Nature Park Forced Closure Land Issue

The Nature Park in Port Moresby is closed for business indefinitely. The park was affected in a dispute over the land.

Why Nature Park Closure

It is known that the University of Papua New Guinea owns the land on which the park is situated. However, the National Capital District Commission, Lands Department and University of Papua New Guinea are in a debacle over the land forcing the Nature Park to close indefinitely.

The long time residents of Port Moresby would recall how rundown the facilities and grounds were before a new park management came in 2014/2015. It was a wasteland of broken boardwalks, rubbish and dead plants.

Understandably, the park and its owner must pay any money  it owed to UPNG. But does it have to end up with a court battle? Sadly, not!

There are probably other intervention or mediation measures the landlord can take to not disturb the operations of the park.

The Nature Park, in a statement, said
'The recent announcement of the indefinite closure of the Port Moresby Nature Park is a result of a land acquisition matter before the courts between the Department of Lands, the National Capital District Commission (NCDC) and University of Papua New Guinea (UPNG).'  Official Statement 12/11/2019
Have all avenues being exhausted before  the landlord went to court?

I am sure UPNG, in its wisdom, can seek re-address through the city hall or talk directly to the park management to amicably resolve this issue.

Perhaps the first thing in this debacle is allowing public access to the park. In an ideal world, the disgruntled parties would not see it fit to hold the public to ransom for some uncollected debt.

Also, the Nature Park and its owner must pay any money it owes to UPNG as per the Contract Agreements, if any.

It is, in fact, sad to see a recreational area so used and so enjoyed by the general public (and at this busy time) has closed.

So, in the best interest of the users of this beautiful and well-managed park in the city, please resolve this matter immediately.

Port Moresby Nature Park recently celebrated its obtainment of International Wildlife Welfare-Accreditation from the Zoo and Aquarium Association of Australasia, the first Pacific Island facility to have passed what is considered globally as the most scientific and rigorous assessment of animal management for zoos and wildlife facilities.  This comes after 7 years of tremendous transformational change with over K7million in public-private partnership funding being spent in the redevelopment of the Park.  As a charitable organisation, the Park has and continues to rely heavily on the commitment of NCDC, the generosity of sponsors and donors, and visitation by the community.   

It was NCDC’s vision to establish the Charitable Trust, overseen by an independent board that would become PNG’s leading recreational space inspiring through education the guardianship of PNG’s unique natural environment.

When one visits the Nature Park it is evident of the staffs commitment to delivering exceptional experiences.  The Nature Park is now the highest visited attraction in Papua New Guinea with over 140,000 visitors, including over 24,000 school students that attend the Park’s educational schools-excursion programs.  In fact, next year the Park will reach it’s 1 millionth visitor through the Park.  Further to this, the Park is a shiny example of the tourism potential of Papua New Guinea and regularly plays a tourism role for key International Events such as APEC and is visited by almost 1 in 5 international visitors to this country.

Over the last 4 years, the Park has taken seriously its role in wildlife conservation and research through its dedication to wildlife conservation and research supporting CEPA, our universities, PHD students and conservations organisations.  This has included the rescue and rehabilitation of hundreds of injured, orphaned and abandoned wildlife, research into pig-nosed turtles growth rates and the release of turtles back into the wild, and breeding programs for endangered and little-known PNG animal species.   The Nature Park has provided many, many opportunities for undergraduate and further education students to gain valuable on-the-job training and skills.

Not only has the Papua New Guinean community taken notice of the Park successes, but so too the Park has shone on the Global stage receiving a number of prestigious awards including a 2016 Award for Innovation and in 2018 an Education Award, both by the Zoo & Aquarium Association of Australasia. The Nature Park was also inducted into the Zoos Victoria Hall of Fame Awards for its commitment to partnership development in 2017 and in 2019 the Park became the first attraction in PNG to receive a Hall of Fame award by TripAdvisor for 5 years of continuous Certificates of Excellence from TripAdvisor. 

Port Moresby Nature Park has quickly become a shining example of what can be achieved through public and private partnership and what a small, charitable organisation can achieve with the right strategic planning, leadership, NCDC, Government and business support, and when combined with a motivated and passionate workforce dedicated to the service of the community.  The Park has always dared to dream big for the benefit of the community and biodiversity.

The recent announcement of the indefinite closure of the Port Moresby Nature Park is a result of a land acquisition matter before the courts between the Department of Lands, the National Capital District Commission (NCDC) and University of Papua New Guinea (UPNG).

NCDC has managed and funded the site since 1993 (formerly as the Botanical Gardens and now Port Moresby Nature Park) investing tens of millions of Kina in this time to ensure that throughout the space has remained opened for the public.

The Port Moresby Nature Park remains committed to NCDC and its goal of securing recreational spaces and activities that improves the lives of its citizens.  Recreational spaces are an important extension of community and when they work well, they serve as sacred spaces to stage our public lives.  Additionally, the Nature Park serves as a facility for education, tourism, research and conservation, all vital activities worth securing for future generations to come.

