The PNG government and Education Department realised that there is a need to focus on Flexible, Open and Distance Education. This realisation comes on the back of unprecedented growth in the number of students leaving school are Grades 8, 10 and 12 as a result of the Free Education Policy

What is Flexible, Open and Distance Education

The National Education Department recognises that distance education is an important means to deliver education. 

Flexible, Open and Distance Education (FODE) is mandated to offer a distance learning pathway as an integral part of the National Education System.

FODE is a School at home, where students study the same primary and secondary education curriculum in their own time, in their own homes, and at their own pace.

FODE is ideally:

  • the alternative choice for students who decide to study at home, in an open and flexible environment.
  • for continuing education for students who for various reasons cannot continue their education in the mainstream school system.
  • the second chance education for the upgrading of grades/results of their grades 10 and 12 certificates

Why the emphasis on flexible, open and distance education

The number of students dropping out of primary and secondary schools is alarming (link here). The PNG govt through the Education Ministry and the National Education Department have seen that the best way to address the problem is through FODE.

Here is what the new Education Minister said about the FODE enrolment…

‘A team from the Education Department is working on a plan to have all school leavers absorbed into the [FODE] system….this is so we can reduce the number of student dropouts doing nothing out there.’ Jimmy Uguro, MP

 

Who is eligible for FODE

FODE students can be school leavers, disabled people, employed or unemployed, teenagers or adult, single or married. Anyone who wishes to improve his/her education can study at FODE.

Students studying at FODE are classified as either Full Correspondence (FC) students or Upgrader Students (US).

  • FC – FODE students who are studying ALL the courses from Grades 7 – 12

  • ·US – students who are upgrading marks for certain courses at FODE


FODE Application form 2026

The FODE study centres open in February of every year. If you are trying to get the FODE application form for 2026, check out your nearest study centre. The FODE staff are always helpful; they’ll help you out.

It is perhaps important to note that you visit your FODE centre to get the latest information. The support staff and professional staff will be happy to answer any questions you may have in regard to the:

  • FODE application forms,
  • enrolment info for FC and US,0
  • starting dates,
  • entry test and
  • fees.

For those in Port Moresby and Central Province, visit the FODE centre near the Australian High Commission, Waigani.  

How to enrol at FODE

FODE enrolment points include the 22 Provincial Centres, located in the main towns. The FODE Provincial Centre or FODE Study Centre nearest to you administers the entry test, PET. The entry test measures the English and Mathematical ability level of new students who wish to continue their education FODE. If you are in Lae, check out DODL- Unitech, or in Port Moresby, UPNG Open Campus.

Here is how to enrol at a FODE:

  • Discuss your intention to study with FODE Support Staff at the provincial FODE centres (recommended).
  • All the students enrolling for the first time with FODE must do the Pre-Enrolment Test (PET).
  • Pay a compulsory entry test fee of K50 into the FODE account.
  • Sit for the English and Mathematics entry test.
  • You answer sheets will be corrected at the provincial marking centre.
  • Check the entry test result at your FODE centre.
  • If you pass the test, you may enrol at FODE. If you fail, you will re-sit the entry test at a later time.

Some centres are charging a K75 entry test fee. To avoid any inconveniences, it is recommended that all *new* students contact their FODE centres.


PNG FODE Approved Course Programs

 For Grades 7 and 8, you are required to do all six (6) subjects.

2023 FODE Application and courses


 For Grades 9 and 10, you must complete five (5) subjects and one (1) optional to be certified. Business Studies and Design & Technology Computing are optional.

For Grade 11 and 12: the subjects are in line with the Upper Secondary Approved Matriculation and align with the courses offered in conventional secondary schools throughout the country.

Education is New Ireland top priority - Sir Julius Chan

The Division of Education in New Ireland is ready to move forward after it had frank and open talks with the New Ireland Government and the Provincial Administration on Thursday. 

