2024 DHERST Acceptance List for PNG Universities and Colleges Info

Several readers have contacted us regarding the 2024 Acceptance Lists for PNG Universities, particularly the PDF lists for Non-School Leavers, School Leavers, and Continuing Students. This article aims to answer some of the most frequently asked questions, giving you a clearer picture of what to expect between now and early February 2024.

So, whether you're a non-school leaver, school leaver, or continuing student, read on and prepare yourself!

We've also included recommended blue links throughout this article, providing detailed information on pressing questions currently on the minds of many students and parents.

Important: 

  • The 2024 Acceptance Lists for Non-School Leavers, Re-enrolled Students and Continuing Students will first appear on the university's website or in the newspapers before being shared through social media channels and other websites. This also includes Online Students. Therefore, checking the official university website or the newspapers remains crucial for Non-School Leavers, Re-enrolled Students Continuing Students and students enrolled for online studies.
  • Grade 12 School Leavers Selection Lists will appear on the DHERST website. DHERST has scheduled the launching of the 2024 School Leaver Acceptance on the 21 of December 2023. Students can check their NOAS accounts to verify their selection status. At actual publication of the Acceptance and Admission Lists will take place on the 23 of December 2023

Non-school Leavers Acceptance List

The Non-School Leavers' Acceptance List (NSL) for 2024 features students who did not graduate from Grade 12 in the last five years. This list also includes foreign students and PNG students applying from overseas schools such as those in the US, NZ, Australia, and Singapore.

Important Note: DHERST does not publish the NSL. Instead, each university you applied to will release its own NSL PDF before the academic year begins. So, check the websites of the universities you applied to for the latest updates.

Top Tip: Check the university websites for past year's NSL selection lists. This will give you a good idea of when to expect the 2024 NSL to be released.

2024 Continuing Students Acceptance List

If you are a continuing student, your university will put out the continuing students' acceptance lists at the end of the academic year or over the 2023/2024 Christmas holiday. It is your responsibility to find out your GPA and possible TESAS Status for the academic year 2024.

The best thing to do is to contact the Student Admin or the university or college Registrar and find out if they've released the Continuing Students Acceptance List. And importantly, check to see that your name is on the list. 

The University of Goroka (UoG) did well last year by informing its continuing students about their status before they went home for the Christmas holiday. We hope UoG does the same this year because it helps massively with the registration and orientation of its NEW students.

In fact, the other universities and colleges in PNG should do the same by informing the Continuing Students to avoid the long queues and unnecessary delays during the registration week.


2024 School Leavers Selections Lists - DHERST

The Grade 12 School Leavers Selections is solely done by DHERST (Department of Higher Education, Research, Science and Technology) through its National Online Application System (NOAS) and National  Online Selection System (NOSS).

If you are a 2023 Grade 12 student, your selections and the announcement of your TESAS status will be formally done by DHERST. 


When is DHERST Acceptance List PDF coming out?

By now the Grade 12 Schools Leavers should know whether they are selected to a University or College, or not. 

In fact, the higher education department launched the Grade 12 National Online Selection on the 21st of December 2023. 

But the non-school leavers and continuing students will have to wait until ALL the names (quotas from each university and college) have been confirmed, compiled and released to the general public. 

Only then, the students should be able to know their confirmed SELECTION STATUS, as well as their final TESAS STATUS.

Are you on TESAS?

DHERST used different statuses to indicate the TESAS Awards for selected students. 

The awards are based on the PNG government’s yearly sponsorship for students under the AES and HECAS categories, excluding the self-sponsored or corporate and overseas-sponsored students. 

Read this article for the meaning of the acronyms (TESAS, AES & HECAS) and what they mean.

So how will the NSLs, Grade 12 SLs and Continuing Students know if you are on TESAS or not? You can CONFIRM your scholarship status (whether you are on TESAS or self-sponsored) through the final (official) Acceptance List released by DHERST.

What to do as a Self-sponsored student?

Perhaps the important thing is to confirm your PNG GOVT SCHOLARSHIP (TESAS) status on the 2024 Tertiary Institution's Acceptance List

As the name implies, if you are a self-sponsored student you'll have to pay your own fees before the registration and orientation. 

