Education Investments - Key Points:

  • The government is significantly boosting investments in health and education with a substantial budget of K6.67 billion in 2024.
  • K4,081.6 million has been allocated for education, representing 14.9% of the total government budget.
  • The Government Tuition Fee Subsidy Scheme (GTFS) has witnessed a substantial increase from K764 million to K851 million.
  • An extra 3400 teachers will receive support with a 5% increase in funding, contributing significantly to the improvement of education services.

Department of Treasury PNG Treasurer's Vision

During his parliamentary address, Treasurer Ling-Stuckey emphasised the government's dedication to fiscal responsibility.

He outlined a plan for budget repair with the goal of returning to a surplus by 2027, further aiming to clear all debt by 2034.

Importantly, the government is supporting (and needs to strengthen) the key institutions within the Department of Education and the Department of Higher Education to ensure the effective utilisation of this substantial investment.

Economic Growth and Prosperity

The Treasurer expressed confidence in the nation's economic trajectory, projecting growth from K111 billion in 2023 to an impressive K122 billion in 2024.

Ling-Stuckey highlighted the remarkable non-resource growth, maintaining levels of:

  • 5.2 percent in 2022,
  • 4.5 percent in 2023, and
  • 4.7 percent in 2024.
This sustained growth, he noted, is historic, occurring for the second time in PNG's post-independence era.

Challenges and Acknowledgments

Ling-Stuckey acknowledged challenges, recognising that not everyone feels the benefits of the economic surge. He acknowledged struggling businesses, job scarcity, and the persistent cost-of-living pressures many families face.

Despite these challenges, the Treasurer assured the public that the government remains focused on delivering essential services and addressing the needs of the community.

Conclusion:  PNG 2024 Budget

As the live-streamed parliamentary session came to a close, the Treasurer's speech painted a comprehensive picture of the 2024 Budget, reflecting a commitment to fiscal responsibility, economic growth, and social well-being in Papua New Guinea.

Education Money:

The allocation of K6.67 billion to both health and education in the 2024 budget is commendable, signalling a commitment to the well-being and education of the people.

Importantly, it is crucial for the government to strengthen institutions like the Department of Education and the Department of Higher Education. Robust checks and balances, along with regular inspections, monitoring, and transparent reporting, are essential to ensure accountability and effective use of the allocated funds.

While the significant increase is promising, a thorough system of oversight will help guarantee that the money is utilised efficiently for the benefit of the community.

Robert Kiyosaki is a Japanese-American entrepreneur and businessman. He is the founder of Rich Global LLC and the Rich Dad Company, a private financial education company that provides personal finance and business education to people through books and videos. My PNG Exam Results 2024: When to Expect Results

The National Department of Education in Papua New Guinea (PNG) is currently doing data checks and cleansing the exam data for the 2024 Grade 10 and Grade 12 exams. Grade 11 & DHERST Selections Impacts on Results Release Dates

The release dates for Grade 10 and Grade 12 exam results have important implications for the selection process. MSD must meet the deadline set by its sister division, General Education Services, and Higher Education Department, DHERST.

Grade 11 selectors need the Grade 10 results early in December 2024 to begin the selection process for the 2025 academic year. Similarly, DHERST needs the Grade 12 results for selection, but more importantly, students need their results before the Grade 12 selection to adjust their preferences during the NOAS Grace Period.

Therefore, the exam results must be released before the selections begin. Any delay in the release of the exam results will have ripple effects and cause delays in the release of the Grade 11 selection lists and DHERST Grade 12 Selection like it did for Grade 11 last year.

PNG Correctional Service (CIS) Recruitment 2024 Update

The selection process has been successfully concluded in the latest development regarding the Correctional Services (CS) recruitment drive for the year 2024. The next phase involves screening chosen candidates, which will commence once the CS identifies a suitable human resource firm to assist with the vetting.

You can also see the 2024 notice of application for PNG Fire Service here.

