How to Apply for DHERST Higher Education Loan Program (HELP)

If you are a student in Papua New Guinea (PNG) and need financial assistance for your higher education, then the Higher Education Loan Program (HELP) offered by the Department of Higher Education, Research, Science and Technology (DHERST) can be a good option for you. 

The HELP program for 2023 application will be open from 20th March 2023 to 31st October 2023. In this blog post, we will guide you through the process of applying for the HELP loan program.


Eligibility Criteria for HELP

Before applying for the HELP program, you need to meet the following eligibility criteria:

  • You must be a PNG citizen.
  • You must be enrolled and registered at a Higher Education Institution (HEI) recognized by DHERST.
  • The study program undertaken by the applicant is accredited by the National Higher and Technical Education Board (NHTEB) or by another authorised body.


HELP Student Loan Application Timeline

The HELP program facilitates 4 batches every year. If you do not apply or do not submit your loan application in a batch, you have the flexibility to apply in the subsequent batch. The application timeline for HELP 2023 is as follows:

Batch Application Period

  • 1  20th March - 30th April
  • 2 1st May - 30th June
  • 3 1st July - 31st August
  • 4 1st September - 31st October

The last (4th) batch and the HELP application cycle for this year will be closed as of 31st October 2023. 

DHERST will not accept any applications from students who applied and submitted the HELP after this date.

How to Apply for DHERST Higher Education Loan Program HELP 2023 https://ipng.dherst.gov.pg/

Requirements to Apply for HELP Loan

To apply for the HELP loan program, you need to fulfil the following requirements:

Signed HELP Declaration Form: Enquire about the HELP declaration form from your institution. Fill out the form and submit it to your Registrar and/or Student Data Officer with one of the mentioned ID documents.

ID Document: You need to submit any one of the following ID documents along with your HELP declaration form:

  • Gr 12 certificate
  • Student ID
  • PNG NID/birth certificate
  • Passport
  • Driver's license

 

Apply for DHERST Student Loan

Your Student Data Officer (SDO) at your institution will issue HELP login credentials to you. If you have forgotten your password, you may check with your SDO to get a new one.

First-year students who had NOAS credentials from 2022 and had their enrollment status confirmed by SDO can use the same credentials to apply for HELP. The same applies to continuing students who previously applied for HELP, they can use the same credential to reapply for HELP this year.

The HELP 2023 timeline will be made available to the HEI through the Registrar's office during the registration period.

To qualify for these certificate programs, applicants should fulfil the following criteria:

  • For scholarship applicants, an application form can be obtained from your secondary school.
  • Self-sponsored applicants can obtain application forms directly from the college.


How to Apply as a Grade 12 School Leaver

If you are a Grade 12 student, follow these steps to apply to Port Moresby Business College:

1. Discuss with your school's deputy principal (Academic) and express your interest in studying at Port Moresby Business College.

2. The deputy principal will guide you through completing the online school leavers form via the DHERST National Online Application System (NOAS). You have the option to select Port Moresby Business College as one of your five choices.


How to apply as a Non-School Leaver

Non-school leavers should contact the college directly to obtain an application form and additional information regarding the application process for Port Moresby Business College.

The entry requirements for different programs at Port Moresby Business College are as follows:

  • Technical Training Certificate Programs (Two-Year Program): Grade 10 with credit in Mathematics and English, with no fails in other subjects.
  • Technical Training Certificate (One-Year Program): Grade 12 with credit in Mathematics B, English, and a Business Studies-related subject.
  • Diploma in Business Studies (Two-Year Program): Grade 12 with B passes in Mathematics, English, and a Business Studies allied subject. Grade 10 with credit in Mathematics and English, with no fails in other subjects. Minimum of two years of relevant work experience.


National Qualification Framework (National Qualification Programs)

For base learning, there are no minimum requirements as the assessment is based solely on the student's competency to perform tasks in each module before progressing to the next level of the program.

The minimum entry requirements for short course programs are determined by the college. Contact the college for more information.

DHERST NOAS Admission Pool

It is important to confirm your selection to a higher institution as soon as you can. If you are not selected in one of your five choices, you may be put in the admission pool. 

