Education Ministry Pledged to Deliver Quality Education - Minister's Statement | Papua New Guinea Education Department

INTRODUCTION 

As we are closing the 2019 academic year, I would like to thank the hardworking students, teachers, parents, communities, churches and other supporting agencies for all your tireless effort in contributing to a very successful and tremendous academic year for all of us. 

Without your commitment and willingness in doing things, we would not achieve the things that we have achieved throughout this year.

I would like to thank and commend our provincial and district education officers for their time and commitment to ensuring that quality and important education services are delivered to our schools right down to the districts.

I also thank officers at the Office of Libraries and Archives and Teaching Service Commission for their hard work.

My sincere gratitude also goes out to all our stakeholders, partners especially donor partners, Non-Government Organisations (NGOs), and International Development Organisations including:

Australian High Commission, 
the European Union, 
JICA, 
NZAID, 
UNESCO, 
UNICEF and many others for their continuous support in making sure we deliver the best and quality education needed in this country. 

It is important to note that education is an investment and foundation for national development for the future of our children. Our vision for quality education and high standards is setting the benchmark in all areas of education and efforts will be focused on this trend to see better results.

STANDARD BASE EDUCATION (SBE) or / STANDARD BASE CURRICULUM (SBC) 

The Department is looking at the new education reform from Objective-Based Education (OBE) to Standard-Based Curriculum (SBC). The development of SBC is on target and the department is focusing on aligning another component of the education sector accordingly to achieve high-quality education standard results.
 Also, there are ongoing activities including 
Teacher Training, 
School Governance, Management and Leadership, 
Student Behaviour and Attitude,
Research and Monitoring, 
Consultation and Awareness that the department is rolling out to support the implementation of SBC. 

Teaching and teaching practices are the first component that will change to fully implement SBC. Teachers' colleges will incorporate their study programs in line with the newly developed curriculum. 

Teachers graduating from teacher’s colleges at the end of both preservice and in-service will be fully equipped with the knowledge and skills of implementing SBC.
In the full implementation of SBC, the department is also expecting provinces, districts, LLGs and schools to create their own policies so that standard practice is maintained at all levels of education in the country. 

This year, the new Citizenship and Christian Values Education (CCVE) subject has been taught in schools. I believe this will enhance the social, mental and physical character development of our children. 

In addition, there will be Boys Scout and Girl’s Guides to be introduced in schools as compulsory subjects. This subject will be taken after school hours on weekends.

1-6-6 SCHOOL STRUCTURE 

It is the government’s policy that all children must complete elementary education up to grade 12 and no child drop out.
The 13 years of education under 1-6-6 is a step forward in providing the opportunity for all children to have access to 13 years of quality education from grade 1 to grade 12 by 2030. 

The implementation of this structure will result in phasing out of elementary school. The preparatory grade in elementary school will be in preschool. 
Children will have 
1 year Elementary education, 
6 years of Primary education and 
another 6 years Secondary education. 

Grades 1 to 6 at the primary level. Grades 7 and 8 in Junior High School with grades 9 and 10. Senior High School in grades 11 and 12.

This new school structure under the National Education Plan (NEP) is more focused on delivering quality education and addressing issues like school access, retention and equity.

QUALITY TEACHER TRAINING 

Under the Alotau Accord II, Quality Teacher Training has been the priority for the government. The reform in the education system requires a more holistic approach in delivering quality education. 

Hence, teachers will be trained and fully equipped with the knowledge and skills required in delivering quality education through the implementation of the new structure. 

Pre-service and in-service programs will be rolled out for teachers to upgrade their qualifications from Elementary to Primary and from primary to Secondary respectively as they take on board the responsibilities of the new structure. 

The teachers are the key contributors to child’s learning and development and so I want to see more qualified teachers teaching in schools.

TUITION FEE FREE 

Education continues to remain the government’s number one priority since the implementation of the Tuition Fee Free Policy in 2012 by the previous government. The Government’s funding under the TFF Policy since 2012 is close to K4 billion. 

A total of 11, 194 registered schools in PNG are benefitting from the program with an enrolment of over 2 million students in all our Elementary, Primary, Secondary, National High, TVET Vocational, FODE, Inclusive and Permitted Schools. 

