How to Apply to University of Papua New Guinea as a Non-school Leaver for 2024

The University of Papua New Guinea (UPNG) is one of the leading universities in the Pacific, offering world-class education to students from all over the world.

How to Apply to UPNG as a Non-School Leaver

If you are a non-school leaver looking to apply for a program at UPNG, this article will guide you through the application process, including the steps to follow and the requirements you need to meet.


Step 1: Check the Admission Requirements

Step 2: Pay the Application Fee

All non-school leaver applicants are required to pay a non-refundable application fee using BSP Pay. 

The application fee is K20.00 for undergraduate programs and K50.00 for postgraduate programs, except for the School of Business and Public Policy, which has a different application processing fee.

Make sure to indicate your name and correct date of deposit on the deposit slip when paying. Keep the receipt with you for verification purposes.


Step 3: Apply Online

To apply for a program at UPNG, you must use the Online Applicant Portal. Note that before applying, ask for the Applicant Portal User Manual and BSP Pay Activation Guide for guidance, and read them carefully before applying. Here are last year's documents to give you some ideas:

Step 4: Contact the Relevant School

If you have any queries regarding your application or online submission, contact the relevant school based on the program you are applying to. The email addresses for each school are:

Step 5: Notification - 2024 UPNG Non-school Leavers List

After submitting your application, successful candidates will be notified by mid-December 2023 or early January 2024 via email and post, together with the successful school leavers of 2023.

If your name is not on the final list, it means that your application for admission in 2023 has been unsuccessful.

Also, DHERST will release the 2024 UPNG Non-school Leavers List prior to UPND publishing it on thier website. So, check out the list to see if you are expecting have applied this year.


Step 6: Complete Registration and Orientation

All information regarding 2024 fees, registration, and orientation will be included in the acceptance letter. It is important to read and understand this information before commencing your studies.

Apply to UPNG as a Non-school Leaver for 2024 programs

Manual applications for the 2024 non-school leavers undergraduate programs without any record of online submission will not be considered. That means that you will have to submit an online application. 

To maximise your chances, we suggest:

1) submit an online application via the UPNG Applicant Portal,

2) send a copy of the application to the school you are applying to, see the email above, and

3) if you are in Port Moresby, drop off a copy of your application at UPNG's student admin.


Important: DO NOT PAY BRIBE WHEN APPLYING TO UPNG. THIS IS AGAINST THE UNIVERSITY'S POLICY. IF SOMEONE ASK YOU FOR CASH OR KIND, REPORT THEM!

University of Papua New Guinea (UPNG) 2023 Selection Lists

The Department of Higher Education Research Science and Technology (DHERST) released the FULL list of School Leavers for all the tertiary institutions in the country on the 23rd of December 2022. 

PNG Insight noted that, unlike the past years, the school leavers' selection list was published in a Microsoft Excel file. You may have difficulty seeing your names on smaller screens. Here is the UPNG selections list 2022 for 2023 academic year.

Tips for checking your selection status:
  • 1) Download the PDF file
  • 2) In the 'Find' bar (smartphones) or 'Search bar (PC/Mac)m enter your SLF number
  • 3) Hit 'Enter' to check your selection status. 

If your SLF number does not appear, it means that you are not being selected to UPNG for 2023.

The university will also release its final list for the new academic year on its website. On the list, you'll be able to see your TESAS (HECAS & AES) status, registrations and orientation dates and fees.

Therefore, check with the university for the 2023 lists which usually come out in January.

Post-selection is still in progress through the National Admission Pool. Eligible students who did not secure a space on the selection launching day should check your NOAS account on a regular basis to see whether or not you have been sent an offer by an institution. Should you find an offer in your NOAS account, kindly accept or decline the offer by clicking on the relevant button.


DHERST TESAS (HECAS & AES) and HELP Notice

Here is what DHESRT said about the PNG government scholarships, TESAS and HELP...

The TESAS list will be published on the 3rd week of January 2023 and the TESAS Scholarship Offer Letter will be provided to the TESAS awardees by DHERST through your respective NOAS account. If you find your name under a TESAS scholarship (AES or HECAS) category, make sure to access your NOAS account to accept the terms and conditions of your TESAS scholarship.

The Higher Education Loan Programme (HELP) is available to all students regardless of whether you are on TESAS or not. To be eligible for the loan, interested applicants must become registered students by complying with the tertiary institutions' admission or registration policies.

