DHERST Online Selection Running Well in Its Second Year (2019)

The DHERST (Department of Higher Education, Research, Science and Technology) is rolling out the Grade 12 online selection for the second year running. 

Last year was a successful start, though some may say otherwise. This year is sure to build on the success of last year. The DHERST online selection is seen by many stakeholders as the way forward for higher education in Papua New Guinea. 


The Grade 12 School Leavers ONLINE Selection started in 2018. It is the best thing that happens. The online selection helps DHERST, the government and stakeholders know exactly how many Grade 12 students are selected for universities and colleges. 

In a recent media statement, DHERST resorted to also bringing the NON-SCHOOL LEAVERS Selection ONLINE. Universities and colleges are not going to make the selections. So, what does that mean for you as a non-school leaver applicant? Find out here


For the Grade 12 students or parents wanting more information on this year's selection, the best place to get the latest news online is the DHERST website (dherst.gov.pg) or Facebook page. 

Re-posted below is the first reminder released by dherst.gov.pg concerning the Grade 12 online choices and selections.

(1) As of 1st December 2018, your 5 Choices are locked in. If you have not filled in your 5 Choices, you can still have a final chance on the 10th - 11th December 2018 (48 hours) to make your final changes to your choices.

(2) REMEMBER, although your 5 Choices are locked, you CAN still log into your NOAS account and you must double-check that you have filled in ALL of your MyData information. Applications Close entirely on 11th December 2018 at 11.59pm.

(3) If you are applying for a Study Program at PNG University of Technology or the University of Goroka, you are then required to have taken the STAT-P examinations and therefore you must enter your STAT-P ID in the MyData Section. If you do not enter this, Selectors at PNG UoT and UoG will not have access to your STAT-P scores and you will then miss your chance to be selected.

(4) Have you filled in your BackUP Choices? Make sure you do. This is located in the MyAcceptable Programs section.

(5) Your Grade 12 final marks will be returned to DHERST on the 8th of December 2018 and commencing on the 10th of December 2018 at 12.01am, you will have 48 hours to check if you need to change your 5 choices.

(6) If in doubt, email us at studentsupport@dherst.gov.pg and provide your full name, secondary school, and phone number for us to get in touch with you.

It is Over at Brisbane Broncos: Wayne Bennett Contract Terminated With Immediate Effect


The termination of Wayne Bennett’s contract came after a week of intense scrutiny by the NRL club, Brisbane Broncos. The 68 year old super coach is said to have signed a 4-year deal to coach the South Sydney Rabbitohs starting 2020. 

The South Sydney current coach Anthony Seibold signed to start coaching the Brisbane Broncos in the same year, 2020 and marked to be a swap of some sort. However, the anticipated contracts of both Wayne Bennett and Anthony Seibold to start in 2020 may have to take effect sooner than expected.

It appeared that Bennett’s termination by the Broncos happened abruptly. The club release a statement on its website thanking veteran coach for his 


"contribution to the club and wish him all the best for the future".  Brisbane Broncos website

Meanwhile, the NRL clubs Brisbane Broncos and South Sydney will release the names of the clubs new coaches in the coming weeks, hopefully before the preseason training kicks off. It is highly likely that a swap of coaches will happen. Wayne goes south to Sydney. Anthony heads up the ally to Brisbane.

NCSL Members Portal Effective Way to Check Balance and Loan Eligibility

The NCSL Members Portal is a highly effective tool for NASFUND Contributors Savings & Loans Society members. This online platform, also known as the NCSL member portal, provides a convenient and straightforward way to check your account balance and determine your loan eligibility. 

Whether you're at home or on the go, the portal allows easy access to your financial information, helping you stay informed and make timely decisions regarding your savings and loan options.

You can access online services like checking balance or loan and savings withdrawal eligibility; submitting online loan or withdrawal applications; and getting member statements. 

The services can be accessed via mobile phones, tablets, laptops and desktops.

So if you are already a registered member, you may be familiar with the benefits of using the portal. If you are a member of NCSL but have not registered yet on NCSL online portal, here are the helpful tips to help you register. 


Go to the registration page. 

  • Step-1: The NCSL members new to the portal are required to have membership numbers and dates of birth to complete step one of the registration process. These details are important to register. If you forget about the membership details, immediately contact NCSL at helpdesk@ncsl.com.pg or call 313 2000.
  • Step-2: Input your required personal/member details. Be realistic about the membership details you are entering – the details must be factual and current.
  • Step-3: The final step is to confirm your registration. This step requires members to have an email account. Always have - in addition to other membership details – your personal email account ready before starting the registration on the NCSL Online Portal.

Enter your member details and follow the prompt.