This year, the TFF funding allocation is K616 million. A total of K432 million has been released to the Department with an outstanding payment of K193.2 million yet to be released.
The money that has been released to the department has been paid to all schools including: 
Elementary Schools, 
Primary Schools, 
Secondary Schools, 
Provincial High Schools,
 National High Schools, 
FODE, and 
inclusive of Education Resource Centres throughout the country. 

The TFF policy name is now changed to the ‘Government Tuition-Free Subsidy’ (GTFS) policy. The next year, the GTFS will be a shared responsibility between the government and the parents which means that the government will allocate 63.4% and the parent will cater for the other portion of 36.6%.

I thank the Marape-Steven government for continuing to support the TTF policy and we will continue to work alongside to achieve the maximum outcome.

TVET EXPANSION 

The expansion of the Technical Vocational Education Training (TVET) sector will accommodate the increasing number of school leavers after grade 12. 

Currently, we are looking at having one multi-technical college at each of the 89 districts and two polytechnic institutions in the four regions. 

At present, we have three new technical colleges in Southern Highlands, West New Britain and Simbu province and one Polytechnic institution in Morobe province. 

The Department will continue to work alongside with the other provinces to convert some of the existing Vocational Centers to technical colleges soon.

E-LEARNING/ ICT 

For the next 10 years, starting this year, the Ministry has come up with strategies to ensure that national, provincial and district education systems are operational, utilizing appropriate information technology that will allow schools and teachers to focus on improved student learning outcomes. 

We will embrace technology to enhance learning such as E-Library and E-Learning to E-textbooks and management systems. 
The take-up of appropriate IT systems to improve efficiency and productivity such as the My PNG School and My Payslip applications are not an option but necessary.

NEXT 10 YEAR EDUCATION PLAN FOR 2020 - 2029 

The next 10 years plan period coincides well with the current government’s 10-year goal and aspiration to TAKE BACK PNG AND TO GIVE QUALITY EDUCATION TO ALL AND NO ONE IS BEHIND. 

Under this new 10-year plan, the ministry has considered another three (3) priority areas in addition to the existing six (6) priority areas of the last plan to address the issues in those areas. These areas include; 

• Early Childhood Education to prepare children to advance in preparatory schools. 
• Equity to address the barriers that prevent children from attending schools Continue from such as sex and gender, children with disabilities, children left out of school and children in remote areas, and 
• Christian and Citizen Values that will allow children to have a sense of who they are and where they come from in respect to Christian principles, their customs, culture and beliefs.

All in all, quality education is relevant and therefore useful to the lives of Papua New Guineans and is the key to how well our education system will contribute to the future of our nation to be the Richest Black Christian Nation on earth.

CONCLUSION 

To finish off I take this opportunity to announce that the first time we have successfully carried out the national examination without any embezzlement. I thank all those responsible for ensuring this accomplishment. Well done and let us maintain this benchmark for next year and onwards. With that once again, I thank all stakeholder for your contribution to the many success of this year.

TFF cash component payments of K385 million to October 2019


The Department of Education has so far received a total of K385 million from the Department of Finance to pay schools the Tuition Fee Free payments.

The release of K20 million at the end of September and an additional K40 million at the beginning of October brings the total amount released to the Department to K385 million so far.

The K60 million released recently has been paid to schools starting at the beginning of October to the Elementary, Primary, Community, Secondary, Provincial High Schools, National High Schools and Vocational Schools throughout the country.

This is the first payment for Term 3, 2019.

The school headteachers, principals and Boards of Managements are urged to budget and spend the money wisely so it can last until the next payment is received.

“The current policy has been reviewed by the Department and my office is reviewing it before it will be presented to Cabinet for its endorsement,” he said.

Education Secretary Dr Uke Kombra thanked the schools for their patience.

He acknowledged and thanked the Government for continuing to support the TFF Policy, in releasing funds to ensure that schools continue to provide education services.

Australia Scholarships for PNG Secondary School Students

The Minister for Education Hon. Joseph Yopyyopy and the Australian High Commissioner to PNG Bruce Davis formally agreed on Papua New Guinea’s participation in the Pacific Secondary School Scholarships Program commencing in 2020 during the signing at the Australian High Commission building on 17th December 2019.

This scholarship program will enable students from PNG to build lifelong connections with Australia and help develop their skills to contribute fully to PNG’s development, thereby enhancing its sustainable economic growth.