UPNG Non-School Leavers Application 2024

The University of Papua New Guinea, (UPNG) wishes to inform prospective applicants that the Online Applicant Portal for receiving applications for Undergraduate programs to be offered by the University for the academic year 2023 is now open. It will close on the 30th of October 2022.

Applications for Post Graduate programs for academic year 2023 are also open during the same period. Prospective applicants can consult the respective Schools (Program owners) to seek further information on how they can lodge their applications.

APPLICANTS ARE HEREBY REQUESTED TO TAKE NOTE OF THE FOLLOWING INSTRUCTIONS:

a.) All applicants for Undergraduate programs are required to pay a non-refundable application fee of K 20.00 using BSP Pay.

b.) All applicants for Postgraduate Diploma and Honors are required to pay a non-refundable application fee of K 20.00 into UPNG General Account No: 1000583572 BSP, (WAIGANI). Make sure to indicate your name and correct date of deposit on the deposit slip when paying. Keep the receipt with you for verification purposes.

c.) All applicants for Masters and PhD (except the School of Business & Public Policy) are required to pay a a non-refundable application fee of K 50.00 into UPNG General Account No: 1000583572 BSP, (WAIGANI). e.) Before choosing your preferred program, please navigate through our admission and eligibility requirements to all our programs. This will inform you of your eligibility for a particular program.

University of Papua New Guinea New Intake Selection List Now Out

DHERST has released the NEW INTAKE name list for the HEIs including the University of Papua New Guinea's (UPNG) list. Note that the actual  2022 Acceptance List is NOT out yet.

This listing does not show the new students' TESAS statuses. Instead, it only contains the names of the  2021 Grade 12 students who are selected for UPNG and other higher education institutions (HEIs) in the country.

New Intakes, NSL, readmit and continuing students' TESAS status

For the non-school leavers, readmit, school leavers and continuing students, you'll have to confirm your TESAS status before the end of January 2022. 

Here is what DHERST said:

Be advised that the TESAS list will be published before the end of this month (January 2022). Students whose names do not appear on the TESAS Award list should consult their respective institutions’ directly and confirm their admission status for 2022. [DHERST press release, 11/02/2022]

2023 UPNG Application NON SCHOOL LEAVERS - UPNG Selection List 2024 PDF




The University will consider applications from the following categories of candidates:

General Criteria for Non-School Leavers 

  1. Candidates who have completed diploma or degree programs from recognized institutions within the country or overseas;
  2. Candidates who have met the National Matriculation Requirements from recognized National and Secondary High Schools or that equivalent level prior to 2020;
  3. Professional candidates applying to specific programs that are on offer under professional study programs and related to their current job experience and description;
  4. Candidates who have attained a diploma from a recognised college or university under an affiliated program with UPNG;
  5. International and South Pacific Islanders may apply using this form. Admissions to UPNG will depend on the fixed quota that is reserved for the such category; and
  6. Candidates who have withdrawn or excluded from studies for academic and disciplinary reasons and are eligible to re-enrol in Semester 1/2021.

General Criteria for School Leavers

PNG citizens completing Year 12 in overseas countries such as Australia, New Zealand, and the Pacific countries are encouraged to apply. 

If in doubt regarding this arrangement, please seek assistance from the Selection Unit of the Department of Higher Education, Research, Science, and Technology (DHERST);

Students currently undertaking Grade 12 studies at National and Secondary High Schools in PNG will apply through the DHERST Online application. 

Please see specific eligibility criteria for each program, which are available with the details of each programme.

 Limitation of Admission

Because of limited places and resources, the University can only admit a limited number of new students into various programs of study. As a result, competition is very high and priority is given to those with higher GPAs. Those seeking enrolment must satisfy the admission requirements of the University.

2. Application for Enrollment Instructions

Applicants are hereby requested to take note of the following instructions

  1. Pay a (K20.00 for Undergraduate & Honours) and (K50.00 for Masters and PhD programmes of all schools except for School of Business and Public Policy) non-refundable application processing fee, to UPNG General Account No: 1000583572 BSP, (WAIGANI) before applying online. Make sure to indicate your name and correct date of deposit on the deposit slip when paying.
  2. Applicants to School of Business and Public Polic(SBPP) Post Graduate programs must refer to SBPP Post Graduate advertisement on the UPNG website for application processing fee and eligibility criteria. Call Lisa on 3267 299 for more information.
  3. Before choosing your program of choice, read through our admission and eligibility requirements and criteria for all our programs.
  4. Follow the steps as indicated on the online form, fill in the blanks and submit your application online. No attachment is required in the Online Application.
  5. After submitting your application online, scan your documents into a single compressed PDF file and send: to the school of your choice email address indicated below. For example, if you have applied Online for Science Foundation Year, email your documents to School of Natural & Physical Sciences email. Indicate and label the file appropriately under your name and the specific program applied to before sending/emailing.