How to Check MyPNGExamResults 2025 Guide for Grade 10 and Grade 12 (LOGIN & DOWNLOAD PDF)

The 2025 PNG Examination Result platform aims to help Grade 10 and Grade 12 students,  parents and stakeholders check results online - on personal computers and mobile devices.

So, can you download your exam results? First, you must use the default password and access the My PNG Exam Results Portal - if you need help, check out this article. Then view and download the exam results PDF as instructed below.

To check your PNG exam results for 2025 and download the PDF, follow these steps:
  • Visit the official website at mypngexamresults.com.
  • Enter your Surname, First name + Middle name, and your Default Password to log in.
  • Once logged in, you will be able to view your exam results.

Sustaining Free Education: Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis of TFF Policy in PNG

In brief, the PNG government's free education policy was an attempt to achieve integral human development that was stipulated in the vision and mission of the education department. The attempts to implement the free education policy in 1981, 1993 and 2002 were short lived. The attempt in 2012 by the O’Neill government lasted over] five years and its funding was consistent. 

Capacity to manage the Tuition Fee Free Education (TFFE) funds and report on it was lacking in the department of education [from the start]. The [recent] establishment of the TFF Secretariat, the Governance and Management Structure and the Reporting System to monitor the use of TFFE funds needed implementing urgently.

TFF policy: Sustaining Compulsory and Affordable Education Long Term

The slides (converted to PDF) is a presentation by PNG Insight at the ANU/UPNG 2018 Conference. It highlighted the 5 *goals* of the Tuition Fee-Free Policy and evaluated the challenges; and made 3 practical recommendations to sustain the policy long term.



The 5 goals are:

1. Access is improved for all children, especially girls;
2. Retentions is enhanced where more children complete 9 years of primary education [13 years of pre-primary to secondary education inclusive] 
3. Quality of education is improved for all grade of elementary to primary levels;
4. Education management is strengthen across all administrative levels [implementing & monitoring TFFE policy];
5. Equity is enhanced to ensure quality education is available for all children in all communities across the country.

More than 7 years of implementing the TFF policy there is a need to completely review the whole process. The presentation gives 3 practical recommendations to not only sustain but also strengthen the TFF policy.

Book Review: Secondary Education in Fiji – A Key to the Future by Helen Tavola

Content Summary

Helen Tavola identified three (3) areas as fundamental to the development of Ministry of Education Ministry in Fiji. Namely the Policy variables, political context and government’s Grant-in-school fee subsidy. The three areas formed the basis of her research work. 



She carried out the fieldwork in 11 schools in different geographic areas in Fiji and among wide ethnic composition. One of the social issues that stood out was the disparity in ethnicity and population of children in schools in the colonial eras and before and after Fiji’s independence in 1970. However, it is ominous that Helen’s attempts to address the three (3) issues hinges on the racial divide among the different ethnic groups and their social and economic standings in Fiji societies.

Identifiably, the Native Fijians concentrated more on subsistence and rural agriculture in the early part of developments in of the Education Ministry in Fiji. 

In retrospect, the other ethnicities view education as a way to liberate themselves and encouraged their children to actively seek further education. This resulted in the disparity in the level of education and qualification. The Native Fijians are generally less educated than the other Fiji ethnicities.

The examinations for Grades 10 and 12 will go ahead as planned and scheduled on the Education Calendar.

These are the approved 2024 National Examination Dates. Examinations will be held for Grade 8, Grade 10 & Grade 12.
  • Grade 10 Written Expression Exam - June 6th, 2024
  • Grade 12 Written Expression Exam - August 5th, 2024
  • Grade 10 Examinations - 1 week October 7th - 11th, 2024
  • Grade 12 Examinations - 1 week October 14th - 18th, 2024
  • Grade 8 Examinations - 4 days October 21th - 24th, 2024



The headmasters and principals should be well aware of these dates. Parents and stakeholders must note that there is no change to the exam schedules unless stated otherwise by the Education Department in Waigani.

How to Send Money from Papua New Guinea to Overseas Account

Many people wanting to send money to friends and family living and working or doing business overseas may have found it difficult due to the foreign currency ceiling set by the Papua New Guinea government in 2015/16. The issue is real and current.

Unlike in the past where you can do overseas transactions freely, presently you may send less than 30 thousand Kina to an overseas account. That means that there is a *fixed* amount to be sending per month. 

It may depend on which bank you are banking with, so find out with your bank about how much the bank can let you send in one transaction.

Generally, there are three important processes to follow.


1. Complete an application form with your bank to raise the amount you want to send overseas. If you do not do that you will send less than K5000 per month.

2. Complete a telegraphic transfer at the bank.  You'd have to personally go into bank to do this manually. Alternatively, it is much easier  and faster to transfer money online. You just have to register for Internet banking.

3. Complete a Bank of PNG Form- R1 (BoP-R1) and submit it to your bank, online. (Contact me for a copy of BoP form or direct email address if you need it).