If you are a student on DHERST's admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2023 starts to see if you have been offered a placement at a university or college in PNG.

Students in the admission pool have to hope that they are considered for 6,000+ spaces, formally called quotas.

So, keep checking to see if you are one of the lucky ones from the admission pool admitted to a university or college.

Questions about Grade 12 Selections 2022

Here are some questions PNG Insight receives about selections, GPA and Admission Pool for Tertiary Institutions in PNG. We pick three common questions that many students ask and put answers to them.

Important: Note that the answers are based on experience over the years, intended to give clarity to the questions. It is in no way formal advice.
Q. I am not selected and I was put in an admission pull, will the DHERST select me according to my choices?
Brief answer: If you are in the DHERST Admission Pool, it means that you are likely to be considered IF there is a space available in the institution of your choice. Also, your GPA has to be higher than the other students in the pool to maximise your chance of being selected.

Q. I got a GPA of 2.6 and I was not selected by any of those five institutions where I should have been selected because I know that the nursing school's in the country have a minimum GPA of 2.4 and above. Why can't a GPA of 2.6 can be also selected?
Brief answer: Your GPA doesn't automatically guarantee you a selection to one of your 5 choices. Though it is the main selection criteria, there must be a spot available for you to be selected. Also, there are other students who may have a GPA above 2.6 applying to the same institutions or they may have made your second choice their first choice. They have the advantage over you. In the meantime, login to your NOAS Student Account before the academic year starts to confirm your final selection status from the Admission Pool.

Q. My GPA is 2.4 and yet I applied for teachers colleges in PNG that require a current GPA of 2.4 and above. Why I am not selected with such a GPA?
Brief answer: The current GPA of 2.4 for teachers' college is the threshold which is the borderline GPA. If you have a GPA close to the borderline GPA, you are last in the queue during the actual selection and also last in the queue in the Admission Pool. It's sad but true. Those students who have GPAs higher than the threshold with first-choice preference have a higher chance of being selected than those sitting at the borderline GPA.

As you read the three questions, you may have realised that the best thing to do is to get the five choices on NOAS right - spot on.

For now, if you are in DHERST Admission Pool, make sure you check your status regularly to see if there are any changes to your selection status. 

Also, check the final lists that come out on the DHERST website. 

The institution you apply to will publish its acceptance lists. You may want to check that too.

DHERST Selection Lists 2023 Release Date [Acceptance Lists]

Grade 12 students are anticipating the release of the DHERST's Selection Lists 2023. DHERST has announced the dates for Grade 12 Grace Period and the selection release date.

The 2022 Grade 12 Students must adjust their School Leavers Choices on DHERST's national online application system. Read on to find out about the crucial dates between now and February 2023.

What's best about DHERST Grace Period 2022

The Department of Higher Education, Research, Science and Technology (DHERST) released the dates for the Grace Period and 2022/2023 Selection Lists.

In hindsight, DHERST pegged the Grace Period to Monday the 12th of December 2022. It ends on Thursday the 15th of December 2022. 

The date for Grace Period means that the Education Department (Measurement Services Division) must release the Grade 12 results before the 12th of December 2022. 

DHERST will not be happy if NDoE delays the Grade 12 results beyond the date they set for the Grade Period.

DHERST Selection Lists 2022 Release Date

The higher education department scheduled the release of DHERST selection lists 2023 to Wednesday the 21st of December 2022.

Grade 12 students have 4 days to adjust their school leavers' (SLF) choices to higher institutions. And, wait 10 days before the PNG Universities and Non-universities Acceptance Lists 2023 come out.

The Grade 12 and Grade 10 exam results will come out on the 11th of December 2022. According to the MSD's Results Portal, the students can check their results from 11 AM.

The release of the exam results and the Grade 12 Grace Period are just a day apart - perfect. DHERST will be happy with the result release date.

So, if you are a Grade 12 student, you must check your online results at the MSD's results portal and adjust your SLF choices at the DHERST NOAS login portal before the end of the Grace Period.