If you are a student with no names on the TESAS approved list of continuing students, here is what the department had to say...
Be advised that students whose name do not appear on the list will appear on the Supplementary List which will be published soon.
DHERST did not say exactly when the supplementary list will be published. In anticipation for the list to come out, please check the department's website. 

The department of higher education, DHERST, had appealed to the 'institutions who do not submit the list of continuing students to the department are advised to do so before the end of January 2020'. [Press Release, 03/01/2020]

If you are a continuing student wanting to find out your name is on the TESAS Award PDF doc, follow these 5 steps to find out:
1. Open the Continuing Students TESAS Awards List, here (PDF, 99 pages).
2. Download the PDF file to your computer/smartphone/device
3. Save and open the award list
4. Use the 'Search' icon
5. Important: you must type in your full names (Surname & given name)

The names' print is very small. However, if you do follow the instruction, you are likely to find your name quickly.

When you have found your name, make sure you confirm the other details like the institution, program, year and award.

What does TESAS mean?

TESAS stands for Tertiary Education Students Assistance Scheme. There are two categories of TESAS. See this post for more info on TESAS

Perhaps it is important that new and continuing students at all the tertiary institutions inPNG are up-to-date the changes that are happening at present. Especially, the changes to TESAS and the introduction of the HELP student loan scheme.

Important selections note

If you are a non-school leaver and have applied to UPNG, the university (UPNG) will inform you when you are accepted into a program. 

For example, if you submitted the 2023 UPNG non-school leaver application, you'll hear directly from UPNG - not from DHERST.

The university will directly inform you via the acceptance letter and/or by publishing the acceptance list on its website. Then, you must accept the Offer Letter and let the uni know about your intention to take up the offer immediately.

The University of Papua New Guinea offers Diploma, Bachelor, Bachelor (Professional), Bachelor (Honours), Post-Graduate Diploma, Master, PhD and D.B.A. programs.

UPNG selects School Leavers and Non-School leavers for admission into its Diploma, Bachelor and Bachelor (Professional) programs.

  • Non-School leavers - Prospecting students who completed Grade 12 in the last 5 years, including FODE and DODL students and international students.

School Leavers Acceptance List

School leavers are selected based on the options provided by the Department of Higher Education. DHERST does the selection online and informs the students of their AES or TESAS statuses.

The 2023 school leavers' selection list will be published on the DHERST website like it did in the past unless things have changed. However, it seems that the selection will continue as normal this year.

UPNG postgraduate programs

The University advertises for postgraduate programs such as Bachelor (Honours), Post-Graduate Diploma, Master, PhD and D.B.A. programs. Candidates with a good Bachelor degree are eligible to apply for Bachelor (Honours), Post-Graduate Diploma and Master programs. 

Candidates with a good Master degree are eligible to apply for the PhD program and D.B.A. program. The University selects the candidates for these programs from among those who apply against its advertisement every year.

Acceptance letters

The University sends offer/acceptance letters to all candidates selected for various programs in addition to advertising the names of selected candidates for various programs in the prominent newspapers in the Country. 

The candidates who accept the offer letters are requested to pay the relevant yearly fee in full and register themselves for the program for which they are accepted usually in February of the year concerned. 

The process of admission ends with the registration of the students for the program for which they are accepted.

IMPORTANT NOTICES TO ALL LAHARA STUDENTS

UPNG Open College-based Certificate Courses will be available on-demand, where a minimum of 10 students register. 

Continuing CTCS/CTS Students do not need to complete application forms. Please consult your respective study centres.

Continuing Diploma and Degree students and interested applicants who meet the UPNG entry prerequisites can seek further advice, as well as collect, complete, and submit their application forms at any UPNG Study Centre in your locality or near you. 

Completed application forms can be submitted at the same study centre, before the closing date. Separate applications must be lodged if courses are taken from different schools. 

Please note that a student can only enrol for two courses per session. Courses will be offered if there are a minimum of 10 students accepted in NCD and 20 in other centres.
