that the official national release of the 2026 Grade 11 selection lists by the Department of Education is imminent. Parents, students, and stakeholders are therefore advised to remain patient and rely on formal communication channels for the confirmed and complete release.

Once officially published, the 2026 Grade 11 selection lists for National Schools of Excellence and Secondary Schools across Papua New Guinea will be made available by the PNG Education Department, including downloadable PDF copies through recognised information platforms such as PNG Insight.

When Will the Selection List Be Released?

As of mid-December, the Grade 11 selection list for the 2026 academic year has not been officially released. However, some lists have been shared on Facebook, and a few school principals have displayed selection lists on school notice boards.

The Department of Education has published a notice on its official website stating that the selection list will be released soon. Therefore, PNG Insight is closely monitoring the situation and has created a watch page to provide timely updates.

NOAS Selection List 2025: Key Dates and Events for Selection, Admission Pool and Publishing of DHERST TESAS LIST

The Department of Higher Education, Research, Science, and Technology (DHERST) Grace Period has come to an end and is preparing to release the much-anticipated NOAS Selection List 2025. The Grade 12 students school leavers and non-school leavers applying through the National Online Application System (NOAS) will know their selection status soon. 

 The Grace Period for NOAS applications will officially end on 14th December 2024 at 11:59 PM. This final deadline provides students with the opportunity to make last-minute adjustments to their application choices before the selection process is finalized. 

Key Dates and Events for Selection




On 18th December 2024, the Minister for Higher Education, Research, Science, and Technology, Hon. Kinoka Hotune Feo, will formally launch the NOAS selection system. This event will see the NOAS system swiftly selecting students within seconds of activation. 

DHERST will publish the NOAS Selection List PDF, including the DHERST TESAS List, on their official website on 20th December 2024. This list will detail the TESAS Awards for both Grade 12 school leavers and non-school leavers for 2025's new intakes to tertiary institutions. 

Students must verify their scholarship status. Those not listed under TESAS as HECAS or AES recipients will be considered self-sponsored students for the year 2025. In addition to the new intakes, DHERST will release the TESAS Awards List for continuing students, providing details on their Higher Education Contribution Assistance Scheme (HECAS) and Academic Excellence Scholarship (AES) status. 

NOAS Selection List 2025:


Students not initially selected will be placed in the NOAS Admission Pool, which comprises approximately 6000 spaces. This pool is designated for students who meet the GPA thresholds set by universities and colleges. Students concerned about their GPAs should check their NOAS accounts for their selection status. 

If placed in the Admission Pool, it is essential to readjust school leavers' choices to match the eligibility criteria for available spaces. DHERST has scheduled the publication of selection results for 20th December 2024.

These results will be accessible through applicants' NOAS accounts under the 'MyStatus' tab. All formal announcements will be disseminated via the NOAS landing page, MyStatus notice board, DHERST social platforms, and authorized press statements.

Grade 11 Selection List for 2026 PDF download (UPDATE)

Following the Grade 10 results released on December 9th, 2025, students and parents eagerly anticipate the Grade 11 selection list for 2026, the Education Department's General Education Division (GES) is currently finalising the process.

When will the list be released? 

Based on previous years, the Grade 11 selection list is typically published around December 20th. However, the exact date for the release is yet to be confirmed.

The Grade 11 Selection List has not yet been officially released by the National Department of Education. However, it has been noted that some school principals, who have early access to their respective school selection lists, have displayed the information on school notice boards and, in some cases, circulated it through social media platforms such as Facebook.

This development indicates that the official national release of the 2026 Grade 11 selection lists by the Department of Education is imminent. Parents, students, and stakeholders are therefore advised to remain patient and rely on formal communication channels for the confirmed and complete release.

Once officially published, the 2026 Grade 11 selection lists for National Schools of Excellence and Secondary Schools across Papua New Guinea will be made available by the PNG Education Department, including downloadable PDF copies through recognised information platforms such as PNG Insight.

Education Policy Changes in Papua New Guinea: Removing 'Exam Filter' at Grade 8 and Grade 10 and Its Impacts

Recent parliamentary debates in Papua New Guinea have shed light on significant changes to the country's education system, with Education Minister Hon. Luca Dawa Dekena at the helm. 

Central to these discussions is the government's decision to retain Grade 8 and 10 exams but not use them as a filter to select students. This policy shift, aimed at promoting inclusivity, will see all Grade 8 students progress to Grade 9 in 2025 and Grade 10 students move to Grade 11 in 2027, regardless of their exam performance.

Key Changes and Trends (Parliamentary Debates and Concerns)

The National Education Plan (NEP) 2020-2029 outlines transformative goals, including the shift away from using exams as a barrier to student progression. This change is expected to ensure that all students have the opportunity to continue their education, thereby fostering a more inclusive system. 

During a recent session, Enga Governor Sir Peter Ipatas raised significant concerns about the removal of these exam filters: 
1. Quality Concerns: The Governor stressed the importance of maintaining education standards, questioning the rationale behind eliminating Grade 8 and 10 exams. 
2. Advisory and Decision: He inquired who advised the removal of these exams, highlighting past issues with imposed education systems that compromised quality. 
3. Assessment and Incentives: Emphasising the critical role of exams, he questioned how teacher performance would be assessed and what incentives students would have to strive for excellence without exams. 
4. Policy Reconsideration: He urged the Minister to reconsider the policy, allowing exams to continue while still enabling students to progress, and ensuring educational standards are maintained. 

In response, Education Minister Hon. Luca Dawa Dekena acknowledged the concerns but reaffirmed the government's commitment to the policy. 

He clarified that exams would continue to monitor student performance but would not be used to exclude students from progressing. This approach aims to provide equal opportunities for all learners, accommodating both fast and slow learners. 

Education Population Insights 

According to the National Statistical Office, school enrolment in Papua New Guinea has seen significant growth, with over 1.3 million students currently enrolled in primary and secondary education. 

However, this growth presents challenges such as high student-to-teacher ratios and disparities in educational access between urban and rural areas. The policy to allow all students to progress will further increase pressure on school capacities and resources. 

Impacts and Future Outlook 

 The removal of exams as a filter will have far-reaching implications. While the policy aims to ensure that no child is left behind, it will necessitate substantial investments in school infrastructure, teaching resources, and teacher training to maintain educational quality. 

The government is also working on enhancing early childhood education, improving teacher inspections, and introducing a new curriculum to better prepare students for higher grades.

The Education Department through Measurement Services Division has announced the dates from the release of Grade 10, Grade 12 mainstream, and Grade 12 STEM students.
