Understanding the Australian Awards Scholarship 2024 Application, Intake List and Final Selection

Australian Awards Scholarship 2024 Intake List

How to track Australian passport application

You can now track the delivery of your Australian passport through the Registered Post Tracking Number. This number is in the email and SMS messagesa that the Australian Department of Foreign Affairs and Trade sends to you to let you know your passport is on its way. 

You can use the number to check the passport’s delivery status on Australia Post’s website and app.

Here are 3 ways to track your Australian passport application


1) Track without logging in

You can track your parcel without an account or logging in. All you need is the Registered Post Tracking Number.

2) MyPost account

If you already have an Australian Port account, you can keep track of your Australian passport application including all your parcels in one place.

You can also create a new account if that is necessary for the long run.

3) Download the AusPost app

Download the AusPost app and use it to check on your parcels no matter where you are.

Track passport application

It normally takes 3 weeks to receive a passport. The Australian Passport Office will email you when they despatch your passport. Allow 5-6 business days for delivery.

If you’ve received a tracking number, use it to track your passport delivery.

The Program: Australia Awards Papua New Guinea

The Australia Awards Papua New Guinea (AAPNG) Facility is designed to promote knowledge, leadership and enduring ties between Australia and Papua New Guinea (PNG). It aims to build knowledge and skills to address PNG’s economic and development challenges through international scholarships to Australia and scholarships in PNG.

It offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from rural and remote locations. The program supports alumni to use their skills, knowledge and networks to drive change and innovation.

AAPNG includes three study options:

  • Australia Award Scholarships for Papua New Guineans to undertake long-term study in Australia, primarily at the postgraduate level
  • Australia Awards In-PNG Scholarships for Papua New Guineans to undertake long-term study in PNG to meet critical workforce gaps
  • Short courses for Papua New Guineans to undertake targeted short-term professional development study in Australia or PNG, often receiving an Australian qualification.

As a further extension of its educational activities, the AAPNG Facility supports the PNGAus Partnership Secondary Schools Initiative which connects Australia and Papua New Guinea’s students, teachers and principals to build capability and deepen people-to-people links to underpin the enduring partnership between Australia and PNG.

The AAPNG Facility also manages the PNGAus Partnership Higher Education Support initiative, which involves projects that develop partnerships between Papua New Guinean and Australian higher education institutions to strengthen PNG institutions’ capacity in teaching, learning and research in alignment with the Government of PNG’s higher education reform agenda.

To deliver Australia Awards outcomes, AAPNG has six stream activities: Australia Awards; PNG and Pacific Awards; Short Courses and Capacity Development; Alumni Engagement; Secondary Education; and Higher Education. AAPNG is managed by Tetra Tech International Development, on behalf of the Australian Government.

The Position: Midwifery Scholarship Review Specialist 

Reporting to the Facility Director, the Midwifery Scholarship Review Specialist will work closely with the PNG and Pacific Awards Manager and undertake a short review of the midwifery scholarships funded by the Australian Government and private sector sponsors through Australia Awards PNG.

The review aims to better understand the barriers to nurses applying for the scholarship and to provide recommendations to Australia Awards PNG and the Australian High Commission to address these barriers. The review will look across the whole scholarship cycle (promotion, application, selection, institution admission, on-award support and reintegration). The role involves working largely independently.

The Person

The Specialist will be a suitably qualified Papua New Guinean who will possess the following:

  • Postgraduate degree(s) in health sciences, international development, or related field
  • Demonstrated knowledge and experience in maternal and child health in PNG’s context.
  • Demonstrated and successful experience in working collaboratively across cultures with a diverse range of stakeholders, including Melanesia.
  • Excellent understanding of Papua New Guinea’s tertiary education sector.
  • Previous experience with Australian Government-funded projects and knowledge of relevant policies, standards, and protocols.
  • Strong administrative skills including time management, and experience in using Microsoft Office software such as Word, Excel and PowerPoint.
  • Excellent analytical and English language report writing and communication skills.
  • Proven experience contributing to PNG health sector program reviews and designs including demonstrated significant contributions to the development of reports and presentations.
  • This program is managed by Tetra Tech International Development, on behalf of the Australian Government.

