The application fee is K20.00 for undergraduate programs and K50.00 for postgraduate programs, except for the School of Business and Public Policy, which has a different application processing fee.

Make sure to indicate your name and correct date of deposit on the deposit slip when paying. Keep the receipt with you for verification purposes.


Step 3: Apply Online

Apply to UPNG as a Non-school Leaver for 2024 programs

Manual applications for the 2024 non-school leavers undergraduate programs without any record of online submission will not be considered. That means that you will have to submit an online application. 

To maximise your chances, we suggest:

1) submit an online application via the UPNG Applicant Portal,

2) send a copy of the application to the school you are applying to, see the email above, and

3) if you are in Port Moresby, drop off a copy of your application at UPNG's student admin.


Important: DO NOT PAY BRIBE WHEN APPLYING TO UPNG. THIS IS AGAINST THE UNIVERSITY'S POLICY. IF SOMEONE ASK YOU FOR CASH OR KIND, REPORT THEM!

The Department of Higher Education, Research, Science and Technology (DHERST) will release the complete list of school leavers placed into tertiary institutions nationwide on Saturday, 23 December 2023.

Tips for Checking Your Selection Status:
  • Download the PDF file: Click the link provided to download the selection list document.
  • Find your SLF number: Locate your School Leaver Form (SLF) number, which you used during the application process.
  • Search for your SLF number:
  • Smartphones: Open the downloaded PDF file and tap the "Find" button. Enter your SLF number in the search bar.
  • PC/Mac: Open the downloaded PDF file and use the "Search" function (typically Ctrl+F on Windows or Command+F on Mac). 
  • Enter your SLF number in the search bar.
  • Check your selection status
If your SLF number appears in the list, congratulations! You have been selected for admission to UPNG in 2024. If your SLF number is not present, unfortunately, you have not been selected for this academic year.

DHERST Expectations for Applicants on the 2024 Selection List

The university will release its final selection list for the upcoming academic year on its website. This list will display your TESAS (HECAS & AES) status, registration details, orientation dates, and fees.

All selected students are advised to collect their Admission or Acceptance Letter from the tertiary institution that offered them a place. By now, most institutions should have sent you these letters via email or post.

Post-selection for school leavers is still ongoing through the National Admissions Pool. Eligible students who did not secure a place on selection launch day should regularly check their NOAS account for any offer notifications from institutions. 

If you find an offer in your NOAS account, please accept or decline it by clicking the relevant button.

DHERST TESAS (HECAS & AES) and HELP Notice

Here are the expectations of the Department of Higher Education, Research, Science and Technology (DHERST) on the Papua New Guinea government scholarships, TESAS and HELP:

TESAS Scholarship Offer Letters: The TESAS list often comes out around the third week of January. DHERST will subsequently issue TESAS Scholarship Offer Letters to successful awardees via their NOAS accounts. 

If you find your name listed under a TESAS scholarship category (either AES or HECAS), please access your NOAS account promptly to accept the terms and conditions of your scholarship.

Higher Education Loan Programme (HELP): 
HELP is available to all students, regardless of their TESAS status. To be eligible, you must be a registered student at a tertiary institution, in compliance with their admission or registration policies.

Registered students can Download UPNG Transcripts from the University of Papua New Guinea's University Information System (UIS). The UIS allows student to effortlessly log into their student accounts and retrieve essential academic documents such as course registrations, results, and transcripts. 

In this guide, we will walk you through the simple steps to view and download your UPNG transcripts using the UIS portal.


Step 1: Access the UIS Site

To begin, open your preferred web browser and navigate to the UIS website by typing in the following URL: uis.upng.ac.pg/

Upon reaching the UIS homepage, you will encounter several options: Applicant, Student, Parent/Guardian, Administrator, and Teacher/Lecturer. 

Click on the "Student" option, which will direct you to the Student Portal Login.

Enter your login credentials, which include your username and password. Once entered, click the "Login" button to proceed. 

In case you've forgotten your password, simply click the "Forgot Password" link. A password reset link will be sent to your UPNG student email. Accessing this link will enable you to reset your password and regain access to your account.