The transfer is a monthly transaction done not more than once per month. Simply,  follow the three processes to send money overseas will save you time, effort and headache of standing in queues.

How to Estimate School Examination and Certification Grades

When students are anticipating Grades 8, 10 or 12 examinations (and results or selections) it is perhaps useful to estimate their marks. This post aims to show parents, students, teachers and stakeholders how to estimate the grades of students.

There are two benefits of knowing the likely grades of students - and especially the grade 12 students - before they sit the national exams based on percentages ranking (shown below). 

  • Firstly, this will help students to revise well and teachers to prepare their students properly for examinations. 
  • Secondly, this can help students to make suitable choices on School Leavers Forms (SLF). 

Exam & School-based Test Results

Suppose the total marks in an 'external' examination is out of 100 marks, a student who sits the exam can get a mark ranging from 0 to 100. The student is then graded accordingly. The final grading takes into account the student's performances in both the external examination and internal school-based tests/assessments for that particular subject.

The collating of marks is called Standardisation. This stage uses the student's MARKS from both the external (exam marks) and internal (school-based) performance results. Usually, the internal marks have less weight than the external marks.

The examinations are very important. The student will not be graded or go through the selection process if they do not sit the national examinations. Therefore as mentioned, exam plays a crucial part in the standardisation of student's marks. And, eventually selections to higher institutions. 

In retrospect, exactly how the standardisation of results (and percentage composition of Internal vs external marks) in PNG is done is NOT available in the public domain. But, general inferences of marks and grading can put students in better positions. Especially, in a great position to prepare for exams and make informed choices on SLF.

So far, the post places emphasis on external exam performance. Yes, an exam is important in all scheme of things. In fact, exams results are the culmination of all the work that has been done over time, at different grade levels. The exams marks are barely the reflection of school-based learning.

Percentage-based Grading

The example of the breakdown in marks below can help you rationalise how the process works. Note that this is for guidance purposes only

For example, in Maths B a student's grades could be awarded on a percentage-based criteria as follows:

A = top 5 %
B = 25%
C = 40%
D = 25%
F = bottom 5%

So if a student wants to get an A in the Maths B exam (out of 100 marks) they MUST score 95/100 or more in the examination.

Schools Overestimating Internal Marks

There is always the temptation for schools to manipulate student's internal marks. Such practise should not be encouraged. It had little or no effect on student's overall performances and grading. It does the student no good.

Schools must record students marks (and estimates where a student missed tests) according to the student's performance. 

In reality, if a student combines this 'guesstimate with the Internal School Assessment result, he/she will be in a better position to revise well prior to the exams and also make an informed choice on the SLF.

Before Independence day, the Christmas period or the school holidays, Air Niugini must stop cancelling flights. In fact, the cancellation of flights can be described as a wound that Air Niugini needs to find a remedy for. 

Often, the reason for Air Niugini schedule cancellations is either not made known to the customers or communicated to them prior to arrival at check-in. Apparently, the sad norm is many customers turned up at check-in to find out that their flight is cancelled.

Air Niugini must put the interest of customers first

Air Niugini must put the interest of customers before its aim to make money.  For example, if there are two or three passengers to pick up at Lae Nazab Airport,  the company must make every effort to fly them on schedule.

It must not cancel a flight just to create a backlog so that it will relieve the backlog on the next flights. This is about business ethics and the ethics of the operations managers to stay true to schedule unless it is really necessary to cancel a flight.

It is also sad that many passengers are normally sent away to cater for themselves during a flight cancellation. 

Understandably, if/when Air Niugini cancels a flight it has a duty of care to provide accommodation and transportation for ALL delayed passengers,  not just a few. For example, if you leave Simbu and travel to Goroka to catch a flight and it's delayed, you'll have to travel back to Simbu or stay the night with wantoks at Goroka.

Only the affected customers who may have produced a hotel receipt will probably be accommodated. 

It is a question of business ethics and responsibility to customers - regardless of their status - who are supposed to be on the cancelled plane. All delayed customers must be provided with accommodation, meals and transport.  This is the right thing to do!

PNG Air Niugini's scheduled cancellations

Understandably flight cancellation happens under respectable situations.  But PNG Air Niugini's schedule cancellations have been regular and are fast becoming a norm. The management must now look at ways to stop cancelling flights at regular intervals. The management must fly its passengers to their destinations on schedule.

The two issues:
  • Firstly, Air Niugini's flight cancellations are now a norm and widely accepted or ignored or expected by many.  It's a problem that needed addressing immediately.  
  • Secondly, many delayed passengers are not always accommodated. The company has a duty of care to all passengers who may have been delayed due to the company's decision to cancel a flight.

These are serious issues that bring Air Niugini's business and management ethics into question and it's time the company does something about it.