Chinese Daru Island two major projects close to Australia

Papua New Guinea governments, both past and present, have said openly that they ‘want a free trade deal’ with China. The PNG government’s Look North’ investment policy seemed to have complimented China’s Belt and Road Initiative.

In recent years, PNG and China’s bilateral relationship was ‘friendly’, bolstered by the Chinese investments in infrastructure, mining and fisheries. The Chinese govt officials, businessmen, investors and its companies have been visiting PNG to talk business and make donations in kind during the COVID-19 shutdown.

Project 1: fishery base on Daru Island

The PNG government and a Chinese state-controlled company (Fujian Zhonghong Fishery) have agreed to deliver a $200 million fishery project on Daru Island. The island and its nearby waters are known for an abundance of fish and seafood. And controversially, too close to Australia. Understandably, questions have been asked about the location of the Chinese Fishery base near Australia.

An Australian, Jeffrey Wall, who was a former PNG government’s advisor said:

“In a remote and woefully underdeveloped community like Daru, a $200 million project will have a massive impact,”

“But the question that needs to be asked is simple: why Daru?”

Perhaps, it is clear that this deal can not be stopped. As a sovereign country, PNG would hardly be happy about Australia telling it to relocate the Chinese fishery company elsewhere.


Project 2: Chinese mining sand in Western Province

The Chinese have also shown interest in sand dredging – in fact, it’s sand mining – in the Western Province. The company, based in Hong Kong, has a Chinese owner. The company representatives jetted into Port Moresby, during the COVID-19 lockdown in a private plane, and held talks with PNG govt officials.

Interestingly, the investors visited when the other international flights were not allowed into the country. The visit was granted ‘special permission’ and allowed to enter amidst the strict COVID-19 shutdown measures.

The EMTV News reported that the Chinese owned company was granted a contract to dredge sand sediments along the Fly River at a cost of K80 million per month. That is close to spending K1 billion (K960 million) per year.

‘The sand-dredging company intends to invest 80 million Kina monthly in this project with no cost to the government [or Ok Tedi Mining]’. (re#1 EMTV News 29/10/2020)

The PNG government sees the project as the clean-up operation of the Fly River system where the Ok Tedi Mining and PNG govt would not spend any money during the cleaning of the river beds. This sounds too good to be true, right?

Here is what a senior PNG government minister said about the Chinese sand dredging venture close to Australia-PNG Border.

‘Well, they (China) have got to get rid of the wastes […] and they can take them (the wastes) away. We don’t want to know where they take them away to.’ (re#2 Wera Mori MP, EMTV News 29/10/2020)

The Chinese company knows the value of the sand wastes. It is now a case of ‘One man’s trash is another man’s treasure’ as far as PNG and China is concerned, it seems.

But, what about Australia in the big picture?


Chinese track record in the Pacific and politics

Politicians and diplomats in Australia, New Zealand and the Pacific neighbours have a preconceived notion that China’s track record in the region is not good. The Australian Federal MP of the Torres Strait Island questions China’s intention:

“You only have to look at what China has done in other places in the Pacific to ask the question of whose best interest it is in,” he said.

“Is it in the best interest of the broader PNG community? I suspect not.” (re#3 MP Warren Entsch, Federal MP)

DARU ISLAND CHINEASE INVESTMENT

Daru Island: neglected, remote and underdeveloped

Neglected, remote and Underdeveloped.

These were the words of the commentators who saw the Chinese investments as a means to improve the life of the communities on the island. The Australian Media did not put it, plainly, that way. But it seems that Australia is happy if the underdeveloped Daru Island can remain without China stepping on its front doors.

The news reports from ABC News and Guardian have purported to the Chinese investments in Daru Island (and Western Province) as a threat to national security.

The inference was that there was nothing good on the Island of Daru, and no fish in a narrow strait like the Torres Strait. Why is China investing $200 million in Fishery and K80 million monthly there?