If you do not pay the required fees, your place will be forfeited - another student in the admission pool who has the money will take your place.

Check with your university or college to confirm how much you MUST pay to register. In addition, this information will be contained in the Acceptance Letter your institution sends to you. Make sure you read and understand what you must do before admission.

Secure HELP - PNG Govt Scholarship

DHERST will facilitate the Student Loan Scheme (HELP or Higher Education Loan Program). 

If you are a self-sponsored student, you'll have to pay your fee for the first semester of 2024 and apply for the HELP loan.

The Continuing students and School Leavers can apply for the HELP loan program through their university or college. This also includes those who are doing their masters or doctorate studies. 

Check with your institution and ask for a HELP student loan application form. Also, find out about the due date and what to do so that your application is successful.

What to do if you are on DHERST's Admission Pool?

If you are a student on DHERST's admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2024 starts to see if you have been offered a placement at a university or college in PNG.

To give you an idea, the 2021/2022 selection had:
  • 31, 817 students were nominated to sit the exams; 
  • 26,544 students certified; 
  • 16,171 total HEI quota for 2021; and
  • 10,373 Grade 12 students will NOT be selected for 2022 HEI studies.
The good news is that there are 6,319 spaces (formally called quotas) to be filled via the Admission Pool. 

So, keep checking to see if you are one of the lucky ones from the admission pool admitted to a university or college. Here is a video on PNG Insight YouTube Channel that explains how the QUOTA works.

Registration and Orientation info for new students

Congratulations if you are selected to continue to a tertiary institution in 2024. There are several things that you should find out. 
  • Are you on TESAS (AES, HECAS)?
  • Will you be a SELF-SPONSORED student?
  • When are you likely to see your name on the DHERST selection list?
  • When is the 2024 REGISTRATION and ORIENTATION WEEK?
  • Should you inform your institution that you've accepted that offer?
At least, try to find out the answer to the 5 questions as you prepare to go to your new school.

2024 PNG Universities and Colleges Acceptance List: DHERST, Govt, and HEIs Challenges

In this article, PNG Insight discusses the key points about the 2024 PNG Universities and Colleges Acceptance List. It puts clarity on the achievements and challenges of the higher education department, the Govt and Stakeholders.

The aim is to address many of the 'why' questions (see the comment thread in this article) relating to the scheduled release of the DHERST selection & acceptance list.

The opinions are based on our personal experience since the inception of DHERST's online selection systems. We hope that it gives you an understanding of the whole process.

 2024 PNG Universities and Colleges Acceptance List

Grade 12 Selections to Tertiary Institutions

The selection of Grade 12 students takes place before the Acceptance List 2023 comes out. 

DHERST used the National Online Application System (NOAS) to capture students' school leavers' choices. And uses the National Online Selection System (NOSS) to, electronically, select students according to their choice on the online school leavers' form, the NOAS.

Before 2018, the Grade 12 students had only 1st, 2nd and 3rd choices they pre-fill on a manual school leavers form. The manual SLF is sent to Port Moresby where tertiary institutions in the country scour over the paper forms and select students - this is long gone. 

The online selection and 2023 acceptance list compilation will be the 5th year DHERST runs the online selection. 

The online selection system and acceptance is the best technological intervention implemented by the higher education department, DHERST. 

However, there seemed to be a certain weakness in the selection process as seen in the release of the 2020 and 2021 acceptance lists. We do not know exactly what caused the delay but we can only infer that it may be due to the Public Holiday. 

2021 Acceptance List Release - Case Example

The 2021 acceptance list will be published before the TESAS Award list. 

The Post Courier reports on a statement by the higher education department secretary mentioned that the 2021 acceptance list will be published in two parts
  • Acceptance List of School Leavers: formal list of all the students who will be enrolled for the first time at tertiary institutions in the country. 
  • TESAS Award List 2021: The final list of the students in the 2021 acceptance list including their 'indicated' TESAS Award status.
DHERST indicated to have released the acceptance list on the second Friday of January 2021. This has not happened. 

We believe DHERST was working to get the 2021 acceptance list out to the public. Meanwhile, students, parents and citizens have to wait for the higher education department to make another announcement. 

