Grade 12 School Leavers: Recovering Your DHERST NOAS Login Details

Grade 12 school leavers in Papua New Guinea typically receive their DHERST NOAS login credentials, including their Username and Password, through their schools. This essential information is provided in an Invitation Letter, which allows students to access the National Online Application System (NOAS) for further education opportunities.

If you have misplaced or forgotten your password, here’s what you can do:

1. Lost Invitation Letter: 

If the letter containing your Username and Password is lost, consult your School Principal to have the letter reissued.

2. Forgotten Password: 

If you have previously reset your password using the NSR link but have forgotten it, utilise the "Forgot my Password" option on the NOAS login page. This feature will guide you through the necessary steps to create a new password and regain access to your account.


How to Apply Online with NOAS as a Non-School Leaver

For non-school leavers applying through the DHERST NOAS in 2025, this new initiative is an excellent solution. The online application is free and convenient. Here are the steps you need to follow to solve any login issues.

1. Using Your Previous NOAS Credentials

Can You use my old NOAS Username and Password to log in as a Non-School Leaver? No, you cannot use your previous Username and Password. 

To reactivate your account, you must contact DHERST and complete an NSL form. This step is crucial to ensure that your updated academic information is accurately reflected in your application. Follow step 2 to get yourself sorted out.

2. Steps to Apply Online with NOAS as a Non-School Leaver

2. 1. Complete an NSL Form: Obtain the Non-School Leaver (NSL) Form from DHERST and fill it out with your SLF number and other required details.

2.2. Verification: Submit the completed form for verification. After DHERST verifies your details, they will issue an Invitation Letter containing your Username and Password.

2.3. Login and Activate Your Account: Use the Username and Password from the Invitation Letter to log in to the NOAS portal and activate your account. This will allow you to make your program choices starting from mid-October, 2025 (Last year was on the 20th October). This timeline ensures that all matriculation/FODE updates of your academic results are imported into your NOAS account to verify your eligibility for higher education institution (HEI) programs.

University of Papua New Guinea (UPNG) 2025 Selection Lists: DHERST TESAS and HELP INFORMATION

The Department of Higher Education, Research, Science and Technology (DHERST) launched the complete list of school leavers and non-school leavers to tertiary institutions nationwide on 18th December 2024.

Additionally, DHERST has officially released a schedule outlining the dates for the 2025 grade period, launch, and publication of the PNG Universities and Colleges Selection lists.   • Find your SLF number: Locate your School Leaver Form (SLF) number, which you used during the application process.
  • Search for your SLF number:
  • Smartphones: Open the downloaded PDF file and tap the "Find" button. Enter your SLF number in the search bar.
  • PC/Mac: Open the downloaded PDF file and use the "Search" function (typically Ctrl+F on Windows or Command+F on Mac). 
  • Enter your SLF number in the search bar.
  • Check your selection status
If your SLF number appears in the list, congratulations! You have been selected for admission to UPNG in 2025. If your SLF number is not present, unfortunately, you have not been selected for this academic year.

DHERST Expectations for Applicants on the 2025 Selection List

The university will release its final selection list for the upcoming academic year on its website. This list will display your TESAS (HECAS & AES) status, registration details, orientation dates, and fees.

All selected students are advised to collect their Admission or Acceptance Letter from the tertiary institution that offered them a place. By now, most institutions should have sent you these letters via email or post.

Post-selection for school leavers is still ongoing through the National Admissions Pool. Eligible students who did not secure a place on selection launch day should regularly check their NOAS account for any offer notifications from institutions. 

If you find an offer in your NOAS account, please accept or decline it by clicking the relevant button.

DHERST TESAS (HECAS & AES) and HELP Notice

Here are the expectations of the Department of Higher Education, Research, Science and Technology (DHERST) on the Papua New Guinea government scholarships, TESAS and HELP:

TESAS Scholarship Offer Letters: The TESAS list often comes out around the third week of January. DHERST will subsequently issue TESAS Scholarship Offer Letters to successful awardees via their NOAS accounts. 

If you find your name listed under a TESAS scholarship category (either AES or HECAS), please access your NOAS account promptly to accept the terms and conditions of your scholarship.

Higher Education Loan Programme (HELP): 
HELP is available to all students, regardless of their TESAS status. To be eligible, you must be a registered student at a tertiary institution, in compliance with their admission or registration policies.

DHERST NOAS Selections 2024 for 2025 Acceptance List (Admission to Universities and Colleges)

Grade 12 students are anticipating the release of the DHERST's NOAS Selection Lists 2024 for 2025 Admission. DHERST has announced the dates for the Grade 12 Grace Period and the launching of selections date in the NOAS Press Statement 2/2024, NOW UPDATED TO THE 9TH to 14TH DECEMBER 2024.

