The Royal Papua New Guinea Constabulary (RPNC) Reserve common characters

 The  applicants for the police reserves should have:

  • High integrity
  • Community focussed
  • Against provincialism or tribalism
  • Must be able to lead
  • Must be able to deliver Policing in Partnership with the Community
  • Must know that the uniform belongs to the People. (Sic)
Former police reservists with clean disciplinary records are encouraged to apply.

What the police constabulary is looking for:

  • Placed high importance on the rule of law and strong community-based values;
  • Support initiatives to prevent sexual violence and discrimination against females and minority groups; and
  • Believe in the injustice of sorcery allegations.

Who can apply for Police Reserve Training 

The former police reservists are encouraged to apply. But the reservists must have good standing in the community and a clean policing record.

The Royal Papua New Guinea Constabulary (RPNC) embraces the national govt Gender Equality and Social Inclusion (GESI) policy. Thus, RPNGC encourages women and anyone who believes they can contribute meaningfully to apply.

BIP App Safe?

Your messages on BiP are encrypted if your backup feature is turned on. If your backup feature is turned off, your messages will be deleted after a certain time. All communication between your mobile device and the servers is encrypted and securely transmitted.

Access and Cost

You are the only person able to access your messages. BiP to BiP Messaging is free. However, Wi-Fi/Data connection is required to access BiP Messenger.

You can click on the + button on your chat screen and then select the "new chat" option from the menu. Select "new group" and create groups with up to 400 people.

From the group chat screen, you can click on the group name and choose the "mute" option.

You can make voice/video calls to other BiP users, whether they are in Jamaica or overseas.

Under the “Calls” tab, select the keypad to dial the number you want to call.

Do I pay anything for Voice/Video Calls?

Voice/Video Call are made via BiP. Once you are connected to the internet (Wi-Fi or Mobile Data), you will be able to make/receive calls.

You are able to play games for free.

You can play games in different categories such as action, sports, puzzle, skill, simulation, etc.

There are no any multilayered games in BiP at this time.

How much should a car service cost

 The car dealers and car service providers are reaping off the unsuspecting customers (and business houses) off thousands of money. Readers can learn from my experience with car repair and maintenance workshops in Port Moresby. It's reassuring to know that you can get a professional service for less than the dodgy dealers.

How much you should pay for a car service?

The major car service cost depends on the in milage (miles/kilometres) a car incurs over time and the type of vehicle. For an average vehicle, you may want to consider one of these services. 
  1. A Service: If you have not done any service for under 6 months, an A-service for your car is recommended. This service is recommended to be done every 6 months. See below is a list of checks and jobs done during an A-service at a GOOD car service provider. Cost: K500.00 parts + labour maximum
  2. B Car Service: This second (high) service is ideal for vehicles that have not been serviced for over 6 months. In this service, the vehicle would need a thorough inspection and recommendations for changing parts. This will also include the jobs in the A-service. Cost: K1,000 maximum (plus inspection and labour).
  3. C Car Service: The third (and higher) category of service is best for cars that have not been serviced for over 1 year. In a C-Service the vehicle will undergo a complete check and overhaul; and parts replacement. Cost can be in access of K1,500+ including the parts replacement. So, communicate effectively with the workshop people before work starts on your vehicle.

Apparently, the garages/workshops are not all the same. Some lesser know garages source the parts from suppliers and do their mark-ups. That is where it gets messy - so be sure to ask questions.

How much should a car service cost depends on the type of service one may opt for. The above cost estimate is based on a reputable dealer's receipt and actual payment (see image for detail, name withheld). If you want the best for your car, do an A-service every 6 months. This will keep your car in good running condition. 

Here are 5 questions you should ask when taking your car in for service:

  1.  Can I have a Service Quote (SQ)?
  2. If you are going to change any main parts, can you please call me before making any replacement? (Most garages do that)
  3. If you are replacing any parts, can I have the replaced parts back, please? (This is important because then you'll know the parts are actually replaced. I've done that and found some con-jobs have been done on my car on several occasions)
  4. Do you have any special service and parts offers for this month? (This can be the chance to get a brand new part or accessory such as the tyre and battery for your car)
  5. When do I expect a call from you to pick up the car? (This post first appeared on pnginsightblog.com)

How often should you service your car?

The best way to keep your car in a good condition is to service it every 5,000 km or every 6 months.

An A-service should be done every 6 months if you use the vehicle every day; and ideally, for a vehicle that are doing 5,000 - 10,000 kilometres at the last service. In an A-Service typical service, the mechanic will do the following: 
  • inspect and adjust, 
  • check and clean, and 
  • replace oil and lubricants. 
The A-service is probably the service that can be done professionally at a garage/workshop/car service provider.