The management of the Port Moresby Nature Park would like to take the opportunity to thank the general public for its outpouring of support towards our organisation.  Please stand firm in the knowledge that the Nature Park is committed to the community and to conservation and with the support of NCDC will continue to ensuring that the Park remains PNG’s leading recreational space dedicated through education to the guardianship of PNG’s unique natural environment.

We look forward to opening our doors once more and will advise the community in due course.

The King's Birthday

King's Birthday is a public holiday celebrated on the second of June every year in the Commonwealth group of countries, including PNG.

The King has two birthdays - the first is in November, as he was born on 14 November 1948. Then a second one - an official celebration - falls on the second Saturday of June called Trooping the Colour, which has marked the official birthday of the British monarch for over 260 years.

Papua New Guinea National Remembrance Day

National Remembrance Day is observed on the 23rd of July in PNG. It is a memorial day observed to honour PNG soldiers and police officers who lost their lives during the wars and other engagements within Papua New Guinea and abroad.


The Repentance day

This non-working public holiday is observed on the 26th of August every year. It is a religious day to show repentance to God, it is a symbolic day for PNG as a Christian country.

The Independence Holiday

The Independence Holiday is a non-working public holiday observed on the 16th of September, the date when PNG gained its political independence.

It is a non-working public holiday. If it falls on the weekend, you'll get a 3-day long weekend.

Universal Public Holidays

PNG also observes other public holidays like the Easter Holidays and Christmas Holidays.

Australia Awards in PNG Download Application Forms 2024

Australia Awards is seeking suitable applicants to apply for the Graduate Certificate in Science, Technology, Engineering and Mathematics (STEM) Education short course.


The course is targeting employees from the Department of Education and other education agencies who are in roles where they have responsibility for teaching, designing and implementing STEM Education policies and programs including at the national, sectoral and provincial levels.

To apply for this short course, applicants must:
  • Demonstrate direct involvement in STEM Education in your area of work
  • Have a minimum of five years of professional teaching or curriculum development experience (which could be in Chemistry, Physics, Mathematics, Advanced Mathematics, ICT, Agriculture, Biology, Fine Arts, Design Technology, Science, Applied Science or Engineering)
  • Have a bachelor’s degree or equivalent and teacher registration
  • Have a minimum academic English proficiency level equivalent to IELTS 6.5/TOEFL 575 (shortlisted applicants may be required to undertake a test facilitated by Australia Awards).
  • Have the commitment to prepare and implement an innovative work-based project as part of the course requirement

The applicant must engage actively and foster networks with multiple stakeholders, including in Australia, and disseminate learning from the course with students, colleagues and peers in your respective organisations.

Applications close in November every year.

Free Education in PNG Poll Result - Investigate TFF Funds

The policy started in 2011 and implemented nationwide in 2012 by the then government under Peter O'Neill ministership and spearheaded by the then Education Minister Nick Kuman (now Minister for Department of Higher Education, Research, Science and Technology, DHERST).

In a recent online poll on Twitter, PNG Insight followers were asked what new PNG Government under PM James Marape and new Education Minister should do about the free education policy, the Tuition Fee Free Education (TFFE) Policy.

The result indicated that there is a need to investigate the TFFE funds allocated to schools, private companies and MPs since 2012. It is a massive task, but if done properly the investigation could set the foundation for better education policy relating to free education in the country. 


Warrant of arrest issued for former Prime Minister Peter O’Neill

A WARRANT of arrest was issued by the Waigani District Court last Friday for former Prime Minister and Member for Ialibu/Pangia Peter O’Neill for official corruption.

Whilst I cannot reveal any specific details at this point in time due to the sensitivity of the investigations I can confirm that police investigators in an ongoing investigation applied to the district court for the arrest warrant for Mr O’Neill which was granted last Friday.

 The warrant was obtained upon the weight of the evidence brought forward by the investigators.

The warrant of arrest is now in the process of being served on Mr O’Neill. He will be processed by police after which he has the right to bail and defend himself in court. Everyone is presumed innocent until proven guilty in a court of law so Mr O’Neill’s constitutional rights are being respected in that regard.

Investigations into this particular case involving the former prime minister has been ongoing and the weight of the evidence that came to light before the police detectives necessitated an application to be made to the courts for a warrant of arrest.

We have made it very clear when we came into office that we will look into all outstanding criminal cases of national significance including police shootings as well as high level corruption cases.

Rest assured that under my leadership I will not allow police investigations to be politicised nor allow for people with vested interests to use the police for personal vendetta or a witch-hunt. 

Investigations that can stand-up to rigorous scrutiny and checks and balances will be allowed to progress into the arrest stage. Under my leadership I will not allow some of the reckless behaviours of the past where arrests were made without credible evidence.

All other outstanding cases are also being pursued with this in mind and details will be made known to the public going forward as and when warranted.

By way of update, as of this morning Mr O’Neill was located at the Crowne Plaza Hotel in Port Moresby. The Acting Deputy Commissioner Operations Mr Donald Yamasombi has made contact with Mr O’Neill and has requested directly to him that he accompanied him to Boroko Police Station to be processed. As we speak he has refused to cooperate with Police thus far.

