The higher education department (DHERST) will launch the Grade 12 National Online Selection on the 21st of December 2023. So what does the launching mean; and when will DHERST publish the 2023 Grade 12 Selections Lists for the 2024 academic year in the country?

Students can view their selection STATUS through their individual National Online Application Accounts. The 2023 Grade 12 students should use their NOAS login details to access their accounts and confirm their selection status for the 2024 academic year.

For the latest on key dates released by DHERST, check this article.

In fact, this is the final outcome of your School Leaver's Choice on the National Online Application System. 

The selection status on DHERST National Online Selection System is 'provisional' only. That means two things: 

• first, the HEI will send you an offer letter, also called the acceptance letter, to confirm your placement with the institution; and
• second, DHERST will formally publish your name on the 2023 Grade 12 selection list PDF on its website.

What should you do if you are selected? (2)

Congratulations if you are selected to continue to a tertiary institution in 2024. There are several things that you should find out. 

• Are you on TESAS (AES, HECAS)?
• Will you be a SELF-SPONSORED student?
• When are you likely to see your name on the 2023 DHERST selection list?
• When is the REGISTRATION and ORIENTATION WEEK?
• Should you inform your institution that you've accepted that offer?

At least, try to find out the answer to the 5 questions as you prepare to go to your new school.

Note that there are ONLY 16,171 spaces available at the Higher Education Institutions (HEIs) in Papua New Guinea according to DHERST's new data. 

For the 2022 Academic Year, there were 

• 31, 817 students were nominated to sit the exams; 
• 26,544 students certified;
• 16,171 total HEI quota ; 
• 10,373 Grade 12 students will NOT be selected for 2022 HEI studies.

Many Grade 12 students, like in the past years, will not get an HEI placement though they may have really good grades.

Important Announcement from DHERST 2023 (4)

DHERST and HEIs will use Grade 12 students' data in the National Online Application System (NOAS) to confirm their selections. Here is what DHERST has to say:

• Your (Grade 12 Students) data from the MyNOAS data field has been forwarded to the Higher Education Institution that selected you.  The HEI will communicate directly with you to inform you about the specific details of the institution, including how to accept your offer. 
• Note that the response contained therein (in the NOSS) is not an admission confirmation. You should expect to receive official notice through an admissions offer letter directly from your Higher Education Institution (HEI).

Many Grade 12 students will NOT be selected for 2024 HEI studies. If you feel that you have made the Grade, but missed out, here is a story that will inspire you.

DHERST  launched the Grade 12 selection List on the 21st of December 2023.

2023 Grade 12 Students SLF Grace Period - Why GP is Important

2023 DHERST GRACE PERIOD: Present Grade 12 students are in a privileged position to make the right choices for their Grade 12 School Leavers. They can adjust their choices based on their exam marks, unlike in the past.

Firstly, the National Online Application System (NOAS) gives the students the right choice upfront by highlighting (in red) the 'ineligible' options. 

There is no room for getting the choices wrong. Secondly, the students have 5 choices. That means 5 chances of getting into a tertiary institution. 

In the past, Grade 12 students did not have the chance to change their choices after they've filled out the manual School Leaver's Form (SLF). Nor do the past students have 5 choices, they were limited to only 3 choices.

The Grade 12 students should make full use of the Grace period and maximise their chances of securing a space for 2023 at a tertiary institution in the country.

Important Dates and Expectations

Here are some important dates for examinations, results and selections in Papua New Guinea.

• Third Week of December 2023: DHERST launches 2023 selection for the 2024 academic year
• Mid-December 2023: NOAS grace period
• Second week of December 2023: Education Department through MSD releases Grade 12 Exam Results to Higher Education Department, DHERST.
• First Week of December 2023: Grade 10 and 12 Exam Results Launched, students can check their results now.

• Late November 2023: Education Officers/GES start 2022 Grade 11 Selections (GRADE 11 SELECTION NOW IN PROGRESS)

Note that PNG Insight adhusted the dates based on previous years experience. The exact dates are either likely to fall around the same time or differ by a few days. We will keep you updated as/when the exact dates for these important education events have been released.

Based on the dates above we can infer that the 2022/2023 Grade 11 selection lists will be released on the first or second week of December 2023.

2023 Grace Period - Why it is important

The Grace period lasts only 5 days. 

This is the time when Grade 12 students should 'adjust' their choices. It should be straightforward because DHERST would have indicated on NOAS whether a student is eligible for selection or not depending on the examination marks. 

Here is what DHERST say about the importance of the Grace Period:

''This [Grace Period] is a crucial period where you will start making your choices based on your final grade 12 results hence make sure to access your account during the mentioned dates. If you see the red highlight indicated in any of your five choices under “My Choices”, this means that your final result has not met the minimum program requirement set by the institution. Therefore, you must change the red highlighted choice to a different program that is available in your program list.'' DHERST

The online selection is quick. The Grade 12 students in the country have around 4/5 days to adjust their choices to the more suitable ones. 