As a car owner, you'll know when your car needs a good service. Vehicles that do 10,000 - 50,000 km or 50,000 to 100,000 km must undergo a B and C services, respectively. This service can be expensive.

  • adjust brakes  
  • clean battery terminals
  • lubricate door hinges and bonnet latch
The mechanic will carry out a ROAD TEST after all the inspections, checks, adjustments and replacements have been done to your vehicle.

ALL THESE CAN BE DONE AT LESS THAN K500. If you see that a car service provider is charging you more, there is something wrong. You should ask why and get a response from them. Perhaps it is important to note that the car service providers may charge extra for the jobs done if they are getting parts from suppliers in town or overseas.

We have to concede, Mutang, that we lost all you lost to a large extent the battle against the loggers and their corrupt politician allies in Sarawak that you know over that period leading up to the end of the last century. Now, what did those loggers do after they made their first billions? 

As I explained they spread their tentacles into any other forested areas they could and one of the biggest lures, one of the biggest you know areas to get in before anyone else did was Gary’s territory of Papua New Guinea.

Gary when did these guys these same families these are companies um you know from Cebu, that's a town in Sarawak um mainly populated by you know long-established families originally from mainland China, who had you know the very well-known business region of mainland China um with very astute and ruthless reputation actually um these are family companies they married into each other. 

I actually think quite often of the Sicilian mafia when I’m looking for a uh an equivalent um they then arrived the same family members the same companies at your door, didn't they Gary? When was that round about the 1990s?

Actually they came in in the 1980s mid-1980s. And uh and how did they transform lives in your area Well we had a logging industry, a forestry industry, I would say in Papua New Guinea and it was you know basically the companies were from Japan, Australia, New Zealand and America and they did what uh companies ought to do which is to abide by the laws of a nation, wherever they are operating in. So they respected these laws which dictated where they could carry out deforestation activities, where they couldn't and they actually went into downstream processing.

They actually went into downstream processing and they had you know wood pulp mills plywood meals etc and there was a massive reforestation program that was managed by the department of forestry until the Malaysian cartels came into Papua New Guinea. 

When they (the Malaysian Cartels) came in they immediately displaced those legitimate companies that were operating in the forestry sector and soon enough these companies packed up and left because they just couldn't operate in this environment where they were intimidated, where they couldn't get permits where they were not treated fairly and eventually they packed up and that downstream processing industry was completely dismantled and replaced with a round log export.

You know philosophy that was perpetrated by the Malaysian timber companies. Then we saw some very interesting things happen which you know on the face of it you can't really tell but if you go into details and if you scrutinize what was actually happening you would see a systematic development of a perverted system whereby the various government departments responsible for checks and balances were compromised.

So permits and licenses would only go to these particular companies and you know and in record speed, without following the due processes for example there was no free prior informed consent from landowners. You know 97 (per cent) of the land in Papua New Guinea is owned by clans and what they would do is they would target individuals within these clans compromise them and then use the perverted system that they created in the government.

 They would then gain access to this forest. They even I would I’m stating here from my own analysis of what happened, they even went through the process of carrying out government reforms deliberately so that they could access timber in areas which they couldn't originally access. In the first place, for instance, provinces used to have a huge say in regards to what type of companies would operate in their jurisdiction. Well reforms were carried out in 95 they called them you know provincial government reforms and they basically allowed the centralizing of permits and licenses to be made from Wagani by the national government which were easily accessed by these companies then they could access the provinces and their forest which they couldn't previously do so.

That this is you know that's my knowledge of how they first entered Papua New Guinea and what they started to do well is what we're effectively talking about is um the systematic corruption of a country. Isn't it?

How to Get PNG Police Character Clearance Certificate - Fees and Forms Update

A POLICE Clearance certificate is a vital document that is needed for many purposes. However, many people do not know how to obtain a police clearance certificate.


According to the Acting Officer in Charge (OIC) of the National Criminal Records Office (NCRO) Chief Sergeant Kasa Wumber there are six main types of Police Clearance reports done by his office. 

These include five Character Checks and a Police Crime Report. The character checks include; 

  • Public Motor Vehicle (PMV) character check, 
  • Papua New Guinea police character check, 
  • firearms character check, 
  • expatriates in Papua New Guinea character check and 
  • expatriates overseas character check.