Scholarship for PNG Students to Study in Malaysia (MTCP) 2023 Now Open

The Department of Higher Education, Research, Science and Technology (DHERST) invites potential candidates who wish to undertake Post-Graduate Masters studies in Malaysia in 2023.

The scholarship program is sponsored by the Ministry of Foreign Affairs Malaysia. The online application is open from the 16th of June 2022 and will close on the 16th of July 2022.

Post Graduate Masters studies in Malaysia in 2023

The duration of the program is 12 to 24 months. You must be below 45 years old. The post-graduate scholarship covers tuition fees and monthly allowances.

2022 DHERST New Intake Selected Students HEIs PDF List

The Department of Higher Education, Research, Science and Technology (DHERST) announced the 2021 - 2022 students’ intake for Higher Education Institutions (HEIs) in Papua New Guinea. 

But, the higher education department has not published the TESAS Award. All the students will have to wait untill the end of the month to know their TESAS statuses.

The 2023 non-school leavers' acceptance list contains the names of students who are NOT the 2021 Grade 12 students. This list also includes foreign students and PNG students who apply from the US, NZ, Australia, Singapore or other overseas schools.


Dec 2022 UPDATE: DHERST released the School Leavers and Non-School Leavers Selection Lists You can download the 2022 NSL & SL Selection Lists PDF for the 2023 Academic Year via this link.


The NSL list is usually published by the university of your choice, not DHERST. That means that the universities (that you applied to) will publish the non-school leavers' selection list PDF before the academic year starts. So you must check with the university!

One top tip is to check the university's website for the past year's NSL selection lists if it is still up on their website. 

The publication date will give you a good idea about WHEN they are likely to release the 2023 selection list for the non-school leavers' intake.

2023 Continuing Students Acceptance List

If you are a continuing student, your university will put out the continuing students' acceptance lists at the end of the academic year or over the 2022/2023 Christmas holiday. It is your responsibility to find out your GPA and possible TESAS Status for the academic year 2023.

The best thing to do is to contact the Student Admin or the university or college Registrar and find out if they've released the Continuing Students Acceptance List. And importantly, check to see that your name is on the list. 

The University of Goroka (UoG) did well last year by informing its continuing students about their status before they went home for the Christmas holiday. We hope UoG does the same this year because it helps massively with the registration and orientation of its NEW students.

In fact, the other universities and colleges in PNG should do the same by informing the Continuing Students to avoid the long queues and unnecessary delays during the registration week.

2023 School Leavers Selections Lists - DHERST

The Grade 12 School Leavers Selections is solely done by DHERST (Department of Higher Education, Research, Science and Technology) through its National Online Application System (NOAS) and National  Online Selection System (NOSS).

If you are a 2021 Grade 12 student, your selections and the announcement of your TESAS status will be formally done by DHERST. 

When is DHERST Acceptance List PDF coming out?

By now the Grade 12 Schools Leavers should know whether they are selected to a University or College, or not. 

In fact, the higher education department launched the Grade 12 National Online Selection on the 21st of December 2021. 

But the non-school leavers and continuing students will have to wait until ALL the names (quotas from each university and college) have been confirmed, compiled and released to the general public. 

Only then, the students should be able to know their confirmed SELECTION STATUS, as well as their final TESAS STATUS.

Are you on TESAS?

DHERST used different statuses to indicate the TESAS Awards for selected students. 

The awards are based on the PNG government’s yearly sponsorship for students under the AES and HECAS categories, excluding the self-sponsored or corporate and overseas govt sponsored students. 

Read this article for the meaning of the acronyms (TESAS, AES & HECAS) and what they mean.

So how will the NSLs, Grade 12 SLs and Continuing Students know if you are on TESAS or not? You can CONFIRM your scholarship status (whether you are on TESAS or self-sponsored) through the final (official) Acceptance List released by DHERST.

What to do as a Self-sponsored student?

Perhaps the important thing is to confirm your PNG GOVT SCHOLARSHIP (TESAS) status on the 2023 Tertiary Institution's Acceptance List

As the name implies, if you are a self-sponsored student you'll have to pay your own fees before the registration and orientation. 