The Post Courier reported that the TESAS Award list will be released in late January or February 2021. 

The reason is that 'DHERST will wait for all the Higher Education Institutions (HEIs) in the country to confirm their selection listing before the final TESAS Award List comes out.

Waiting for the HEIs in the country to send the confirmed list to DHERST can take ages. But, the Post Courier hinted that the final list could come out by late January or early February before the academic year starts.

Why Acceptance List Not Released on Time?

Many students, parents and stakeholders were asking the same question, why was the list acceptance list not released on time. 

As mentioned, the process of selection, quality checks, confirming availability of spaces with HEIs, etc is challenging. DHERST must get it right so that they do not mess up the final acceptance list.

The final acceptance list for students to enrol at the universities (including the PNG Govt's scholarship details) should/will come out a few weeks before the academic year starts. 

If you are someone with a special circumstance (non-school leaver, school leaver, self-sponsored, etc ) and need more time to prepare; make sure you mitigate the risks in good time before the academic year starts.

DHERST Acceptance List 2024: Key Points

In a press release two years ago, the Department of Higher Education (DHERST) said the students whose names appeared on the Grade 12 selection list must take note of the three points
  • (1) Your personal details contained within your application has been forwarded to the Higher Education Institution which has selected you.
  • (2) You should expect to receive an admissions offer letter directly from your Higher Education Institution (HEI). The HEI will communicate directly with you to inform you on specific details. 
  • (3) If your Study Program receives scholarship awards from the National Government, you may be eligible for financial support through the Tertiary Education Student Assistance Scheme (TESAS). Your TESAS status is also indicated in this National Selection List. Please log in to the NOAS (apply.dherst.gov.pg) and check MyStatus section any time before the 22nd December 2018 for further details on how to access your scholarship. Concerns if DHERST Race Past February 2023

In the meantime, there is no need to worry, even though the school year is approaching fast. Citizens and stakeholders must be patient. DHERST, since 2018, has done a fantastic job with the:
  • Online School Leavers Application (NOAS),
  • Online Selection System (NOSS),
  • Compiling and quality-checking the selection listings
  • Liaising with HEIs in the country, 
  • Publishing the acceptance listing for ALL the HEIs 

Of course, there should be concerns raised IF DHERST has gone past mid-February. But for now, the department needs all the support it can get from the PNG govt, institutions in the country, parents, citizens and stakeholders.

UoG New Intake Acceptance Lists 2024 Information

The University of Goroka (UoG) publishes its annual acceptance lists in two instalments each year. In 2021 and 2022, the University announced the continuing students' status before they departed for the Christmas holidays. This practice eased the burden on UoG administration during the busy registration period at the start of the academic year.

How to download UoG New Intake Acceptance Lists 2024


2024 UoG Non-school Leavers and School Leavers List

Firstly, non-school leavers apply for a place through the University. Subsequently, the University of Goroka (UoG) makes the selection and publishes it on its website. This is entirely the University's responsibility.

Each faculty within UoG finalises the non-school leavers' selections, which are then submitted to the University Council for approval. Once approved, the list is published as a PDF document on the UoG website.

Secondly, school leavers' applications are processed through the Department of Higher Education, Research, Science and Technology (DHERST). Therefore, DHERST is responsible for generating the listing for all tertiary institutions in Papua New Guinea, including UoG. DHERST will then publish this list.

    UOG 2023 Acceptance List for Non-School Leavers 2024 Status Update

    The final list for non-school leavers' admission to the University of Goroka (UoG) in 2024 is typically released early in January. Please note that there will be no supplementary or reserve list. As announced by UoG last year, the admission lists for the UoG-Enga and Sepik Campuses will be uploaded to the university website one week after the publication of the UoG Goroka campus list.

    You can access the selection list on the UoG website at www.unigoroka.ac.pg. Acceptance letters will be mailed to successful applicants in good time before the start of the 2024 academic year. We encourage you to make any necessary arrangements as soon as you confirm your name on the university acceptance list.

    Note that his sequence of events is based on last year's schedule. Please, contact UoG for the 2024 registration and orientation details. You should also have the exacts dates on your acceptance letter. 