Location of police clearance check (National Forensic Centre)

Police Clearance reports are issued by the NCRO currently located at the National Forensic Centre, Varahe Road Gordons in Port Moresby. No police stations or another office can issue a police clearance certificate.

The only authorised signature on the certificate must be that of the OIC National Criminal Records Office, by the delegation on behalf of the Commissioner of Police. In the absence of the OIC, the second officer in charge (2IC) will sign on his behalf. Any other signature on the Police Clearance certificate is not to be accepted.

 How to Apply for a Police Clearance Certificate Check - UPDATE

To apply for a police clearance certificate, you can pick up a form at the National Criminal Records Office. For those living in the other provinces, you can collect a form from your nearest police station where you will be fingerprinted. Pay the K65.00 fee at your nearest finance cashier office and attach the receipt with the application form and mail it to the NCRO office at the Police National Headquarters to the following address: OIC National Criminal Records Office RPNGC, P.O 85, Konedobu, National Capital District. 

Alternatively, pay the fee and take the receipt and a recent ID photo of you to the National Criminal Records Office at Gordons (for those in Port Moresby). The officers of the NCRO will assist with the Police character check forms and also take your fingerprints for processing.

For fingerprinting please go to your nearest police station and a policeman will help fingerprint you. Pay your K10 (sic. Now K65) fee, attach the receipt and mail it to the address listed. Where to pay the character check FEES

For those in Port Moresby you can pay your Character Check or Police Crime Report fees at any of these three locations; 

  • Vulupindi Haus, 
  • Firearm Registry Office at the Boroko Police Station and 
  • the Central Government Office at Konedobu.
 Attach the receipt to the application and submit it to the NCRO office at Gordons. You will be given a number and expected date for follow up or collection.

All police character check fee is K65.00. You are not to pay any additional fees.

Expatriates character checks

For expatriates, there are two separate application forms for those who are living in the country and those who have left but require PNG Police Clearance Certificates for the countries they are currently residing in.

They are required to bring their complete application form together with their current passport and visa and current work permit as well as the receipt of the K65.00 payment.

Time and operation hours of police character checks

The duration of the Character Check is one week for nationals and two weeks for expatriates.

The NCRO is open only on Mondays, Tuesdays, Thursdays and Fridays. Lodgement of application forms is usually from 9:00am – 12:00pm. 

The collection of character certificate is between 1:00pm and 3:30pm each Monday, Tuesday, Thursday and Friday. Mondays are allocated for the lodgement of police character checks for the purpose of opening bank accounts, studying in PNG, passport application and PMV.

Employment character check applications

Employment character check applications are done on Tuesdays and Fridays only. Expatriate character checks, visa, firearm, Investment Promotion Authority (IPA), National Airports Corporation (NAC) passes, crime reports, study overseas and port passes are done on Thursdays only.

Nationals and expatriates living overseas must report to their nearest police station in the country they are in and they will collect their required information and send them to the NCRO in Port Moresby. 

Firearm applicants must also attach the notice for sale and disposal form from a licensed gun dealer and the complete Interpol firearm request form to secure a character check certificate.

How to send credit from bmobile to bmobile

You can send and receive credits from Bmobile to Bmobile. Also, someone in need of credit can request (ask) for credits to be sent to them as long as you are on the same Bmobile network.

For these services to work, you should use the Bmobile network.


How to check if your Bmobile number is active?

You'll have to do a speed dial test. To do that:

  • firstly, dial *123
  • when there is an answer press 2. 
If you get a balance, then your Bmobile number is still active. That means that you can use the Credit Me service. 

If you cannot retrieve the balance, then the above credit transfers will not work for you because you do not have enough credit. You will have to buy a Bmobile card and put it on your phone before using the Credit Me service.

So, never let your phone reach zero balance.

KNEC LCBE Portal Users Updates 2024

The Kenya National Examination Council (KNEC) has initiated several online portals to collect, process data and disseminate information to the public. There are pros and cons of the new online portals. This article gives details of the KNEC LCBE portal assessments for our visitors from Kenya.

What is KNEC LCBE Portal?

The LCBE portal is a new web-based system for capturing school data and assessments. The portal aims to help KNEC and teachers do the following tasks:

  • conduct online assessments, 
  • register learners and 
  • upload schools-based assessment scores.

Registration takes place based on the school calendar and guidance from KNEC.

How to Use LCBE Registration Portal?

The KNEC LCBE registration portal is mostly for exam registration purposes

The examination centres are expected to log onto the platform for each examination and enter the candidates’ details using the school/centre registration password.

