This lab will:

  • Automatically place shopping links on eligible pages on your site(s) for a percentage of users.
  • Continue showing your existing ads for all users.
AdSense Shopping links will appear on your page's main content as hyperlinks, targeting the existing words whenever Google detects a "shoppable product mention". 

By clicking on the link users are shown a number of shopping ads for the product. 

If you click on the link and buy the product on display, you'll get a commission for it.

What are the New Electorates in 2022 PNG Elections?

Papua New Guinea Parliament has approved the creation of seven new electorates which will be included in this year’s General Election.

Prime Minister James Marape Tuesday tabled the 2021 Electoral Boundaries Commission (EBC) Reports and Recommendation in parliament, which recommended the creation of 12 new electorates based on population from the 2011 National Census.

“From these 12 electorates, the EBC has consulted with the Electoral Commission (EC).

“The EC indicated that it was not prepared to conduct elections for all the 12 proposed new electorates in the 2022 General Election,” Marape said.

“After further consultation with the EC, the EBC has recommended the seven electorates to be redistributed and elections of each of these electorates be conducted in the 2022 General Election.”

The new electorates include

  1. Delta Fly (Middle Fly), 
  2. Hiri-Koiari (Kairuku-Hiri), 
  3. Popondetta (Ijivitari),
  4. Nakanai (Talasea), 
  5. Wau-Waria (Bulolo), 
  6. Komo-Hulia (Komo-Margarima) and 
  7. Porgera-Paiela (Laigap-Porgera).

Marape said the commission in June started a review exercise on all provinces with relevant provisions under the Organic Law on Provincial and Local Level Government Elections.

He said the country’s population was estimated at over eight million people, an increase of 300 per cent since the first general election in 1977 when the population was 2.3 million.

Marape said since the 1977 election to the present day, electoral boundaries had not been altered or changed to reflect the growth in population, creating a situation where citizens did not equally benefit from the development of the country.

Previous reviews and recommendations carried out by the EBC took place in 1981, 1986, 1991 and 2006, but all were rejected by the sitting parliaments, he said.

The EBC also recommended that five existing electorates, whose proposed population was expected to significantly increase by 2027, would be split but only take part in the general election for that year (2027).

“Elections for the five proposed new electorates of Baniara (Alotau), Motu-Koitabu (Moresby North-West), Baining (Gazelle), Middle Sepik (Angoram), Mendi Central (Imbonggu) and Anglimp (Anglimp South Waghi), will be held from 2027 onwards,” he said.

Marape said Parliament was aware that it could only be done once amendments were made to increase the number of open seats from the present maximum of 120 to an appropriate number.

The total number of seats in parliament, including the seven new electorates, would be 118..

However, the designs are limited in the free version. The paid version has all that you need to create a professional poster, image, background and more. The functions are limitless, it depends on your creativity!

Like Canva, iShot is available in the mobile app as well as the desktop application. If you are looking for something simple. quick and straightforward, this is the app. 

You can move the image to the background or set a canvas background, bring forward images, use texts and manipulate the images to your liking. It's a simple image and video creator, you can do landscape and portrait with texts and styles.

It's available in free and paid versions. 

Powerpoint Image creator

In terms of ease of use and availability, PowerPoint is the best tool you have. It requires patience and skills to create the best election poster. 

In fact, you can do anything with PowerPoint (and publisher). A top hint is to use the template generator or template design. Connect to the internet, and use the 'auto-design' feature of the latest MS office. 

Then, set the background, use text and create the election post to your heart's desire. 

All in all, these three applications are compatible with mobile phones as well as desktops computers. 

PNG MPs Salaries 2010 to 2022: How much is your MP Earning In Gross Pay and Allowance?

Here is a compilation of Papua New Guinea MPs Salaries from 2010 to 2022, calculated. We know from past experiences (2011 & 2016) that PNG MPs normally give themselves massive pay increases before the election. Either that or they somehow conjure some excuse to get ridiculous increases.

Margin of error

Calculated - these salaries are correct to the nearest 100 kinas, which means that the figures may not be the exact received by all the MPS as some MPs received more, others less.

However, we followed the increases in 2010/11 (see the article links below) and are confident that the GROSS Salaries are accurate to the thousands received annually.