PNG govt strategic investment dream

The two projects (Chinese Fishery Base on Daru Island & Sand Dredging along the Fly River) are in favour of PNG’s strategic investment policy as far as trade and investment are concerned. China is happy to commit to investments in these two portfolios near the Australian border. It is a matter of time.

Australia is unlikely to stop the two deals. As a sovereign country, PNG would not be happy about Australia telling it what deals it can do, or not do with China.

Police Identified Route Used by Drug Cartels in Papua New Guinea

Police Minister Jelta Wong said yesterday: “We are working with our international counterparts to curb these transit routes.”

Police have identified possible routes used by international drug cartels in Papua New Guinea to smuggle drugs into Australia.

His comments come after a PNG woman, Dulcie Wagambio Witchard, 34, was arrested and charged in Australia with dealing in the proceeds of crime amounting to A$10,000 (about K24,000) in Brisbane, Australia.

According to Australian Federal Police, the conspiracy to import more than 300 kilograms of cocaine showed that it would be brought into Australia from Peru via Singapore and PNG.

Two Australian men were also arrested in Sydney last Friday and were expected to be extradited from Sydney to Brisbane to face drug trafficking charges.

Dulcie Wagambio Witchard faced court last week and was released on bail and her passport confiscated.

She is the second Papua New Guinea woman to be held in Australia over drug-related charges after Mary Yawari who was sentenced to nine and half years in jail for smuggling four kilograms of methylamphetamine, or ice, into Australia.

Witchard was charged after police executed search warrants at Airlie Beach in north Queensland and Woodridge, south of Brisbane.

AFP Queensland commander Sharon Cowden said the alleged conspiracy was foiled after a year-long investigation with international law enforcement.

Commander Cowden said the drugs had an estimated street value of $105 million (K254m), according to the Australian Broadcasting Corporation.

The men were arrested during raids in the Sydney suburbs of Maroubra and Rozelle.

Commander Cowden said the drugs were to be imported by small craft to Australia via the Torres Strait, the ABC reported.

She said the men could both face life sentences if found guilty.

The AFP said its investigation began in June last year after they identified an Australian and PNG-based syndicate suspected of planning to import drugs from Peru.

Commander Cowden said the syndicate tried to smuggle cocaine into Australia late last year but were unsuccessful.

She said while the syndicate moved to set up a second importation, more than 1.2 tons of cocaine was seized by law enforcement officers in Peru, ABC reported.

Commander Cowden said Peruvian authorities also arrested a businessman thought to have conspired with the Australians.

She said police also intended to pursue legal proceedings against a PNG man, who was allegedly part of the conspiracy to import the cocaine into Australia.

Investigations were continuing and authorities were expecting to make more arrests.

Australia Scholarships for PNG Secondary School Students

The Minister for Education Hon. Joseph Yopyyopy and the Australian High Commissioner to PNG Bruce Davis formally agreed on Papua New Guinea’s participation in the Pacific Secondary School Scholarships Program commencing in 2020 during the signing at the Australian High Commission building on 17th December 2019.

This scholarship program will enable students from PNG to build lifelong connections with Australia and help develop their skills to contribute fully to PNG’s development, thereby enhancing its sustainable economic growth.

As currently designed, the scholarship will support PNG students to obtain a senior school certificate and possibly an Australian Tertiary Admission Rank if desired. 

The first cohort of students will commence in year 10 in Australia in July 2020.

Schooling will be delivered by NSW and Queensland state governments’ existing international education programs, which are supported by a rigorous Australian regulatory framework for quality assurance, child protection and welfare.

Secondary school scholarships to Australia will complement the secondary school partnerships established under the PNGAus Partnership Secondary Schools initiative, launched by Minister Joseph Yopyyopy and Australian Foreign Minister Marise Payne on 26th August 2019.

The Partnerships between 24 PNG and Australian schools are strengthening teaching and learning at schools around PNG.

Minister Yopyyopy thanked the Australian Government for continuing to support PNG through education and stressed that this is the focus of the current government to take back PNG.