Now my appeal as the Acting Commissioner of the Royal Papua New Guinea Constabulary to Mr O’Neill is for him to avail himself to investigators and allow due process to be completed.

BIRTH CERTIFICATE MANDATORY FOR OBTAINING NEW PNG PASSPORT

Chief Migration Officer says the office of Immigration and Citizenship authority will not compromise the integrity of PNG passports.

He said this on his social media page today in response to a Drum piece in the Post Courier suggesting his office should relax its rigid stance that citizens should acquire national identification cards in order to apply for a passport.

The Coca-Cola national schools rugby league tour to Queensland Australia was deferred because 75 per cent of the Under 18 boys and girls do not have the national identity cards to obtain a passport.

“The students are from around the country and the process is quite rigorous to get the NID certificate,” PNGRFL chief executive Reatau Rau said.

Kantha in response to the Drum piece said: “Let me place on record that a birth certificate is a mandatory requirement for a passport and ICA will not compromise the integrity of our PNG passports.

‘The detection of false NID birth certificates will affect the integrity of our passport system and affects the position of countries granting visa on arrival for PNG passport holders,”he added.

The NID is a fundamental and primary requirement for a passport and once this is compromised our passports will be questioned at entry ports in other countries and we will not be able to get to a stage of introducing biometric or e-Passports,” he said.

“Our birth registry process and NID must step up and improve or we will not get anywhere. All support must be given to Mr (Noel) Mobiha who is doing his best under trying circumstances.”

GOVT TO RELOOK TFF POLICY

The Marape-Steven Government will be re-looking the Tuition Fee free policy - a key policy of the former Government.

The policy introduced in 2012, enabling access to education for over one million of the country's young, has seen approximately four billion kina invested to date.

In Parliament yesterday, Prime Minister James Marape, while commending the former Government for the policy said it has both good and bad sides – and needs to be relooked.

He said the Government does not want to encourage lazy citizens, rather productive ones.

“There are also downsides to it, in as far as the quality interventions are concerned.

Many of our parents and citizens have pulled back, thinking that is 100 percent Government obligation.

We will look into that policy as well without putting burden on our parents and citizens. 

We are looking into a program where there is a shared responsibility. 

I am divorcing and distancing from an absolute free education in our lower level systems but we are working at a higher education – skills level, college level, certificate level.

And we are trying to share arrangement at the lower level, I have citizens from my electorate who are adults – they say Government is paying for free education and they are not responding or contributing to the economy but are instead lazying their way through life,” Mr. Marape said.

Meantime, Papua New Guineans attending tertiary institutions in the country can expect to get some assistance with their tuition fees by 2020.

This following the announcement by Prime Minister James Marape in Lae recently, of the setting up of an 'endowment fund' that will see students benefiting from interest-free loans.

Mr. Marape elaborated on this today in Parliament, saying the Government understands the current burden that families have to pay annually for fees - which lies in the K5-000 to K20-000 mark.

He said the catch is that - all students will now have to register through the National Identification project in order to benefit from this scheme.

Mr. Marape was responding to questions by North Fly MP James Donald regarding the Government's announcement of an endowment fund to assist students at the tertiary level.

SIX REQUIREMENTS FOR REGISTERING A CIVIL MARRIAGE IN PNG

The Papua New Guinea Civil and Identity Registry released this notice on requirements for registering marriage. The documents are important. 

How to register civil marrage

Here are the 6 important information supplied by the PNGCI registry office.

1) Birth Certificate

2) Death Certificate: if widow or widower 

3) Divorced:
• Dissolution order from the National Court if previous marriage was registered.
• District or village court order if customary marriage.
• Decree Nisei (court order) if foreigner.

4) Consent if minor.

5) Foreigner:
• Letter of single status from High Commission, Embassy from their country of origin.
• Birth Certificate
• Copy of Passport/visa/work permit * Has to be residing in the country more than two years.
• Confirmation letter from employer

6) Disciplinary Forces
If one of the couple is a member of the disciplinary forces (defence, Police or CIS), he or she needs to get a referral letter from the chaplain or immediate sectional head/commander to show that: 
• The chaplain is not available to perform the marriage.
• The groom/bride is legally free.

The University of Papua New Guinea wishes to advise that applications are now open for Lahar, two sessions back-to-back, to be conducted from November 2022 to February 2023.

IMPORTANT NOTICES TO ALL LAHARA STUDENTS

UPNG Open College-based Certificate Courses will be available on-demand, where a minimum of 10 students register. 

Continuing CTCS/CTS Students do not need to complete application forms. Please consult your respective study centres.

Continuing Diploma and Degree students and interested applicants who meet the UPNG entry prerequisites can seek further advice, as well as collect, complete, and submit their application forms at any UPNG Study Centre in your locality or near you. 

Completed application forms can be submitted at the same study centre, before the closing date. Separate applications must be lodged if courses are taken from different schools. 

Please note that a student can only enrol for two courses per session. Courses will be offered if there are a minimum of 10 students accepted in NCD and 20 in other centres.