Governor Sir Julius Chan in an unusual “call out” to reprioritize Education as a pivotal sector invited the Provincial Education board to a round table talk at the New Ireland Legislative Assembly conference room.

One of the key issues raised was on the standard of Education in the province and how to improve it. 

Findings included a lack of Qualified teachers teaching in all schools, a lack of School Inspectors to police standard and quality in schools, a lack of school infrastructure to accommodate the growing number of students, funding and constraints requiring improved management and financial trainings for school principles to maintain quality administration in their schools.

New Ireland Mean Rating Index (MRI)

Dr Malpo also touched on the need to improve the provinces Mean Rating Index (MRI) which is the performance average of students per school. 

“ We must aspire to give our best to each individual student if we are to see an improvement in our MRI’s. And the MRI’s have a correlation with the quality of teachers we have in our schools. 

We need qualified teachers and we must endeavour to get all teachers to Bachelor level,” said Dr Malpo.

Flexible Open Distant Education ( FODE)

The need for the introduction of more Flexible Open Distant Education ( FODE) into the province was also discussed. With the Educationists stating that just because a student does not do well through the normal education system does not mean that they are failures. 

Work on the setting up of the New Ireland University and Namatanai Technical college also continues.

Taking in the issues and suggestions by the Education team Governor Sir J relayed that while the New Ireland Government could not fix all the dilemma’s faced by the Education sector it could intervene in areas that are within the policy framework. 

He said his Government through the subsidy division has been actively allocating funds directly to schools and has separate funding specifically for the upskilling of teachers who wish to pursue higher degrees and encouraged them to utilize the program. 

For infrastructure development he made particular emphasis on the West Coast Kulube was picked to have a new high school built. He encouraged the Education Division to think new when it came to the construction of the school. 

Separate meetings will be conducted to discuss more on the rollout of Education infrastructure in the province.

Governor’s School of Excellence

The Governor’s School of Excellence located at the Our Lady of the Sacred Heart (OLSH) International School is another positive outcome of Government policy. 

With a number of students selected through the policy getting high grades last year. 

Sir J thanked the Education Division representatives for taking time to really take stock of the current status of Education in the province, outlining areas of weakness and offering constructive solutions to improve the sector.

“ We cannot solve all the problems but we must adjust our priorities.  We all have our good and bad sides, we just need to choose and create a balance to move forward,” said Sir J.

New Ireland Education Students Population

According to New Ireland Education, it operates 560 schools. With a school a population of over 59, 765 and 2,160 teachers. The Province has improved its effort to deliver quality education across all sectors of education.

In 2019 grade 10s and 12s placed New Ireland in the Top 5 amongst other secondary schools in the country. NIP overall mean average index was 10 behind Pom, East New Britain and East Sepik. 

In 2020 the Covid pandemic contributed to almost 2 months of out of class time for all students in schools. The lost times were catered for through rearranged timetabling and extra classes in most of the examinable grades ( 8,10,12). According to results for performance in examinations for grade 8, the cut-off mark was 75 out of 150. The highest score was 146/150. For Grade 10 the MRI was 77%. All high schools moved up by 1 point. Lihir Secondary school came 10th in the country.

Examination results for the Primary School Leaving Examination (PSLE), Junior Certificate Examination (JCE) and Botswana General Certificate of Secondary Examination (BGCSE) are available online. 

The release of results is communicated each and every year through various media.

How to check Bostwana PSLE, JCE and BGCSE Exam Results?

Students can be accessed the Bostwana PSLE, JCE and BGCSE Exam Results via SMS or online. 

A) Text message (SMS)

For BGCSE: 

  • Compose a text message (SMS) comprising;  Center number, candidate number, candidate surname (include space between the parameters) and send SMS to 16688. Example: BW500 0001 Moithuti     

For JCE:

How to get PLSE results 2024

1. Individual Candidates: Candidates will be able to access the results through the BEC Website www.bec.co.bw as well as through the SMS line 16688 across all mobile networks.