PNG MPs' Salaries

There were several adjustments to make this calculation relevant;
  • first, the figures published in the National Newspaper in December 2010 and the PNG Insight's calculations in 2011 based on those figures;
  • second, the exact Ordinary MPs pay published by Madang MP Bryan Krammer on his Facebook wall in 2017 and
  • third, the recent (2019) leaked Salary Advice Slip for PNG Parliament Speaker.

PNG MPs Allowances

We know that the MPs' salaries to allowances ratio is 31.6 to 68.4 split. They earn an unusually ridiculous allowance. This work EXCLUDES overseas/travel allowances.

PNG Election Results 2022: How to follow the counting as it happens

The PNG election results are the work of the electoral commission. The commission is directly responsible for counting, declaring and returning the 2022 Election Writs to the Governor-General. However, it is not clear how the PNG EC will relay the election results to the public.

The election results are now coming out of the provinces from journalists, scrutineers and individuals other than the PNG electoral commission.

Declaration of election winner by the electoral commissioner

In past elections, counting was done in each provincial capital and results were returned to the EC in Port Moresby for the official declaration. 

There were instances of malpractices where the Provincial Returning Officers (PROs) were declared the winner in the province. 

For example, the first parliament sitting after the 2017 election saw 2 candidates sitting in the Parliament chamber. They were declared winners, one by the EC and the other by the provincial returning officer.

Such instances can be avoided if the PNG EC does it properly and centrally in Port Moresby after the counting is completed.

UPNG Acceptance List 2026: Information for Non-School Leavers, New Intake, Continuing, and Re-enrolled Students

Overview of UPNG Acceptance Lists

UPNG publishes four distinct lists to manage admissions and student progression:

  • New Intake Grade 12 School Leavers (SL) Acceptance List: This includes students accepted for undergraduate studies directly from Grade 12, based on academic merit and program preferences submitted via DHERST's National Online Application System (NOAS).
  • Non-School Leavers (NSL) Acceptance List: This covers applicants who are not recent school leavers, such as mature-aged students, transfer students, or those with prior qualifications. Selections are made considering academic records, work experience, and program-specific criteria.
  • Continuing Students Progression List: This confirms the advancement of currently enrolled students to the next academic year, provided they have met academic requirements and settled any outstanding fees.
  • Re-enrolled Students Acceptance List: This lists students approved to resume studies after a period of absence, subject to re-admission policies and availability.

These lists ensure a structured approach to enrollment, helping UPNG maintain academic standards while accommodating diverse student backgrounds.

Changes in the 2026 Admissions Process

For the 2026 academic year, both school leavers and non-school leavers applied and were selected through DHERST's NOAS platform. This centralised system streamlines the process, allowing applicants to check their selection status directly on the NOAS "MyStatus" section without waiting for individual university releases. 

The national selections were officiated on December 17, 2025, with a total of 23,428 students allocated places across Papua New Guinea's tertiary institutions, including UPNG. Of these, approximately 15,688 spots were for school leavers and 7,740 for non-school leavers.

Successful candidates receive offer letters from UPNG, which include details on registration, orientation, and fees. If an applicant's name does not appear in the selections, it indicates an unsuccessful application. Additional resources, such as updates on the Tertiary Education Study Assistance Scheme (TESAS) awards, are available through DHERST.

 Accessing and Downloading the Lists

The acceptance lists are officially released by UPNG and DHERST toward the end of the previous year and early in the new year. For 2026, DHERST announced the national selections on December 17, 2025, with lists expected to be available shortly thereafter. Students can access their status as follows:

  • Via DHERST NOAS: Log in to the NOAS portal (apply.dherst.gov.pg) using your credentials to view your "MyStatus" page. This is the primary method for both SL and NSL applicants.
  • UPNG Website: Visit www.upng.ac.pg and navigate to the "Announcements" or "Admissions" section for downloadable PDFs of the lists, typically released between late December 2025 and mid-January 2026. Look for tabs or links labelled "2026 Acceptance Lists for School Leavers, Non-School Leavers, Continuing, and Re-enrolled Students."

TESAS Status for NSL, Re-admitted, and Continuing Students

Non-school leavers, re-admitted, and continuing students must verify their TESAS status to determine eligibility for funding under the Academic Excellence Scholarship (AES) or Higher Education Contribution Assistance Scheme (HECAS). TESAS awards are merit-based and administered by DHERST.