Step 3: Navigate to Examination Documents

After a successful login, you will be directed to your personalized student dashboard. On the left-hand side, you will find a menu of options. Click on "My Academics," followed by the "Examination Documents" link.


Step 4: Download Your UPNG Transcript

Upon clicking the "Examination Documents" link, you will be presented with a list of links on the right-hand side of the page. 

The topmost link represents your most recent transcript. Click on this link to initiate the download of the transcript in PDF format. 

The PDF file will be downloaded to your device, allowing you to view its contents.


Post-grad, graduated and withdrawn students

  • For any inquiries related to transcripts, don't hesitate to get in touch with your respective School Executive Officer.
  • It's important to note that UIS access is exclusively granted to currently registered internal and external undergraduate students, as well as SBPP postgraduate students. 
  • If you fall under the category of other Schools' postgraduates, or if you are an excluded, withdrawn, or graduated student, you will need to contact your respective school or the Student Administration to obtain your transcripts. 
  • External students enrolled in certificate programs should reach out to Open College for transcript-related queries.

APPLICANTS ARE HEREBY REQUESTED TO TAKE NOTE OF THE FOLLOWING INSTRUCTIONS:

a.) All applicants for Undergraduate programs are required to pay a non-refundable application fee of K 20.00 using BSP Pay.

b.) All applicants for Postgraduate Diploma and Honors are required to pay a non-refundable application fee of K 20.00 into UPNG General Account No: 1000583572 BSP, (WAIGANI). e.) Before choosing your preferred program, please navigate through our admission and eligibility requirements to all our programs. This will inform you of your eligibility for a particular program.

The University of Papua New Guinea (UPNG) publishes four separate lists to inform students of their admission status for various categories. These are:

2024 UPNG Application NON SCHOOL LEAVERS - UPNG Selection List 2024 PDF




The University will consider applications from the following categories of candidates:

General Criteria for Non-School Leavers 

  1. Candidates who have completed diploma or degree programs from recognized institutions within the country or overseas;
  2. Candidates who have met the National Matriculation Requirements from recognized National and Secondary High Schools or that equivalent level prior to 2020;
  3. Professional candidates applying to specific programs that are on offer under professional study programs and related to their current job experience and description;
  4. Candidates who have attained a diploma from a recognised college or university under an affiliated program with UPNG;
  5. International and South Pacific Islanders may apply using this form. Admissions to UPNG will depend on the fixed quota that is reserved for the such category; and
  6. Candidates who have withdrawn or excluded from studies for academic and disciplinary reasons and are eligible to re-enrol in Semester 1/2021.

General Criteria for School Leavers

PNG citizens completing Year 12 in overseas countries such as Australia, New Zealand, and the Pacific countries are encouraged to apply. 

If in doubt regarding this arrangement, please seek assistance from the Selection Unit of the Department of Higher Education, Research, Science, and Technology (DHERST);

Students currently undertaking Grade 12 studies at National and Secondary High Schools in PNG will apply through the DHERST Online application. 

Please see specific eligibility criteria for each program, which are available with the details of each programme.

 Limitation of Admission

Because of limited places and resources, the University can only admit a limited number of new students into various programs of study. As a result, competition is very high and priority is given to those with higher GPAs. Those seeking enrolment must satisfy the admission requirements of the University.

2. Application for Enrollment Instructions

Applicants are hereby requested to take note of the following instructions

  1. Pay a (K20.00 for Undergraduate & Honours) and (K50.00 for Masters and PhD programmes of all schools except for School of Business and Public Policy) non-refundable application processing fee, to UPNG General Account No: 1000583572 BSP, (WAIGANI) before applying online. Make sure to indicate your name and correct date of deposit on the deposit slip when paying.
  2. Applicants to School of Business and Public Polic(SBPP) Post Graduate programs must refer to SBPP Post Graduate advertisement on the UPNG website for application processing fee and eligibility criteria. Call Lisa on 3267 299 for more information.
  3. Before choosing your program of choice, read through our admission and eligibility requirements and criteria for all our programs.
  4. Follow the steps as indicated on the online form, fill in the blanks and submit your application online. No attachment is required in the Online Application.
  5. After submitting your application online, scan your documents into a single compressed PDF file and send: to the school of your choice email address indicated below. For example, if you have applied Online for Science Foundation Year, email your documents to School of Natural & Physical Sciences email. Indicate and label the file appropriately under your name and the specific program applied to before sending/emailing.