As currently designed, the scholarship will support PNG students to obtain a senior school certificate and possibly an Australian Tertiary Admission Rank if desired. 

The first cohort of students will commence in year 10 in Australia in July 2020.

Schooling will be delivered by NSW and Queensland state governments’ existing international education programs, which are supported by a rigorous Australian regulatory framework for quality assurance, child protection and welfare.

Secondary school scholarships to Australia will complement the secondary school partnerships established under the PNGAus Partnership Secondary Schools initiative, launched by Minister Joseph Yopyyopy and Australian Foreign Minister Marise Payne on 26th August 2019.

The Partnerships between 24 PNG and Australian schools are strengthening teaching and learning at schools around PNG.

Minister Yopyyopy thanked the Australian Government for continuing to support PNG through education and stressed that this is the focus of the current government to take back PNG.

He said PNG will continue to work closely in partnership with the Australian Government in similar schemes in future and like to see many young Papua New Guineans grasp the opportunity to better themselves and help in the development of the country.

The Australian High Commissioner to PNG Bruce Davis said Australia has been supporting education at all levels.

He alluded that the current Prime Minister James Marape has been strongly emphasizing technical & vocational education. This is an area that would be looked at also.

Mr. Davis said they will assist where possible and will be in line with PNG’s own developmental priorities.

    Grade 11 selection for 2020

    • The Grade 10 online result was released last week on the 3rd of December 2019
    • General Education Services of the National Education Department, principals and provincial reps met in Port Moresby last week (3rd – 13th December 2019)
    • The 2019 Grade 11 selection list for secondary and national high schools in the country will be made available on the education department website. 
    • The list is not out at the time of this notice. 
    • The selection is done. Everyone will now wait for the GES of the education department to compile the list into provinces and regions. And publish it.
    • Grade 11 selection was completed on the 13th Dec 2019 & made available on the 24th Dec 2019 - took nearly two weeks to finalise and publish the Grade 11 selection PDF files on the Edu Dept website.

    PAC TO ENQUIRE EDUCATION DEPARTMENT ON TFF in 2020 - NBC PNG NEWS

    The Public Accounts Committee has announced that it has initiated its inquiry into the Tuition Fee-Free (TFF) policy.
    The policy, a key policy of the former O'Neill Government has seen billions of kinas spent annually on TFF.

    However since its inception in 2012 - reports have revealed a massive drop in the quality of education despite millions having access.

    PAC Chairman Sir John Pundari said notices have been sent to the Education Department to provide information to the Inquiry in October of this year and officers will be summoned and Hearings will commence in 2020.

     Sir John said the Committee has already received evidence from concerned individuals uncovering gross abuse of the TFF policy. 

    He said Ghost schools and school boards have allegedly been paid.  

    The PAC Chairman said other reports received by the PAC show an organized scam involving Education Department officials and certain school boards where deliberate overpayments were made.

    The Inquiry comes at a time when the Marape-Steven Government has announced a fifty percent cut in the TFF policy for 2020.

    Meantime, the PAC is currently dealing with Inquiry into the millions of kinas worth of contracts for the procurement of medical drugs and supplies by the national Department of Health has already uncovered gross abuse of systems and bribery among others.

    Members of the PAC will visit health centers and aid-posts throughout the country this month as part of the Inquiry.

    HELP: Higher Education Loan Programme - New Fee Policy

    PM Marape: Government taking the bigger burden off parents with tertiary loan scheme.

    Prime Minister Hon. James Marape says his Government is taking an even bigger burden off the shoulders of parents by introducing the K200 million students’ tertiary loan scheme in 2020.

    He said this when addressing a full-house crowd at the Pacific Adventist University (PAU) graduation at its Koiari Park Campus outside Port Moresby today.

    They applauded when Prime Minister Marape made the announcement.

    “Next year onward, we will have the students’ loan programme,” he said.

    “No more will you pay (tertiary) school fees.
    “As long as you have NID (national identification) and residency as a Papua New Guinean, you will go and get money for your school fees.”

    Prime Minister Marape said parents would pay 50 per cent of school fees from elementary to secondary school, with the Government to foot the balance, until students were ready for tertiary education.
    He said the money would be parked under a programme known as HELP – Higher Education Loan Programme – “where we will have funding easily available to assist our students to pursue higher education”.