To register, go to the KNEC LCBE portal: 

  • Go to the footer
  • Proceed to the portal by clicking on the  marked button 
  • Press the Red LCBE Portal option on the left side: 
  • Under the Primary Schools (KCPE) section, press the LCBE portal button, 
  • You'll be redirected to a sign-in page
  • Follow the prompts to complete registration

Registration for candidates usually starts late in April and ends in mid-May. 

Headteachers should ensure the following information is correct:

  • Name of candidate/learner;
  • Order of names as they appear on the birth certificate;

  • School choices for KCPE;
  • Year of birth;
  • Citizenship and
  • Subjects registered

How to become a KNEC examiner/invigilator - CP2?

CP2 is the short form for the Contracted Professional System, an online platform for teachers and interested professionals to apply to  KNEC to assist with the administration and monitoring of national exams.

Through the KNEC CP2 portal, Kenyans can register for contractual roles.

Port Moresby Varirata National Park Bush Walk Adventure

 Varirata National Park (Port Moresby) is a fantastic place for bushwalking. The three common bushwalking options are the Main road Walk, 3000 K walk or 1000 K walk.

The main road walk takes you around the track. It is often busy over the weekend and holiday so look out for the vehicles as they go past. This is an easy and pleasant option as you do need a guide. It is also ideal for road runners and families with smaller children.

The second option for Bush Walk at Varirara National Park is the1 K walk from the main reception to the lookout.

If you are serious about Busk Walking, the third option is for you. Take the complete loop around the conservation park. It is about 3K walk, but not for the fainted hearts. It can take 2 to 3 hours, depending on how fast you walk. So, go prepared.


Plenty to see on Varirata Bush Walk

Five out of the thirty-five species of birds of paradise live in the park, and PNG’s National Emblem, the Raggiana, is without any doubt, is the guest of honour.

Between April and October, during peak breeding season, there is an excellent chance of seeing some males in full breeding plumage dancing to attract female attention.
Top tip: If you really what to get the best out of your trip to Varirata National Park, I would recommend enlisting a local guide to take you on walks through the forest. You can ask for guides or assistance at the main entrance.

The Lookout is 833 metres above sea level. Port Moresby Jackson airport is within clear view. On a beautiful day, you can see the planes landing and taking off.


Go prepared with cash, food, water, sunscreen and bug repellent. As for the serious walkers, this could be a recurring visit once you've done it the first time. You've got to visit Varirata National Park if you have been living in Port Moresby, but have not visited the park yet.

World Menstrual Health Day: Shattering the Stigma in Papua New Guinea

Every Thursday, for the past five (5) years a group of dedicated women meet in Lae, Papua New Guinea, to sew high quality washable menstrual pads. So far, they have distributed over 3000 of these hygiene packs to girls in the Morobe province.

In preparation for Menstrual Hygiene Day (28 May), girls from Christ The King Primary School will receive sets of these hand-sewn items, along with a health talk about the female body, menstruation, pregnancy and the importance of female hygiene. 

“There is a big need. Store-bought pads are expensive. And the disposal of plastic synthetic pads is a problem for our environment.” Nakei Siloi, Marama and spokesperson for the group has been a volunteer with Days for Girls since 2018. “We do not want our daughters to miss school just because she has her sikmun. We want to educate our girls about her monthly cycle. To emphasize to her how natural and normal having a period is.” 

In many parts of Papua New Guinea, haus meri or menstrual huts provide women and girls with the opportunity to support one another during their sikmun. “Because many of us have moved to urban locations, these opportunities for focused learning and rest are not readily available. We may not be talking openly about menstrual hygiene, so our daughters miss out.”

There is a culture of shame and taboo on matters pertaining to sexuality. Girls are teased at school if their clothes are stained. This also discourages our daughters from attending class. 

“Days for Girls have programmes which educate our sons about menstruation. It is called ‘Men who Know.’” Every man and boy is connected to a mother, wife, daughter, sister, friend, coworker or classmate. Men and boys would be crucial partners to shatter the stigma and in the future, influence decision making. “We are looking for men who might want to volunteer to join us in this endeavour” said Ms Siloi. 

Days for Girls was first established in Lae by Wendy Christie, supported by New Zealand, and Australian Days for Girls Teams and Chapters (especially those in Annerley, Boonah and Redlands, Queensland) along with sponsors; The Lioness Club of Lae, Express Freight Management, Chemcare, Papindo Ltd, Theodist and Brian Bell Home Centres.

Logging companies must now pay for their crimes against our environment, our country, and our people.