9. Manual Applications without any record of online submission will not be considered.

The secretary for the Department of Higher Education Research Science and Technology (DHERST), Professor Fr. Jan Czuba, congratulated and wished every continuing student the BEST in their studies. He also announced the approved list of continuing students who are on TESAS attending the Higher Education institutions in Papua New Guinea.

If you are a student with no names on the TESAS-approved list of continuing students, here is what the department had to say...
Be advised that students whose name do not appear on the list will appear on the Supplementary List which will be published soon.
DHERST did not say exactly when the supplementary list will be published. In anticipation of the list coming out, please check the department's website. 

The Department of Higher Education, DHERST, had appealed to the 'institutions who do not submit the list of continuing students to the department are advised to do so before the end of January 2020'. [Press Release, 03/01/2020]

If you are a continuing student wanting to find out your name is on the TESAS Award PDF doc, follow these 5 steps to find out:
1. Open the Continuing Students TESAS Awards List, here (PDF, 99 pages).
2. Download the PDF file to your computer/smartphone/device
3. Save and open the award list
4. Use the 'Search' icon
5. Important: you must type in your full name (Surname & given name)

The names' print is very small. However, if you do follow the instructions, you are likely to find your name quickly.

When you have found your name, make sure you confirm the other details like the institution, program, year and award.

What does TESAS mean?

TESAS stands for Tertiary Education Students Assistance Scheme. There are two categories of TESAS. See this post for more info on TESAS

Perhaps new and continuing students at all tertiary institutions must be up-to-date with the changes that are happening at present. Especially, the changes to TESAS and the introduction of the HELP student loan scheme.

Important selections note

If you are a non-school leaver and have applied to UPNG, the university (UPNG) will inform you when you are accepted into a program. 

For example, if you submitted the 2024 UPNG non-school leaver application, you'll hear directly from UPNG - not from DHERST.

The university will directly inform you via the acceptance letter and/or by publishing the acceptance list on its website. Then, you must accept the Offer Letter and let the UPNG know about your intention to take up the offer immediately.

UPNG Acceptance Lists for 2024

The University of Papua New Guinea offers Diploma, Bachelor, Bachelor (Professional), Bachelor (Honours), Post-Graduate Diploma, Master, PhD and D.B.A. programs.

UPNG accepts School Leavers and Non-School leavers for admission into its Diploma, Bachelor and Bachelor (Professional) programs.

Here is what SL and NSL mean:
  • School leavers - Grade 12 school leavers seeking admission in the next immediate year
  • Non-School leavers - Prospecting students who completed Grade 12 in the last 5 years, including FODE and DODL students and international students.

Non-school Leavers Acceptance List

School Leavers Acceptance List

School leavers are selected based on the options provided by the Department of Higher Education. DHERST does the selection online and informs the students of their AES or TESAS statuses.

The 2024 school leavers' selection list will be published on the DHERST website like it did in the past unless things have changed. However, it seems that the selection will continue as normal this year.

UPNG postgraduate programs

The University advertises for postgraduate programs such as Bachelor (Honours), Post-Graduate Diploma, Master, PhD and D.B.A. programs. Candidates with a good Bachelors degree are eligible to apply for Bachelor (Honours), Post-Graduate Diploma and Master programs. 

Candidates with a good Master degree are eligible to apply for the PhD program and D.B.A. program. The University selects the candidates for these programs from among those who apply against its advertisement every year.

Acceptance letters

The University sends offer/acceptance letters to all candidates selected for various programs in addition to advertising the names of selected candidates for various programs in the prominent newspapers in the Country. 

The candidates who accept the offer letters are requested to pay the relevant yearly fee in full and register themselves for the program for which they are accepted usually in February of the year concerned. 

The process of admission ends with the registration of the students for the program for which they are accepted.