    • January – February: Students begin arriving on campus.
    • January: Deadline for payment.
    • February: Orientation for all new students.
    • February: Registration for all new intakes.
    • February: Registration for continuing students.
    • February–March: Late registration closes.
    • February: Semester One lectures commence.

    • The Continuing Students should know their status for 2024 before they go for the Christmas Holiday. If you are a continuing student and do NOT know your TESAS status, call your university and find out. 
    • 2023 Grade 12 School Leavers can check their selection status on the 21st of December 2023.
    • Non-school leavers applying to study in any of the tertiary institutions in the country will have to check the university they apply to. The universities will release the list of 2024 Non-school Leavers either on their website or in the newspapers.

    Note that DHERST will release the University and Non-University Selection Lists on the 23rd of December 2023. Students can view their selection STATUS through their individual National Online Application Accounts.

    For NSL and overseas students, check the table to see if your institution publishes the 2024 Non-School Leavers (NSL), Grade 12 School Leavers (SL) or Continuing Students (SC) listings, as we update the lists this year.



    The two groups of new intakes are the Grade 12 school leavers and non-school leavers, whereas the continuing students are students progressing to years 2, 3, and 4 or have continued on from the other programs last year.

    The universities also publish the list of post-graduate students on their websites around this time of the year. So be sure to check their websites if you have applied for a post-graduate study.

    One important thing to check is the student's status on the selection/admission lists. We mention it because the status indicates whether you are on the govt scholarship (TESAS) or not. 

    If you are indicated as SELF, you are either a self-sponsored student, an overseas-based student or a corporate-sponsored. You'll have to make the fee arrangements before registering at the university you are selected to attend.


    PNG Universities Selection Status Update

    Many universities tend to release the PDF lists of Continuing Students List before the New Students Lists (i.e. the Grade 12 School Leavers and Non-School Leavers) list for 2023.

      Last year, the University of Goroka released the names of the continuing students before they went for the Christmas Holiday. So, if you are a continuing student from UoG you should know your 2023 status by now.

    From past experience, the Grade 12 selection list for the tertiary institution in the country will be published by DHERST on its website. 

    The DHERST selection list contains the names of new intakes for the universities and non-universities. It is a comprehensive list. Here is what it said around this time last year.

    ''The selection list for school leavers to university has not been released by DHERST yet, though they have promised to release it on the 8th of January 2021. Understandably, a public holiday was declared on this day, and we hope DHERST will let the public know about the change of date, soon.''


    Non-school leavers' selection list 2024

    The non-school leavers' selection list is usually published after the school leaver and continuing students lists. Perhaps it is important to know that the list will be published by the university of your choice, not DHERST. So you must check with the university!

    The universities will publish the non-school leavers' selection list PDF before the academic year starts. One top tip is to check your preferred uni website for last year's selection list of non-school leavers. This will give you a good idea about WHEN they are likely to release the 2023 selection list for the non-school leavers' intake. 

    We are delighted to also know that for the first time last year (2021), Western Pacific University in the highlands of PNG will enrol 240 students in the foundation year. 

    The new Western Pacific University in Southern Highlands Province offers programs in:
    • International Business Management (BA) - 6 Semesters  (3 years);
    • E-Business and Digital Marketing (BA) - 6 Semesters (3 years); and
    • Computer Science (Engineering, BA) - 7 Semesters (3 years).

    Expectations on Registration Days

    Accepted students will receive their acceptance letters and enrollment information by mail. For additional information, contact the Office of the Registrar:

    Continuing students in Years 2, 3, and 4 can find progression lists alongside DBTI's Acceptance Lists.

    DBTI will release its final list for the upcoming academic year, detailing TESAS (HECAS & AES) status, registrations, orientation dates, and fees. 

    Stay updated by checking DBTI's website and Facebook page. The institution traditionally publishes acceptance lists in January.


    DHERST: Selection and Expectation

    DHERST stresses that selected students should promptly obtain their Admission or Acceptance Letters from the respective tertiary institutions. 

    For School Leavers selections in 2024, post-selection is ongoing through the National Admission Pool. Regularly check your NOAS account for offers from institutions and respond accordingly.