    Prime Minister Marape said he had heard many people complaining, since the 2020 Budget was delivered last Thursday, about Government reducing funding for primary and secondary schools.

    “I put it back to them: Which is most-burdensome? Is it high school or primary school education, or university and college education?” he said.

    “I think university or college education is more-burdensome – that is where we are stepping in right now.” 

    Prime Minister Marape said those who dropped out of Grades 8, 10 or 12 could be easily absorbed by vocational schools or SME training that would be made available.
    “Government wants to do all of these things, but Government alone cannot do it,” he told the graduating students.

    “Government and your country need an army of responsible citizens, who are out there making it happen for our country.

    “I am sure I am speaking to an army of good citizens who have learned very well in your students, and spiritual upbringing here at PAU.”

    2024 NSSCO Updates 

    The 2024 grade 11 NSSCO (new) and grade 12 NSSCO (new) examination results normally come out in February each year. 

    Last year, the NCCSO results came out on the 5th of February - a day after the announcement.

    Education executive director Sanet Steenkamp said last year that they “[ ] had two cohorts. The new grade 11 means your new NSSCO and the old grade 12 legacy going out. 

    The marking of both grades 11 and 12 is completed. It was a rigorous process. It has been completed. The grading and loading of results of grade 12 are also been loaded.”

    Key facts about Namibia Examination Results 2024

    • The Directorate of National Examinations and Assessment and the Ministry of Education, Arts and Culture conducts the annual Grade 12 exams.
    • Grade 12 students are certified in two categories: the Senior Secondary Certificate Ordinary (NSSCO) or Senior Secondary Certificate Higher (NSSCH) Levels.
    • Grades 12 students sat for the examinations in October every year.
    • Results are released to students before the new school year starts. 
    • The 12  Grade Results for 2032 Ordinary and Higher Levels can be accessed in two ways: either by text message or on the Internet (online results).

    How Do I Check My Grade 12 Results 2024 for Ordinary and High Levels: Online results 

    You can check your results through the Ministry of Education, Arts and Culture and the Directorate of National Examinations and Assessment (DNEA) websites.

    Before publishing the exam results, the MoEAC usually does a press conference about the result release date and what you can do to access the results.

    The examination results for grade 12 (Ordinary and Higher Levels) can be obtained using the online result web application called MY RESULTS ONLINE.

      If you use the SMS service, your surname, name and results will be displayed on your screen.

      Subsidised Education Policy Vs Tuition Fee Free Education Policy

      Reports have indicated that there is going to be a change in the Free Education policy in PNG. The free education policy (Tuition Fee Free, TFF) was first hinted to have been implemented in 2011 and rolled out nationwide in 2012 by the PNC government. The TFF policy has its fair share of implementation dilemmas. Read about it here


      The new education policy follows a fee subsidy model. The policy, we shall call the Subsidised Education Policy, is a user-pay policy. But not in its entirety. The government may have resolved/planned to pay 50% and parents pay 50% of the school fee component.

      The problems are that it is not clear at the moment whether the government will also subsidise the school development projects (captured in the School Learning and Improvement Plans, SLIPs); and materials and infrastructure components. 

      The TFF funds have struggled to capture those 3 components in the past 8 years. In what is known as the 30:30:40 components (READ MORE HERE):


      1. School Learning Materials - 30% of TFF Grant
      2. MPs PSIP and DSIP - 30% of TFF grant
      3. Cash Grant for schools - 40% of TFF allocation


      It would be interesting so watch this space for more detail. Or check out this link for more information on the TFF policy since 2012. 

      In fact, it is going to be interesting. So parents, plan well for next year - get the school fees ready. Time to take some responsibilities.

      PARENTS TO PAY SCHOOL FEES: Parents and guardians will pay half of their children’s school fees following a 50 percent cut in the Tuition Fee Free funding.

      Department of Treasury Secretary Dairi Vele says the government will instead introduce and fund the Higher Education Loan Program for tertiary students.
      "What we are doing is to ensure government and parents share the burden, kairm pikinini lukautim pikinini," said Vele.
      Mr. Vele says these students will repay the loan after they graduate and find employment. 
      He was speaking during the 2020 Budget Press Lockup at the State Function Room at the Parliament precinct yesterday.