If you do not pay the required fees, your place will be forfeited - another student in the admission pool who has the money will take your place.

Check with your university or college to confirm how much you MUST pay to register. In addition, this information will be contained in the Acceptance Letter your institution sends to you. Make sure you read and understand what you must do before admission.

Secure HELP - PNG Govt Scholarship

DHERST will facilitate the Student Loan Scheme (HELP or Higher Education Loan Program). 

If you are a self-sponsored student, you'll have to pay your fee for the first semester of 2023 and apply for the HELP loan.

The Continuing students and School Leavers can apply for the HELP loan program through their university or college. This also includes those who are doing their masters or doctorate studies. 

Check with your institution and ask for a HELP student loan application form. Also, find out about the due date and what to do so that your application is successful.

What to do if you are on DHERST's Admission Pool?

If you are a student on DHERST's admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2023 starts to see if you have been offered a placement at a university or college in PNG.

The 2021/2022 selection had 
  • 31, 817 students were nominated to sit the exams; 
  • 26,544 students certified; 
  • 16,171 total HEI quota for 2021; and
  • 10,373 Grade 12 students will NOT be selected for 2022 HEI studies.
The good news is that there are 6,319 spaces (formally called quotas) to be filled via the Admission Pool. 

So, keep checking to see if you are one of the lucky ones from the admission pool admitted to a university or college.

Registration and Orientation info for new students

Congratulations if you are selected to continue to a tertiary institution in 2023. There are several things that you should find out. 
  • Are you on TESAS (AES, HECAS)?
  • Will you be a SELF-SPONSORED student?
  • When are you likely to see your name on the DHERST selection list?
  • When is the 2023 REGISTRATION and ORIENTATION WEEK?
  • Should you inform your institution that you've accepted that offer?
At least, try to find out the answer to the 5 questions as you prepare to go to your new school.

When will DHERST Publish 2022 Grade 12 Selection Lists for 2023 HEIs?

The higher education department (DHERST) launched the Grade 12 National Online Selection on the 21st of December 2022. So what does the launching mean; and when will DHERST publish the 2022 Grade 12 Selections Lists for the tertiary institutions in the country?

Here are 5 points that students, parents and guardians should know as they check their names on National Online Selection System (NOAS). 

Students to check their selection status (1)

Students can view their selection STATUS through their individual National Online Application Accounts. That means that the 2022 Grade 12 students should use their NOAS login details to access their accounts and confirm their selection status for the 2023 academic year.

By now you should know if you have secured a tertiary institution placement. If you have questions about the 2022 Grade 12 student selections for 2023, check this article.

In fact, this is the final outcome of your School Leaver's Choice on the National Online Application System. 

The selection status on DHERST National Online Selection System is 'provisional' only. That means two things: 

  • first, the HEI will send you an offer letter, also called the acceptance letter, to confirm your placement with the institution; and
  • second, DHERST will formally publish your name on the 2022 Grade 12 selection list PDF on its website.

What should you do if you are selected? (2)

  • 31, 817 students were nominated to sit the exams; 
  • 26,544 students certified;
  • 16,171 total HEI quota ; 
  • 10,373 Grade 12 students will NOT be selected for 2022 HEI studies.

Many Grade 12 students, like in the past years, will not get an HEI placement though they may have really good grades.

Important Announcement from DHERST 2022 (4)

DHERST and HEIs will use Grade 12 students' data in the National Online Application System (NOAS) to confirm their selections. Here is what DHERST has to say:
  • Your (Grade 12 Students) data from the MyNOAS data field has been forwarded to the Higher Education Institution that selected you.  The HEI will communicate directly with you to inform you about the specific details of the institution, including how to accept your offer. 
  • Note that the response contained therein (in the NOSS) is not an admission confirmation. You should expect to receive official notice through an admissions offer letter directly from your Higher Education Institution (HEI).
Over 10,370 Grade 12 students will NOT be selected for 2022 HEI studies. If you feel that you have made the Grade, but missed out, here is a story that will inspire you.