The 2024 Grade 12 Students must adjust their School Leavers Choices on DHERST's national online application system (NOAS). Read on to find out about the crucial dates between now and February 2025.

What's best about DHERST Grace Period 2024?

The Department of Higher Education, Research, Science and Technology (DHERST) released the dates for the Grace Period and 2024/2025 NOAS Selection Lists.

In hindsight, DHERST pegged the Grace Period to the 9th of December 2024. It ends on Thursday the 14th of December 2024. Grade 12 School Leavers have 5 days to adjust their choices.

The date for the Grace Period means that the Education Department (Measurement Services Division) must release the Grade 12 results before the 9th of December 2024. (DOE released the results on the 5th Dec 2024)

DHERST will not be happy if NDoE delays the Grade 12 results beyond the date they set for the NOAS Grade Period.

DHERST NOAS Selection Lists 2024/2025 Release Date

The higher education department scheduled the launch of DHERST selection lists for 2024/2025 to the 18th of December 2024. This is when the higher education minister walks into the DHERST office and presses the button to officially launch the NOAS selection online.

The official release of the selection lists for students selected through the NOAS will be on the 20th of DECEMBER 2024.

Here is the statement for DHERST :

The Department of Higher Education, Research, Science and Technology (DHERST) wishes to inform all Grade 12 school leavers, non-school leavers, parents and the general public that the Grace Period has one day remaining. The Grace period commenced on the 9th December and will end on 14th of December (11:59pm), 2024. The 2024 Selection for 2025 admission will be officiated on the 18th December, 2024, by the Minister for Higher Education Research Science and Technology, Hon. Kinoka Hotune Feo, MP.


Selection Results will be published on December 20th, through the applicants NOAS Account under their 'MyStatus' tab. DHERST also wishes to advise the General Public that all formal announcements will be made through the NOAS landing page, MyStatus notice board, DHERST social platforms or by authorised press statements.

Grade 12 students have 5 days to adjust their school leavers' (SLF) choices to higher institutions. And, wait for the PNG Universities and Non-universities Acceptance Lists 2025 to come out.

DHERST SELECTION LIST PDF 2024/2025



The exam results for 2024 Grade 12 and Grade 10 was published on the MY PNG EXAM RESULTS portal on the 5th of December 2024. Students can check the portal for their results.

Grade 12 students should check their results prior to the 9th of December 2024 so that you have time to fine-tune your SL Choices on the NOAS.

If the release of the exam results and the Grade 12 Grace Period are just a day apart, DHERST will be happy.

So, if you are a Grade 12 student, you must check your online results at the MSD's results portal and adjust your SLF choices at the DHERST NOAS login portal before the end of the Grace Period.

PNG Business College Acceptance Lists 2025

There are four business colleges in Papua New Guinea catering to Grade 12 school leavers, non-school leavers, and matriculation students. This article sheds light on the 2025 Acceptance Lists for both School Leavers and Non-School Leavers at these institutions.

Important: Note that the NOAS selection list for all higher institutions in the country will be available in NOAS MyStatus on 20th of December 2025. That means that you can access the 2025 selection STATUS on your NOAS ACCOUNT on or after the date.

How many Business Colleges are in PNG?

There are four government-run business colleges (or institutions) in PNG, you can check the acceptance lists of each college via this link:
Each institution offers courses in certificates and diplomas in business, management, human resources, computing, etc. 

Check out the complete list of colleges in PNG. There is a lot of information for Grade 12 and non-school leavers who are looking for study opportunities.

2025 Acceptance List for Business Colleges

The 2025 acceptance LISTS PDF for Goroka Business College, Kokopo Business College, Port Moresby Business College and International Training Institute usually come out at the earliest in January or latest in February every year. Given that DHERST NOAS system is pretty effective and efficient, you should be able to see the final PDF list sooner than the dates mentioned based on past releases.

If you are a non-school leaver, you'll have to check with the college. As for the Grade 12 school leavers, you must check the DHERST acceptance list 2025. 

Business Colleges School Leavers and Non-school Leaves Acceptance List

DHERST acceptance list will have the names of the 2022 Grade 12 students who apply through the National Online Application System (NOAS). 

The Grade 12 students who applied to one of the business colleges in PNG must check their names on the PDF list that DHERST releases.

As for the non-school leavers and students from FODE and Open Colleges, you'll have to check with the college. The original Non-school Leaves Acceptance List 2025 will be available at the college.

The college selects the non-school leavers and gives the names to DHERST. The final TESAS Awards list often comes out at the end of January or early February.