2. Distribution to Centres: The results will be distributed to the Regional Offices and to the Centres through courier services.

3. Distribution to Regional Offices: Regional Offices will access the results reports through the Malepa system as well as CDs which will be delivered through courier services.

GCSE results day is an eagerly awaited event for students who have completed their exams and are anxious to know their grades. If you are a GCSE student waiting for your Edexcel results in 2024, this article will provide you with important information regarding when the results will be released and how you can collect them.


GCSE Results Day 2024

GCSE results for the 2024 session will be published from 8:00 am (GMT) on Thursday, August 22, 2024. If you’re collecting them in person, check with your school for the exact time. Remember that GCSEs are now graded using a numerical system from 9-1, rather than the previous A-E grading system.

Understanding GCSE Grades

To interpret your GCSE grades accurately, it's essential to understand the grading system. 

Here is a breakdown of the Edexcel GCSE grades and their corresponding equivalents:

  • 9: High A*
  • 8: Low A* or high A grade
  • 7: Low A grade
  • 6: High B grade
  • 5: Low B or high C grade
  • 4: Low C grade
  • 3: D or high E grade
  • 2: Low E or high F grade
  • 1: Low F or G grade
  • U: Ungraded

Note that the previous C grade has been replaced with grades 5 and 4, both of which are considered a pass. Grade 4 is a standard pass, while grade 5 is known as a strong pass.


Receiving Your GCSE Certificates

It's important to understand that the GCSE results you will receive in August are provisional and indicate your provisional grades.

Your final grades will be shown on your GCSE certificates, which are crucial for providing proof to universities and employers.

If you believe that there has been a mistake in your grades, you have the option to make an appeal. You can request a remark of your papers or a clerical check to ensure accuracy.

Your GCSE certificates will be sent to your school by the exam board approximately 3 months after results day. 

Your school will inform you when the certificates are ready for collection. You can either visit the school to pick them up or arrange for the school to post them to you. Remember that schools are required to keep your certificates for 12 months after receiving them, so there's no need to worry if you can't collect them immediately.


Importance of Your GCSE Certificates

It's crucial to keep your GCSE certificates safe, as you may need to present them to universities or employers. 

In case you lose a certificate, you can order a replacement called a "certified statement of results" from your exam board. 

Please note that there may be a cost associated with ordering this replacement.

Call for Applications to UPNG OPEN COLLEGE Undergraduate Degree/Diploma Programs 2023 (for 2022 Secondary School Leavers)

 Applicants must take note of the following important points

1. Only 2022 Grade Leavers will be considered in this application call.

2. The following programs are on offer; Business Management Foundation Year, Science Foundation Year and Bachelor of Arts – Year 1

3. Science Foundation Year (SFY) is only offered at NCD OC Centre. Applicants must study ALL the following five subjects (L&L, Advance Maths, Chemistry, Physics and Biology in Grade 12 in order to be considered for UPNG Science Foundation.

4. If you are intending to enrol in any of the Open College Certificate programs, you must go to your nearest OC center with your grade 12 certificate and enquire about the programs on offer and you will be advised accordingly. Do not use this application form.

5. CTCS program will no longer admit new students in 2023 and onwards, only continuing students will enrol in this program.

6. UPNG-OC is no longer offering any upgrading of courses. You are advised to pursue a degree or complete a certificate program.

7. Navigate through our Open College website to confirm the Entry Requirements and Eligibility criteria for the programs.

8. The normal fee for diploma and degree courses in K600 per course per semester. Science practical (Laboratory) based courses fee is K900 per course.

9. If you register at NCD Campus or Morobe University Centre, a compulsory surcharge fee of K60.00 is applicable in addition to your course fee.

10. The decision of the selectors is final. Any appeals will not be entertained.

Flexible Open and Distance Education (FODE) Application and Enrolment

THE Government has urged parents to enrol their children who have dropped out of school into the Flexible Open and Distance Education (FODE) this year as it is free.

