2024 NOAS Application Eligible Programs During the Grade Period for Grade 12 School Leavers and Non-School Leavers

The DHERST National Online Application System (NOAS) simplifies the Grade 12 School Leavers and Non-school Leavers application process, ensuring students apply for eligible programs during the Grace Period.

This innovative system clearly highlights ineligible options, reducing the risk of mistakes and enabling students to make informed decisions. Also, it allows students to select up to five choices, increasing their chances of acceptance into their desired tertiary institutions.

This streamlines the selection process and helps Grade 12 students make informed decisions during the Grace Period.

NOAS Application Eligible Programs During the Grade Period

National Online Application  System (NOAS)

The 2024 NOAS Application for Grade 12 School Leavers and Non-School Leavers provides a flexible and convenient approach. This new system offers more choices, allowing students to modify their selections as often as needed.

Unlike the old system, which limited students to three choices with no option for changes, the updated NOAS system enables you to select up to five institutions.

To make the most of this opportunity, research thoroughly and choose institutions that align with your goals. Regularly check the NOAS to see which institutions offer your desired courses. Seek advice from teachers, parents, guardians, and patrons to ensure your choices are well-informed and strategic.

This approach enhances your chances of securing a spot in a tertiary institution and helps you make informed decisions about your future.

2024 Grace Period - Its Importance

The 2024 Grace Period, which commences on 2nd December 2024 and ends on 5th December 2024, is a critical window for Grade 12 students to refine their choices. During these four days, you have the opportunity to 'fine-tune' your selections, with DHERST providing insights on NOAS regarding your eligibility based on your examination results.

DHERST highlights the significance of the Grace Period as follows:

"This [Grace Period] is a crucial period where you will start making your choices based on your final grade 12 results. Ensure to access your account during the mentioned dates. If you see a red highlight in any of your five choices under 'My Choices', this means your final result has not met the minimum program requirement set by the institution. Therefore, you must change the red highlighted choice to a different program available in your list."

It is better to use the Grace Period to adjust your choices to more suitable ones. After the due date, DHERST does not permit any further changes.

By mid-December, Grade 12 students will have received their exam results and be in a better position to adjust their selections in NOAS.

Make sure to take full advantage of this period to ensure your choices are well-informed and aligned with your academic aspirations.

TESAS and HELP APPLICATION INFO

FUNDING for next year’s (2021) tertiary education study assistance Scheme (TESAS) and higher education loan programme (HELP) are available now, Fr Jan Czuba says.

The Department of Higher Education, Science, Research and Technology (DHERST) secretary told a press conference recently that the Government had allocated K230 million for Help and K37 million for TESAS.

This new article has the latest on DHERST Students Loan Program - Click on the link to find out about the timeline and application eligibility criteria.

FIND OUT ABOUT THE HELP LOAN APPLICATION FORM INFO

“We are blessed that we have the Help programme and this is a big help to students that cannot afford to pay,” Fr Jan said.

“We didn’t receive as much as required.

“K68 million was required but we got K37 million.

“Tesas is important because our prime minister wants to encourage students to study hard and academic competition is very important.

“I think we can negotiate some amendments with our Government for Tesas.”

Earlier, Fr Jan said 6,637 students applied for Help this year and K28,109,457 was paid by the Government.

He said it was likely that the number of students that would apply for Help next year would increase because this year would be the first year.

“Students from institutions that are registered with DHERST are eligible to apply for the help programme,” Fr Jan said.

He said students had to demonstrate that they were enrolled in a registered institution in order to apply.

“Help cannot be given to students until such time we have confirmation from the institution that the student has enrolled under the institution,” he said.

The HELP initiative aims to enhance and increase the quality of higher education and ensure continuous access to undergraduate and postgraduate degrees available to eligible students.

It is not compulsory and students can choose whether or not to apply.

Uses of UNAM Student Portal and Moodle LMS

It seems that there there is a misunderstanding about the uses (or purposes) of UNAM Student Portal and UNAM Moodle LMS. In fact, the online teaching and learning will be done through the Moodle Learning Platform, rather than the Student Portal.

The university mentioned that as part of the remote Learning and Teaching strategy of the University, these two platforms (student portal and LMS Moodle) will complement each other.