2024 CIS Recruitment Selection List PDF

In September 2023, the CS Commissioner, Stephen Pokanis, provided an update in response to public inquiries regarding the progress of the 2023/2024 recruitment initiative.

Commissioner Pokanis stated,

"Selections for CS recruits are complete. I am reaching out to suitable private human resource firms that the CS can engage to finalize the selection of qualified candidates."

Click here to check out the latest on the 2024 CIS recruitment name list and training.

100 Candidates out of 5000 Applicants Considered

The Commissioner anticipates completing this exercise within the current month, with training scheduled to commence in November 2023 and into 2024. Out of 5,000 applications, 400 candidates have been selected. However, the CS will only be recruiting 100 candidates. This strategic decision is aimed at cost-cutting and effective fund management for recruitment training.

For this recruitment cycle, a budget of K2 million kina has been allocated. This funding covers various aspects such as training expenses, uniforms, training materials, allowances, movement after training to institutions, and the 12-month probationary period (On-Workplace Assessments).

Extensive 5-month Training Program

Prospective CS recruits will undergo an extensive 5-month training program, followed by a 12-month probationary period before certification as warders. Throughout this period, recruits will be subject to assessments determining the extension of probation or termination.

The meticulous approach ensures the selection and preparation of competent individuals for the responsibilities associated with the Correctional Services.

Delay in CIS Recruitment Selection List and Training for 2024

As of the latest update (Check Here), the Correctional Service (CIS) recruitment selection list for training in 2024 has not been released. A recent statement from the CIS authorities reveals that the training process has been temporarily put on hold. The primary reason cited for this delay is a lack of funding.

Google AdSense Announces Two Key Changes for 2024

Google AdSense, a platform designed to help publishers monetize their websites, is set to undergo significant changes in 2024. These changes, announced by Dan Taylor, Vice President of Global Ads, aim to enhance consistency and transparency for publishers without negatively impacting their earnings.

Per-Impression Payments

The first major change involves shifting from the current "per click" payment model to "per impression." Dan Taylor emphasized that this transition aligns AdSense with the industry standard for display ads, including banners and boxes.

Per-impression payments offer a more uniform method for compensating publishers, making it easier for them to compare earnings across various technology providers, including Google's products and third-party platforms.

Importantly, this alteration will not affect the type or quantity of ads publishers can display on their websites. In essence, it's about how publishers are compensated for displaying ads, not what ads they can display.

Google AdSense's 2024 updates: Per-Impression payments & revenue share changes for more consistency and transparency, without impacting earnings.

Restructuring AdSense Revenue Share

The second key change involves restructuring the AdSense revenue share model. Until now, fees were processed as a single transaction, but Google is introducing a separation of rates for the buy-side and sell-side.

Under the new structure, publishers who display ads with AdSense for content will receive 80% of the revenue after the advertiser platform deducts its fee. This includes Google's buy-side and third-party platforms.

Despite this change, Dan Taylor assured publishers that they will continue to keep approximately 68% of the revenue, which aligns with previous rates.

For example, when Google Ads purchases display ads on AdSense, Google Ads will, on average, retain 15% of the advertiser spend. It's worth noting that variations can occur because Google Ads' fees are not fixed; they depend on user actions, such as clicks or conversions.

AdSense Changes for 2024

These two pivotal changes are scheduled to be implemented in the early part of 2024. The good news for publishers is that they don't need to take any specific action in response to these updates.

Also, Google has conducted tests and expects that the changes will not significantly impact publishers' earnings.

Enhance Consistency and Transparency for Publishers

In conclusion, the AdSense changes for 2024, as outlined by Dan Taylor, are designed to provide publishers with a more consistent and transparent monetization experience, all while maintaining their earnings.

The shift to per-impression payments and the restructuring of the revenue share structure are set to enhance the AdSense platform's user experience without affecting the type or quantity of ads publishers can showcase.