Additionally, explore the Higher Education Loan Program (HELP), a government-backed student loan scheme. Detailed guidance on applying for TESAS and HELP, including eligibility and application processes, can be found on the DHERST website or in UPNG's offer letters.

Key Dates for 2026 Fee Payments

Timely payment of fees is essential to secure your place at UPNG. Below are important deadlines and notes:

  • New Students: Expect a Letter of Offer and Invoice by February 2, 2026. Pay compulsory fees in full online by Monday, February 2, 2026, to avoid automatic withdrawal of your offer. All new students must bring a personal laptop, as online and blended learning is a university requirement.
  • All Students: Compulsory fees include tuition, service, administrative, and Student Representative Council (SRC) fees, payable online. Postgraduate and international students (including those from the South Pacific and dependents of UPNG expatriate staff) pay an additional K615.00 for residential and other fees.
  • TESAS Scholarship Holders: Fees may be adjusted based on DHERST subsidies. Pay compulsory fees online to register.
  • Accommodation: Campus housing is not guaranteed. Allocation requires full payment of compulsory fees plus 50% of board and lodging fees by Wednesday, February 4, 2026. First-time residential students must pay a non-refundable K300.00 security bond before occupancy.
  • Continuing Students: Pay full compulsory fees online via the Proforma Invoice by Friday, February 6, 2026. No partial payments are accepted. For invoice queries, email feequeries@upng.ac.pg or call 3267321/3267604/3267249.

Failure to meet these deadlines may result in loss of enrollment or accommodation privileges.

Important Notes on Fees

1. All fees must be paid online; no exceptions for lesser or excess amounts.

2. Accommodation payments should be made upon arrival, covering compulsory fees plus 50% of prescribed accommodation costs.

3. UPNG emphasises digital processes for efficiency—ensure you have access to reliable internet for payments and registrations.

The Department of Higher Education, Research, Science and Technology (DHERST) announced the 2021 - 2022 students’ intake for Higher Education Institutions (HEIs) in Papua New Guinea. 

But, the higher education department has not published the TESAS Award. All the students will have to wait untill the end of the month to know their TESAS statuses.

Is 10 Years of Free Education Policy Addressing the Education for All Agenda 2030?

The free education policy was implemented at different stages in PNG since independence. The 'Implementation' in the earlier years was short-lived because they were introduced just before the national general elections

PNG Insight's in-depth analysis of the TFF (Tuition Fee Free Policy since 2012), shows that the Free Education Policy misses the Education for All Agenda 2030. 

Though the policy intent was valid, there were serious issues affecting the funding, implementation, monitoring and governing aspects of the policy.

After 10 years (2012 - 2022), there is little to show for - no policy platform, no review and no strategic planning. 

So, how does the PNG govt, now or after the election, provide a STRONG POLICY PLATFORM for the Free Education Policy to really address the Education for ALL agenda?

India's Education for All Act

The Rights to Education Act in India sets in stone the government's responsibility to educate every child. It is no longer a political point-scoring agenda, but a development agenda. 

In brief, the Act titled  “the Right of Children to Free and Compulsory Education Act” was passed by the Indian Parliament in August 2009. When the Act came into force in 2010, India became one among 135 countries where education is a fundamental right of every child. [RTE, 2010]

In PNG context, this is a timely discussion because the country just does not (again) wait for elections to come around so that pesty politicians can go around 'kicking the TFF policy like a rugby ball'.

Also. the senior education officers should NOT just sit up there and let 'blue fly' zoom past. It is time to appropriately look at what is happening around the world and advise the government accordingly. 

Education Fund (similar to the SWF) - why?

The Sovereign Wealth Fund is not a new concept, it has been around for a long time. Yet PNG govts, past and present, are finding it hard to come to terms with it.

In fact, the 'SWF is not a recent development but a product of more than a century of evolution. The first SWF can be traced back to the U.S Texas Permanent School Fund in 1854 which got its funding from oil revenue. The original $2 million fund was created for the purpose of helping the public schools in Texas and has since snowballed to more than $30 billion today.' [PNG Insight Writer's Corner]

Since 2012, the PNG govt spent around K600 million per year on keeping the TFF policy going. 

At this average spending, about K6 BILLION will have been spent on TFF education policy to 2022 - that's billion with nine zeros. K6,000,000,000.