UNAM MOODLE LMS 2023 (Learning Management System)

Moodle provides for effective student-centred learning through active interaction with fellow students, learning content or activities.

Something that cannot be done to the same extent through the Student Portal.  It further provides opportunities for mobile learning through the Moodle Mobile app and assessment through the use of mobile devices. Please click on the following links:

  • To download the Moodle mobile app:  https://download.moodle.org/mobile/
  • More information/learning materials about the Moodle mobile app: https://docs.moodle.org/38/en/Moodle_app

Uses of UNAM LMS Moodle

Students and staff should use Moodle for the following:

  • Access to all registered modules
  • Access to all remote Learning and Teaching activities
  • Student-Lecturer interaction
  • Download learning materials for offline access
  • Collaborative learning

How PNG Grade 11 Selections for 2026 Takes Place (THE SELECTION PROCESS)

2026 Grade 11 Selection for National High Schools and Secondary Schools in the country will be done online. The Grade 11 online selection follows an initiative of the National Department of Education.

This education blog reproduces the Education Secretary's circular in brief for parents, guardians and stakeholders (alike) to understand the  Grade 11 selection process.

  • Measurement Services Division (MSD) will provide the final results for Grade 10 to the Information and Communication Division (ICD).
  • ICD will run the Grade 11 Selection.
  • General Education Services will coordinate the selection process with all the principals from secondary and national high schools.
  • Inspections and Standards Division (ISD) and Guidance and Counselling Division (GCD) will assist principals in the provinces. Principals are asked to enter and verify data in the provinces.

Duration of 2026 Grade 11 Selections

The Department of Education expects the (actual) selection to be done in 2 - 3 days as it will be done online.

However, the data entry is done in the provinces and the selection process will take two weeks.
  • Grade 11 selection - 2 weeks
  • Principals to start selecting students - in 2  weeks
  • The selection listing for Grade 11 to secondary and national high schools is expected to be released around mid-December.

Grade 11 Selections Cut-off

The selections for Grade 11 to national high schools and secondary schools will be based on the Education Board's National Standards Requirements.
  • National High Schools Selection: The school of excellence concept requires that Grade 10 students with Distinctions or Credits are selected for National High Schools. The eligible students are pre-selected based on their intention on the School Leavers Forms.
  • Secondary Schools Selection: Students with x7 Upper Passes or a percentile score of 77 points or higher to be selected for Grade 11

Grading, Subject Weighting and Results

Grade 10 students in the country study x7 subjects. Hence, the results are based on all the subjects taken by every student.

6 Factors for non-selection of students to Grade 11

  • Fail to apply
  • Bad Character
  • Below School Quota
  • No School leavers form
  • Parents not requesting a transfer
  • Gender equity in case of a tie in the selection
The Grade 11 selection for 2026 takes a new approach where principals and education offices do the selection in the provinces, instead of Port Moresby.

This blog advocates for transparency in the selection of Grade 11 students.

At the same time, we hope that the new Grade 11 online selection initiative of the NDoE is as effective and efficient and can deliver the results on time.

Past Grade 11 Selections - Port Moresby

The Grade 11 selections used to take place in Port Moresby. Principals and education officers from the provinces gathered in the capital city for weeks on end to do the selection.

It can take up to 2 weeks for them to select students for the national high and secondary schools.

The principals and education officers from the provinces work with MSD and GED (two divisions of the National Department of Education) to finalise the selections.

The final selection listing would be given to the education secretary to sight and sign and made available on the Department of Education website.

The principals also inform the newly selected Grade 11 students of their schools for the new academic year.

This was the past where things were done manually.

Data Entry and Verification

The principals and a provincial selection committee would meet in the provinces and do the 2026 Grade 11 selection.

They then verify students' eligibility and enter their data online. (An important function, now done in the provinces) . Data verification and entry will take two (2) weeks.

The Grade 11 selection is a mandatory function of the National Education Board (NEB).

The selection of Grade 11 students is not a provincial function, it still remains a national function. This implies that the cleansing of data (if any) and final (quality) checks will be done by the NEB before the 2026 Grade 11 selection listing comes out to the public.