When will DHERST Publish 2022 Grade 12 Selections Lists for HEIs?


DHERST  launched the Grade 12 selection List for 2023 on the 21st of December 2022.

Here are the important dates for Grade 12 students.

2023 Grade 12 Students SLF Grace Period - Why GP is Important

 2023 DHERST GRACE PERIOD: Present Grade 12 students are in a privileged position to make the right choices for their Grade 12 School Leavers. They can adjust their choices based on their exam marks, unlike in the past.

DHERST Online Application 2023 (NAOS)

Firstly, the National Online Application System (NOAS) gives the students the right choice upfront by highlighting (in red) the 'ineligible' options. 

There is no room for getting the choices wrong. Secondly, the students have 5 choices. That means 5 chances of getting into a tertiary institution. 

In the past, Grade 12 students did not have the chance to change their choices after they've filled out the manual School Leaver's Form (SLF). Nor do the past students have 5 choices, they were limited to only 3 choices.

The Grade 12 students should make full use of the Grace period and maximise their chances of securing a space for 2023 at a tertiary institution in the country.

Important Dates and Expectations

Here are some important dates for examinations, results and selections in Papua New Guinea based on past year's dates

  • Tuesday 21st December 2021: DHERST launches 2021 selection for the 2022 academic year
  • Tuesday 14th - Friday 17th December 2021: NOAS grace period
  • Sunday 12th December 2021: Education Department through MSD releases Grade 12 Exam Results to Higher Education Department, DHERST.
  • Thursday 9th December 2021: Grade 10 and 12 Exam Results Launched, students can check their results now.

  • 5th December 2021: Education Officers/GES start 2022 Grade 11 Selections (GRADE 11 SELECTION NOW IN PROGRESS)
These were the dates for 2021/2022. The 2023 dates are either likely to fall around the same time or differ by a few days.

2022 PNG Schools Exam Dates

  • Grade 10 National Examinations: 10th to 14th October 2022.
  • Grade 12 National Examinations:  17th to 21st October 2022.
  • Grade 8 National Examinations: 24th to the 27th of October 2022
Based on the dates above we can infer that the 2022/2023 Grade 11 selection lists will be released on the first or second week of December 2023.

2022 Grace Period - Why it is important

The Grace period lasts only 5 days. 

This is the time when Grade 12 students should 'adjust' their choices. It should be straightforward because DHERST would have indicated on NOAS whether a student is eligible for selection or not depending on the examination marks. 

Here is what DHERST say about the importance of the Grace Period:

''This [Grace Period] is a crucial period where you will start making your choices based on your final grade 12 results hence make sure to access your account during the mentioned dates. If you see the red highlight indicated in any of your five choices under “My Choices”, this means that your final result has not met the minimum program requirement set by the institution. Therefore, you must change the red highlighted choice to a different program that is available in your program list.'' DHERST

The online selection is quick. The Grade 12 students in the country have around 4/5 days to adjust their choices to the more suitable ones. 

DHERST will NOT grant you access to making changes during the weekend or the next Monday of the following week to make any changes.

This Grade period's due date is final.

Launching 2022 selections for 2023 academic year

The online selection via DHERST's National Online Selections System (NOSS) will do the magic in 3 days. 

DHERST may launch the 2022 selections for the 2023 academic year the week following the Grade Period's due date. possibly on Tuesday of that week.  

There were issues last year when the Department of Higher Education had to republish the selection listing. 

If all goes to plan this year, students are likely to see their selection status by the date announced by DHERST. We hope all goes to plan. 

How to Check Your 2022 Grade 12 Exam Marks

By now, you should know your Grade 12 exam marks. The marks are accessible through My PNG Exam Results website. 

Note that DHERST does not display the Grade 12 students' exam marks.

NOAS remains the property of the National Government of Papua New Guinea and is administered by the Department of Higher Education, Research, Science and Technology (DHERST).

NOAS facilitates national admissions and selections into higher education institutions in PNG. This portal facilitates Grade 12 school-leaver application.

Non-school leaver applicants

Non-school leaver applicants must contact directly the institute of their choice and follow non-school leaver application requirements.