I saw first-hand the damages logging companies are doing to the natural forests (and plants and animals) and the river systems in parts of New Guinea Ireland. It is a case of You never know till you see It. And the distractions caused by the logging companies are much bigger than we imagined.  PNG govt has got stop the logging operations in the country.

Why complete ban on logging is urgent

In 2019 and 2020 I visited the provincial town of Namatanai in the New Ireland Province and Kimbe in the West New Britain Province. I fell in love with the natural wonders of the provinces. It was just stunning. 

You'll know what I mean if you know about the 'Bilas Peles' and 'Oil Palm Country'.

The rivers are crystal-clear blue. You can tell how healthy the forests and habitats are. 

But, I also saw the damages logging companies have done. Complete destruction of the forests and natural surroundings. The logging ships parked out in the sea and tugboats doing rounds, unloading logs. Even at night.

The locals call the foreign loggers, pirates. They live onboard the massive logging carriers, load the logs and take off.

Forestry Authority, provincial govt or the national govt care less

Drove past the Pinakin Roadside market along the Buluminskey highway back to Kavieng Town. And two Toyota Lancruisers parked on the roadside, Men in Uniform. The guide told me that they were the mobile squad from the Rabaul Tomaringa Barracks here on Logging Assignment.

It saddens me that some logging companies can do that:

  • running bulldozers up the delicates limestone rocks, clear-fell the trees,
  • destroying the natural habitats, the streams and river systems; and 
  • getting police to watch over the logging operation.
Inadvertently, one seems to care. Not even the provincial govt or the national govt. 

The impacts of logging an area of forest is obvious like day light. 

I saw what the logging companies have done to the pristine waters of New Ireland and West New Britain Provinces. Once, there was no mud in the river systems. You can literally jump in and slash and the water remained crystal-clear. 

The waters are no more clear. The river banks are covered in Mud. It may look clean on the surface. One splash and it turn murky.

The loggers have been doing a lot of damage than imagined

After the visit, I have been tweeting my frustrations about the destruction done to the environment by the logging companies. It is not nice. It is inhumane. And, it should stop. 

Today, it is reassuring that a govt body has put the logging 'pirates' under the spotlight. When we talk about logging companies, it is not just about tax evasion or tax exemption. No. 

It is about the natural beauty of our beautiful country. And, I think Dr Ketan put it nicely. The logging companies must pay for their crimes - crimes committed against the PNG govt and also the crimes they caused against nature.

IRC Commissioner Sam Koim has a reputation for going after the big crooks in Papua New Guinea. After serving his legal apprenticeship at Justice Department, Mr Koim was handpicked by former prime minister Peter O’Neill to investigate and prosecute corrupt politicians and their foreign cronies. Mr Koim demonstrated diligence in his work by prosecuting crooked public officeholders. He took a step further by investigating his political boss, the prime minister, which ultimately cost him his job as head of Task Force Sweep.

Now, after being appointed IRC Commissioner by the current prime minister James Marape, Mr Koim promises us that he is going after the Malaysian timber cartel, an obnoxious gang of tax evaders, who have been corrupting PNG politicians and public servants over the last 40 years to steal billions of dollars through transfer pricing and false declarations on the value of logs for export.

The IRC must be thorough and ruthless in its approach to weeding out corruption with the forest industry. A 1980s inquiry into the forest industry by Justice Tos Barnett uncovered widespread corruption involving a deputy prime minister, parliamentarians, and departmental heads working in partnership with the Sia brothers and other Malaysians to steal money from the country.

All corrupt PNG politicians and public servants were named in the reports by Tos Barnett. Veteran PNG journalist Harlyne Joku and the Times newspaper editor Anna Solomon published a series of reports on corruption within the forest industry. I have published the names of crooked PNG government officials in a chapter of a book edited by Michael Rynkiewich of the Melanesian Institute.

Papua New Guineans tend to have collective amnesia on corrupt officials, so we need to constantly remind readers of the past sins of our leaders.

Sam Koim knows that state agencies and the officials who work within them have aided and abetted the work of crooked foreign businessmen. The Malaysian loggers were brought into this country by Michael Somare and other politicians. RH is at the forefront of destructive logging in this country. It owns the Vision City Mall as well as the Stanley Hotel, in addition to other companies. It will require the most skilled and imaginative auditors to trace the trail of transfers of funds from one company to another through a series of Holding companies and offshore accounts.

We need to set an example to deter crooks from robbing us in future. Lock up the big foreign crooks, including facilitators within PNG, and nationalize all assets acquired through fraud. The logging companies must now pay for their crimes against our environment, our country, and our people.