2024 FODE application and enrolment

Education Minister Jimmy Uguro yesterday said no fees would be levied on FODE students and encouraged those who could not make it to the upper grades to enrol at their nearest Fode centre.

“Fode is fee-free this year,” Uguro said.

“Parents are not paying.

“The Government has paid the fees.

“This is to address the high turn-over of school dropouts each year.

“The Education Department has been tasked to attach FODE centres to high school and nominated primary schools in districts and provinces.

“A team from the Education Department is working on a plan to have all school leavers absorbed into the [FODE] system.

“This is so we can reduce the number of student dropouts doing nothing out there.

“As soon as school commences on Feb 1, FODE classes should also commence.”

Prime Minister James Marape said recently that the Government would offer an alternative education pathway to help those who dropped out of school. Uguro said the Covid-19 affected student’s learning last year which resulted in 17,000 students missing out on moving to the next level.

“FODE is free because we are accommodating the school leavers, we are opening up opportunities for those who have been left out, we are taking them on board,” he said.

“The FODE students will study the same contents and they will sit for the same exams.

“So no one should be left behind.

“All students should be educated equally. Last year, there was a big drop so the Government is addressing this issue through Fode.”

Uguro said teachers would be paid an allowance for teaching Fode.

He advised students interested in taking up Fode to check with the Fode centres in the provinces and districts because the Government was committed to starting the fee-free initiative this year.

7th Grade School Supply List 2024

The top 10 school supplies will give you an idea about the items to buy now or during the school term.  

We found out that there are 3 different types of supplies that schools often ask for - the required supplies, additional supplies, and supplies for boys and girls. 

Importantly, as your child enters middle school they'll require supplies for each of the courses (or subjects) such as Reading, Math, Science, and Social Studies. Some schools ask for the general supplies that everyone across the grade needs. 

Many schools may often ask for the required school supplies on the first day of school. If you need clarity, speak to your child's class teacher as he/she is the best person to help. 

In addition, check out the school newsletter or website for any latest inclusions of supplies.

General school supplies for 7th Grade 

Some school supplies may need to be replenished during the school year. In fact, each school may require additional supplies depending on what they are planning after Summer. 

Schools that offer self-contained classes or other additional curricula and extra-curricular activities often make this clear in their newsletter to parents and citizens.

Grade Back to School Middle Supply Checklists

We compared over 100 school supplies from more than 10 middle schools in 9 states to identify the top 10 products. 

Each school supply list has a general list of items, as well as the items for each subject. We sorted the items and rearranged them to match the items from one school to another which made it easier to selectively identify the same items across the different schools. 

It took a week to finally complete the list. We call this the Top 10 Popular School Supplies!

How to use the School Supply Lists 2024?

These lists are *checklists* only. Your child's school will have an updated supply list for you. 

In fact, many of these items are common year after year. But these lists will give you a heads-up in case you see the supplies at a discount online or at a shop, or anywhere in the house. 

By doing this, you do not have to buy all the supplies at once. This can save you a lot of money and time.

2026 PNG Universities and Colleges Acceptance List: DHERST, Govt, and HEIs Challenges

In this article, PNG Insight discusses the key points relating to the 2026 PNG Universities and Colleges Acceptance List. It puts clarity on the achievements and challenges of the higher education department, the Govt and Stakeholders.

The aim is to address many of the 'why' questions (see the comment thread in this article) relating to the scheduled release of the DHERST selection & acceptance list.

The opinions are based on our personal experience since the inception of DHERST's online selection systems. We hope that it gives you an understanding of the whole process.

 2025 PNG Universities and Colleges Acceptance List

Grade 12 Selections to Tertiary Institutions

The selection of Grade 12 students takes place before the Acceptance List 2026 comes out. 