    DHERST outlines that the TESAS list for 2024 will be published on 21 December 2023, with the TESAS Scholarship Offer Letter provided through the NOAS account. For HELP, eligible applicants, whether on TESAS or not, must adhere to admission or registration policies.

    All documents are to be strictly in colour copy converted into pdf before uploading. File naming of each document should be like this:  yourfullname_typeofdocument (e.g) = Samuel Kuri_Grade12 Certificate

    Automatic Disqualification 

    Applicants seeking re-admission should take note that if you have previously failed 2 times in the first year or a total of 3 times during your program of study then you are automatically disqualified for re-admission into that program.

    Application Fee

    A non-refundable application processing fee of K 50.00 is to be deposited into: 
    PNG University of Technology, 
    Account Number: 1000 386581, 
    Bank of South Pacific, Lae Branch. 

    Mobile Phone Transfers will not be accepted.

    Internet banking transaction is allowed and that applicants send a copy of the transaction receipt as part of the documents required to be uploaded at the end of the application.

    UNITECH Online Application Requirements 

    All required fields having an (*) must be filled in with details – any omission will INVALIDATE this Application.

    All academic certificates & transcripts must be officially certified within the current year by a registered COMMISSIONER OF OATHS employed by the government (including district courthouses).

    The Commissioner must clearly state on each coloured photocopy that they have inspected the copy of the documents and confirm that: 

    (A) the original copy shows no evidence of fraudulent alterations, and

    (B) the coloured photocopy is a true copy of the unaltered original.

    Important selections note

    If you are a non-school leaver and have applied to UPNG, the university (UPNG) will inform you when you are accepted into a program. 

    For example, if you submitted the 2024 UPNG non-school leaver application, you'll hear directly from UPNG - not from DHERST.

    The university will directly inform you via the acceptance letter and/or by publishing the acceptance list on its website. Then, you must accept the Offer Letter and let the UPNG know about your intention to take up the offer immediately.

    UPNG Acceptance Lists for 2024

    The University of Papua New Guinea offers Diploma, Bachelor, Bachelor (Professional), Bachelor (Honours), Post-Graduate Diploma, Master, PhD and D.B.A. programs.

    UPNG accepts School Leavers and Non-School leavers for admission into its Diploma, Bachelor and Bachelor (Professional) programs.

    Here is what SL and NSL mean:
    • School leavers - Grade 12 school leavers seeking admission in the next immediate year
    • Non-School leavers - Prospecting students who completed Grade 12 in the last 5 years, including FODE and DODL students and international students.

    Non-school Leavers Acceptance List

    Due to limited space and resources, the University can only admit a limited number of new students into various programmes of study. As a result, competition is very high and priority is given to those with higher GPAs. 

    Those seeking enrolment must satisfy the UPNG admission requirement.

    The Non-School Leavers are selected based on their application in response to the University’s advertisement every year. The university does the selection and informs the students by publishing the 2023 non-school leavers acceptance list on each university's website.

    School Leavers Acceptance List

    School leavers are selected based on the options provided by the Department of Higher Education. DHERST does the selection online and informs the students of their AES or TESAS statuses.

    The 2024 school leavers' selection list will be published on the DHERST website like it did in the past unless things have changed. However, it seems that the selection will continue as normal this year.

    UPNG postgraduate programs

    The University advertises for postgraduate programs such as Bachelor (Honours), Post-Graduate Diploma, Master, PhD and D.B.A. programs. Candidates with a good Bachelors degree are eligible to apply for Bachelor (Honours), Post-Graduate Diploma and Master programs. 

    Candidates with a good Master degree are eligible to apply for the PhD program and D.B.A. program. The University selects the candidates for these programs from among those who apply against its advertisement every year.

    Acceptance letters

    The University sends offer/acceptance letters to all candidates selected for various programs in addition to advertising the names of selected candidates for various programs in the prominent newspapers in the Country. 

    The candidates who accept the offer letters are requested to pay the relevant yearly fee in full and register themselves for the program for which they are accepted usually in February of the year concerned. 

    The process of admission ends with the registration of the students for the program for which they are accepted.