DHERST NOAS Acceptance List 2025 SL & NSL

The acceptance list is the final PDF list of school leavers' and non-school leavers' names. On this list, you'll see the TESAS scholarship status of students selected to study at a business college in PNG.

The list shows the students' names and indicates whether the students are sponsored or self-sponsored. 

If you are a sponsored student, you come under TESAS (either as AES or HECAS). 

The students who are not under TESAS are considered self-sponsored students. That means that you'll have to pay the fees before admission. Pay early to secure your spot early.

  • Continuing Students Progression List: This confirms the advancement of currently enrolled students to the next academic year, provided they have met academic requirements and settled any outstanding fees.
  • Re-enrolled Students Acceptance List: This lists students approved to resume studies after a period of absence, subject to re-admission policies and availability.

Changes in the 2026 Admissions Process

For the 2026 academic year, both school leavers and non-school leavers applied and were selected through DHERST's NOAS platform. This centralised system streamlines the process, allowing applicants to check their selection status directly on the NOAS "MyStatus" section without waiting for individual university releases. 

The national selections were officiated on December 17, 2025, with a total of 23,428 students allocated places across Papua New Guinea's tertiary institutions, including UPNG. Of these, approximately 15,688 spots were for school leavers and 7,740 for non-school leavers.

Successful candidates receive offer letters from UPNG, which include details on registration, orientation, and fees. If an applicant's name does not appear in the selections, it indicates an unsuccessful application. Additional resources, such as updates on the Tertiary Education Study Assistance Scheme (TESAS) awards, are available through DHERST.

 Accessing and Downloading the Lists

The acceptance lists are officially released by UPNG and DHERST toward the end of the previous year and early in the new year. For 2026, DHERST announced the national selections on December 17, 2025, with lists expected to be available shortly thereafter. Students can access their status as follows:

  • Via DHERST NOAS: Log in to the NOAS portal (apply.dherst.gov.pg) using your credentials to view your "MyStatus" page. This is the primary method for both SL and NSL applicants.
  • UPNG Website: Visit www.upng.ac.pg and navigate to the "Announcements" or "Admissions" section for downloadable PDFs of the lists, typically released between late December 2025 and mid-January 2026. Look for tabs or links labelled "2026 Acceptance Lists for School Leavers, Non-School Leavers, Continuing, and Re-enrolled Students."
  • Alternative Resources: Websites like PNG Insight (pnginsight.com) often provide quick links to the lists once released. For TESAS-related information, refer to DHERST's announcements.

TESAS Status for NSL, Re-admitted, and Continuing Students

Non-school leavers, re-admitted, and continuing students must verify their TESAS status to determine eligibility for funding under the Academic Excellence Scholarship (AES) or Higher Education Contribution Assistance Scheme (HECAS). TESAS awards are merit-based and administered by DHERST.

Additionally, explore the Higher Education Loan Program (HELP), a government-backed student loan scheme. Detailed guidance on applying for TESAS and HELP, including eligibility and application processes, can be found on the DHERST website or in UPNG's offer letters.

Key Dates for 2026 Fee Payments

Timely payment of fees is essential to secure your place at UPNG. Below are important deadlines and notes:

  • New Students: Expect a Letter of Offer and Invoice by February 2, 2026. Pay compulsory fees in full online by Monday, February 2, 2026, to avoid automatic withdrawal of your offer. All new students must bring a personal laptop, as online and blended learning is a university requirement.
  • All Students: Compulsory fees include tuition, service, administrative, and Student Representative Council (SRC) fees, payable online. Postgraduate and international students (including those from the South Pacific and dependents of UPNG expatriate staff) pay an additional K615.00 for residential and other fees.
  • TESAS Scholarship Holders: Fees may be adjusted based on DHERST subsidies. Pay compulsory fees online to register.
  • Accommodation: Campus housing is not guaranteed. Allocation requires full payment of compulsory fees plus 50% of board and lodging fees by Wednesday, February 4, 2026. First-time residential students must pay a non-refundable K300.00 security bond before occupancy.
  • Continuing Students: Pay full compulsory fees online via the Proforma Invoice by Friday, February 6, 2026. No partial payments are accepted. For invoice queries, email feequeries@upng.ac.pg or call 3267321/3267604/3267249.

Failure to meet these deadlines may result in loss of enrollment or accommodation privileges.

Important Notes on Fees

1. All fees must be paid online; no exceptions for lesser or excess amounts.

2. Accommodation payments should be made upon arrival, covering compulsory fees plus 50% of prescribed accommodation costs.

3. UPNG emphasises digital processes for efficiency—ensure you have access to reliable internet for payments and registrations.

Be advised that the TESAS list will be published before the end of this month (January 2024). Students whose names do not appear on the TESAS Award list should consult their respective institutions directly and confirm their admission status for 2024.