Funding this policy is like 'looking for the loose coins' in the pocket. For the last 10 years, the PNG govt simply looks to the donors and what tax money they have to keep the policy going. 

In retrospect, a clever govt will have invested the money and let the interests pay for the policy. 

SWF Education Fund Education for all


When should the PNG govt enact a law on Education For All?


Immediately. 

It will be too late and more money will be wasted if this act is delayed any further. There are people within the education department with enough law degrees and PhDs who can do that.

It is not like they are going to do something new. There are 135 countries in the world that have this law that legally makes Education for All a right! And, the governments as bound by the Constitution to fund the policy.

At present, PNG does not have a Right to Education for All Act. What we see for the last 10 years is simply politics at play.

The great thing about this Act is that no one govt is going to 'kick the TFF policy around like a political rugby ball' anymore.

NCEA marked papers, reviews & considerations

Students can view marked NCEA exams through the Student Login late in January 2025, a change from previous years, where these have been returned through the post.

After their marked papers are available, students have until 25 February to apply for a review or reconsideration.

Students who sat New Zealand Scholarship exams will be able to view their results online in February, and after the papers are returned, they can apply for a review or reconsideration until March.

The scholarship students will wait three weeks longer. Their results won’t be available until the end of first week of February 2025.

A forest tracking system has been developed to monitor the operations of logging companies in the country.

Software developer, Joseph Kanene told N-B-C National News that it’s a cloud-based technology that keeps track of all logging companies within their operational boundaries.

The software is called Logger Watch and is currently being used in Manus to track down illegal loggers of Pobuma LLG.

This is Joseph Kanene, a 28-year-old software developer who hails from Simbu province.

Having no ICT background, Joseph developed a passion for creating software hence, he created several essential software including the Logger Watch- a forest tracking system.

Mr. Kanene believes with increasing illegal logging activities in the country, a tracking system such as this would be very helpful in monitoring the operations of logging companies.

He explained that the tracking system can be utilized by any user to keep all logging activities in their forest landmass under watch.

Logger Watch is currently used in Pobuma LLG of Manus province to monitor operations of Maxland holdings Limited.

He initially started this forest tracking system to be used in Oro and Gulf provinces after hearing numerous complaints by Oro Governor Garry Juffa on illegal logging activities in his province.

Mr. Kanene owns a company called Linezie Data Analytics which streamlines service deliveries of State-Owned Enterprises including banks among others using cloud-based solutions.

How to track Australian passport application

You can now track the delivery of your Australian passport through the Registered Post Tracking Number. This number is in the email and SMS messagesa that the Australian Department of Foreign Affairs and Trade sends to you to let you know your passport is on its way. 

You can use the number to check the passport’s delivery status on Australia Post’s website and app.

1) Track without logging in

You can track your parcel without an account or logging in. All you need is the Registered Post Tracking Number.

2) MyPost account

If you already have an Australian Port account, you can keep track of your Australian passport application including all your parcels in one place.

You can also create a new account if that is necessary for the long run.

3) Download the AusPost app

Download the AusPost app and use it to check on your parcels no matter where you are.

It normally takes 3 weeks to receive a passport. The Australian Passport Office will email you when they despatch your passport. Allow 5-6 business days for delivery.

If you’ve received a tracking number, use it to track your passport delivery.

How to Renew Australian Passport Online 

It’s easy. Just go to our online application and follow the prompts.

You’ll get a personalised application checklist or a completed application form. You’ll need to download it online, print it out and lodge it. 

Include your two passport photos and any original documents that the Australian Department of Foreign Affairs and Trade (DfAT) requires. 

Alternatively, if you are in the country, send the completed application through the Australia Post outlet or lodge it with an Australian diplomatic or consular mission where you are.

What if I don’t want to go online?

If going online isn’t an option for you, just ask for a blank application form at a participating Australia Post outlet or an Australian diplomatic or consular mission.

For streamlined renewal without going online, you’ll have to call us on 131 232 or contact an Australian diplomatic or consular mission. DFAT will confirm that you qualify, and send you a pre-filled form by mail or by email.

Can I get a passport renewal form at Australia Post?

The form to ask for is called ‘Application for an Australian Passport’. 

  • For adults, the form is green.
  •  For children, the form is purple.

As well as two passport photographs, you’ll need your birth certificate and other original documents to establish your identity and citizenship. You’ll also need a guarantor.