      OPPOSITION SAY SCRAPPING TFF WILL BE DISASTER: The (Papua New Guinea) Opposition is predicting a spike in social problems with the government's announcement to scrap the Tuition Fee Free or free education policy.

      Presenting the 2020 National Budget in Parliament yesterday, Treasurer, Ian Ling-Stuckey, revealed that parents and guardians will start paying their children's fees from elementary level up to grade 12 starting next year.

      The TFF will only be reserved for students who make it to tertiary level education, under what would be known as a Higher Education Loan Program.

      But Opposition Leader Belden Namah, told NBC News, scrapping the TFF would be a disaster for the country.

      "We want to make our country align with the United Nations Charter on universal education, so this is an injustice to our people.'
      "Now that the TFF is gone, people are going to flood to their members and ask for school fees and if you cant give them they will vote you out.
      "Instead of doing away with TFF completely, the government should meed 60-percent and parents meet 40-percent.
      "I can tell you a lot of parents won't pay for school fees and we will have a lot of young people just sitting around doing nothing at all and we will have more law and order problems in this country," Said Beldon Namah.

      Topping the list was Australia contributing K745m while China only contributes K7m

      Youth Participation: A Bridge to Opportunities - Nigel Akuani

      Port Moresby: Real opportunities that benefit young people bring about effective youth participation.

      This reflective statement was made by the Year-Eleven students of Jubilee Catholic Secondary during their talk on the topic ‘Youth Participation in Decision Making’ on TribeFM’s Chatroom program of Wednesday 13th November.

      In their discussion the students dealt with a definition of the topic, its importance, factors affecting participation, importance of role models, recommendations and a call for the government to assist with the empowering of young people.

      Jamieson Lalaga defined youth as a period of transition from the dependence of childhood to the independence of adulthood. He said that adults need to understand this. 
      “This transition allows a young person’s consciousness, active participation, creativity, independence and ability to take responsibility for their actions. Effective youth participation is about creating opportunities for young people to be involved in influencing, shaping, designing and contributing to policy and the development of services and programs,” he said.

      Ian Waho stressed the importance of youth participation in decision making and said it was essential for young people to contribute effectively and positively to society.

      Solange Dawana spoke of the proper role models in society. 
      “Youth involvement in decision making is lacking in Papua New Guinea because many young people today do not have someone positive to look up to,” she said. “In Papua New Guinea we tend to give the upper hand to the elders in our society because of our respect for them. To achieve cooperation, participation and workflow in society, young people have to be acknowledged and given the opportunity to act,” she added.

      Felicianna Konga concluded the discussions recommending that the elders in society to provide pathways necessary for young people to contribute on matters. 
      “They need to be given a chance to speak their minds, if not, they will tend to look for it elsewhere.  They will be going against adult supervision without a second thought as to whether their decisions are good or bad,” she said.

      Chatroom’s next session on Wednesday 20th November will have Students of St Charles L’wanga Secondary and Specialists from UNICEF discuss the importance of the upcoming ‘International Children’s Day’.

      Port Moresby Nature Park has reopened its gates after closure

      Port Moresby Nature Park has reopened its gates following a nine-day closure, much to the relief of the NCD community, school groups and tour companies, following orders of the National Court this morning.

      Port Moresby Nature Park is the only internationally wildlife-welfare accredited facility in the South Pacific Islands, obtained by the Zoo and Aquarium Association of Australasia firmly cementing the as one of the world’s top wildlife facilities, with proven commitment to animal welfare, conservation, education and research.

      HERE IS THE REASON WHY PORT MORESBY NATURE PARK WAS CLOSED


      The Nature Park is happy to be back serving the community, teaching school children, training university students, conducting research, saving wildlife and providing venue hire and fun activities for friends and family to come together.

      The Nature Park's immediate priority is to recommence our school excursion program, “Beasts with Bites”, which had been suspended due to the closure resulting in over 1,444 school students missing out on the program last week.  

      Our focus is to ensure that any school classes that were prevented from coming to the Park last week will have the opportunity to participate in the ‘Beasts with Bite’ schools' program as we will extend the program to ensure no schools or students miss out this great learning opportunity. 

      In light of the festive season, the Nature Park will also run a special promotion for Christmas parties. We wish to thank all the businesses and families that have booked to host their functions at the Park as we do encourage more to do so in support of the Park.