DHERST used the National Online Application System (NOAS) to capture students' school leavers' choices. And uses the National Online Selection System (NOSS) to, electronically, select students according to their choice on the online school leavers' form, the NOAS.

Before 2018, the Grade 12 students had only 1st, 2nd and 3rd choices they pre-fill on a manual school leavers form. The manual SLF is sent to Port Moresby where tertiary institutions in the country scour over the paper forms and select students - this is long gone. 

The online selection and 2026 acceptance list compilation will be the 6th year DHERST runs the online selection. 

The online selection system and acceptance is the best technological intervention implemented by the higher education department, DHERST. 

However, there seemed to be a certain weakness in the selection process as seen in the release of the 2020 and 2021 acceptance lists. We do not know exactly what caused the delay but we can only infer that it may be due to the Public Holiday. 

2021 Acceptance List Release - Case Example

The 2021 acceptance list will be published before the TESAS Award list. 

The Post Courier reports on a statement by the higher education department secretary mentioned that the 2021 acceptance list will be published in two parts
  • Acceptance List of School Leavers: formal list of all the students who will be enrolled for the first time at tertiary institutions in the country. 
  • TESAS Award List 2021: The final list of the students in the 2021 acceptance list including their 'indicated' TESAS Award status.
DHERST indicated to have released the acceptance list on the second Friday of January 2021. This has not happened. 

We believe DHERST was working to get the 2021 acceptance list out to the public. Meanwhile, students, parents and citizens have to wait for the higher education department to make another announcement. 

The Post Courier reported that the TESAS Award list will be released in late January or February 2021. 

The reason is that 'DHERST will wait for all the Higher Education Institutions (HEIs) in the country to confirm their selection listing before the final TESAS Award List comes out.

Waiting for the HEIs in the country to send the confirmed list to DHERST can take ages. But, the Post Courier hinted that the final list could come out by late January or early February before the academic year starts.

Why Acceptance List Not Released on Time?

Many students, parents and stakeholders were asking the same question, why was the list acceptance list not released on time. 

As mentioned, the process of selection, quality checks, confirming availability of spaces with HEIs, etc is challenging. DHERST must get it right so that they do not mess up the final acceptance list.

The final acceptance list for students to enrol at the universities (including the PNG Govt's scholarship details) should/will come out a few weeks before the academic year starts. 

If you are someone with a special circumstance (non-school leaver, school leaver, self-sponsored, etc ) and need more time to prepare; make sure you mitigate the risks in good time before the academic year starts.

DHERST Acceptance List 2026: Key Points

In a press release two years ago, the Department of Higher Education (DHERST) said the students whose names appeared on the Grade 12 selection list must take note of the three points
  • (1) Your personal details contained within your application has been forwarded to the Higher Education Institution which has selected you.
  • (2) You should expect to receive an admissions offer letter directly from your Higher Education Institution (HEI). The HEI will communicate directly with you to inform you on specific details. 
  • (3) If your Study Program receives scholarship awards from the National Government, you may be eligible for financial support through the Tertiary Education Student Assistance Scheme (TESAS). Your TESAS status is also indicated in this National Selection List. Please log in to the NOAS (apply.dherst.gov.pg) and check MyStatus section any time before the 22nd December 2018 for further details on how to access your scholarship.

 Grade 12 school leavers should not be concerned about the upcoming PDF selection list, as you should already know your selection status for 2025 from your NOAS MyStatus. Although the school year is approaching quickly, there's no need to worry. Citizens and stakeholders must remain patient.

Since 2018, DHERST has excelled in:

- Online School Leavers Application (NOAS)

- Online Selection System (NOSS)

- Compiling and quality-checking selection listings

- Liaising with Higher Education Institutions (HEIs) in the country

- Publishing acceptance listings for all HEIs

Concerns should only arise if DHERST goes past mid-February. Until then, the department needs support from the PNG government, institutions, parents, citizens, and stakeholders to continue their excellent work.