He said PNG will continue to work closely in partnership with the Australian Government in similar schemes in future and like to see many young Papua New Guineans grasp the opportunity to better themselves and help in the development of the country.

The Australian High Commissioner to PNG Bruce Davis said Australia has been supporting education at all levels.

He alluded that the current Prime Minister James Marape has been strongly emphasizing technical & vocational education. This is an area that would be looked at also.

China Not a Development Partner But Loan Shark in PNG

WHICH DONORS CONTRIBUTE THE MOST TO PNG? While discussing 2020 Budget papers many members of NEC were surprised to find out just how much PNG receives from our donor partners. (Facebook/Kramer Report)

In 2020 PNG will receive close to K1 Billion in free development funds to assist us in our development goals.

Topping the list was Australia contributing K745m while China only contributes K7m
  • Australia K745.0 m (81%)  
  • European Union K80.0 m (8.7%) 
  • United Nations K41.7 m  
  • New Zealand K22.9 m
  • China K7.0m
  • USA K5.0 m 

In contrast when you look at it from how much we borrow, China tops the list on K450m.

  • ADB K437.6 m 
  • World Bank K185.50 m 
  • Japan K181.3 m 
  • India K7.7 m 
  • Australia K0.0 m

Australia Awards in PNG Download Application Forms 2024

Australia Awards is seeking suitable applicants to apply for the Graduate Certificate in Science, Technology, Engineering and Mathematics (STEM) Education short course.

The course is targeting employees from the Department of Education and other education agencies who are in roles where they have responsibility for teaching, designing and implementing STEM Education policies and programs including at the national, sectoral and provincial levels.

To apply for this short course, applicants must:
  • Demonstrate direct involvement in STEM Education in your area of work
  • Have a minimum of five years of professional teaching or curriculum development experience (which could be in Chemistry, Physics, Mathematics, Advanced Mathematics, ICT, Agriculture, Biology, Fine Arts, Design Technology, Science, Applied Science or Engineering)
  • Have a bachelor’s degree or equivalent and teacher registration
  • Have a minimum academic English proficiency level equivalent to IELTS 6.5/TOEFL 575 (shortlisted applicants may be required to undertake a test facilitated by Australia Awards).
  • Have the commitment to prepare and implement an innovative work-based project as part of the course requirement

The applicant must engage actively and foster networks with multiple stakeholders, including in Australia, and disseminate learning from the course with students, colleagues and peers in your respective organisations.

Applications close in November every year.

Education Partnership for PNG Secondary Schools - Aust and PNG

The education parnership for secondary schools was launched by the Australian Foreign Minister and Minister for Women, Marise Payne during her recent visit to Papua New Guinea.

The PNGAus Partnership Secondary Schools initiative is a unique opportunity for Australian secondary schools to partner high performing Papua New Guinean secondary schools.

This program aims to strengthen relationships between Papua New Guinean and Australian secondary schools to deepen people-to-people links and build secondary education capabilities in STEM, English and student agency.

12 Secondary Schools Partnership 


The pilot initiative will see 12 high performing secondary schools in Papua New Guinea and 12 secondary schools in Australia engaged in reciprocal immersion experiences in PNG and Australia during 2019 and 2020.

The program will involve three phases; pre-departure, in-country and post-trip, which will include:​


  • ​​formal professional learning for teachers collaborative projects amongst schools student leadership initiatives; and
  • a reciprocal in-school component with delegation from partner schools.

This initiative  has been developed under the PNG-Australia bilateral partnership as a new school education initiative enhancing engagement between PNG and Australian schools.

The PNGAus Partnership Secondary Schools initiative is fully funded by the Australian High Commission in PNG to support schools to stimulate their curiosity, understanding and interest in engaging more deeply with Australia.

Benefits for Schools

The initiative aims to develop intercultural skills, student leadership capacity and personal connections amongst counterparts.

The three key objectives of PNGAus Partnership Secondary Schools initiative are:

  • improve secondary school education capabilities in targeted areas
  • build student empowerment through the development of leadership skills and an expanded world view; and 
  • strengthen the public diplomacy between the two countries.