DHERST will NOT grant you access to making changes during the weekend or the next Monday of the following week to make any changes.

This GraCe period's due date is final.

Launching 2023 selections for 2024 academic year

The online selection via DHERST's National Online Selections System (NOSS) will do the magic in 3 days. 

DHERST may launch the 2023 selections for the 2024 academic year the week following the Grace Period's due date, possibly on Tuesday of that week, as it did in the last 3 years.

There were issues last 2022 when the Department of Higher Education had to republish the selection listing. 

If all goes to plan this year, students are likely to see their selection status by the date announced by DHERST. We hope all goes to plan.

By now, you should know your Grade 12 exam marks. The marks are accessible through My PNG Exam Results website. 

Note that DHERST does not display the Grade 12 students' exam marks.

DHERST HELP Application Form 2024 Info

Higher Education Loan Program (HELP), is the government of Papua New Guinea’s new initiative aimed at enhancing access to quality tertiary education. 

HELP addresses the increasing number of students unable to access post-secondary education due to a lack of financial resources. HELP provides all eligible higher education students with an income-contingent loan with zero-based interest.

Loan repayments commence once the students graduate and on the commencement of paid employment.

NEC Decision on HELP And First Batch of Students Loans.

HELP loans were first issued to eligible students on 15th May 2020, following earlier landmark policy initiatives of the Marape Government formalised in NEC Decision 179/2019.

In the short time available and given the scope and complexity of the scheme it has been a remarkable achievement in simply establishing the regulatory arrangements for the HELP  program.

DHERST acknowledges the excellent whole-of-government coordination and support received from other agencies in bringing the HELP program on stream so promptly and efficiently. 

The cross-agency support from our colleagues in Finance, Treasury, State Solicitor, First Legislative Counsel, Personnel Management and IRC; and of course, the many DHERST staff working closely with the management and staff of Higher Education Institutions (HEIs) and potential applicants to successfully implement the program.

2023 HELP Application Eligibility

In the second year of rollout, the Higher Education Loan Program (HELP) will be available to both undergraduate and postgraduate students.

To be eligible for this loan from the government, the student must:

• Be a citizen of Papua New Guinea
• Enrolled in an institution registered under DHERST
• Must study a program accredited by the National Higher and Technical Education Board (NHTEB)

The NHTEB is the accrediting body operating under the DHERST. All students applying for the HELP must meet the above requirements to proceed to the next step, which is completing the declaration form.

Digitalisation of higher education - HELP online

Enhancing the digitalization of education in the higher education sector, the HELP application is done online. 

Once the students are enrolled and declared interest in applying for HELP, further assistance can be sought from the Registrars or Student Finance Offices at their respective higher education institutions. 

Students are also advised to check for updates on the Higher Education Loan Program HELP page.

January –April: Declaration of forms issued by HEIs to interested tertiary students; Students sign declaration forms; Declaration forms collected.

2: May: HELP online App launched; SDO Accounts created; SDOs confirm student details

2023 DHERST NOAS Online Application Information for Grade12 Students

The new DHERST 2023 School Leaver Application System makes it easier for Grade 12 students to choose the right tertiary institution. It clearly highlights ineligible options, eliminating the risk of making mistakes. Additionally, students can select up to five choices, increasing their chances of getting accepted.

National Online Application  System (NOAS) 

The new online school leaver application system (NOAS) gives you more choices and lets you change your choices as many times as you want. This is a big improvement over the old system, which only let you make three choices and didn't let you change them after you submitted the form. 

To make the most of the NOAS, do your research carefully and choose five institutions that are a good fit for you. 

Then, check the NOAS regularly to see which institutions are offering your desired courses. Finally, seek advice from your teachers, parents/guardians and patrons to make sure your choices are the best possible.

2023 Grace Period - Why it is important

The Grace Period lasts only 4 days. This is the time when you 'fine-tune' your choices. This is the easy part because DHERST should indicate to you on NOAS whether you are eligible for selection or not depending on your examination marks. 

Here is what DHERST say about why the Grace Period is important:

''This [Grace Period] is a crucial period where you will start making your choices based on your final grade 12 results hence make sure to access your account during the mentioned dates. If you see the red highlight indicated in any of your five choices under “My Choices”, this means that your final result has not met the minimum program requirement set by the institution. Therefore, you must change the red highlighted choice to a different program that is available in your program list.'' DHERST

In 2022, the Grade 12 students in the country had between Tuesday 13th December and Friday 16th December to adjust their choices to the more suitable ones. DHERST did NOT grant access after the due date for making any further changes. By then, the Grade 12 students in the country have known their exam results. They were in a better position to adjust their choice in the NOAS - you can also do the same this year.

Launching of DHERST 2024 selection lists for universities and non-universities often comes out on the following week, usually on Tuesday or Wednesday, that is how quick it is.

Launching of 2023 selection for the 2024 academic year

The online selection via DHERST's National Online Selections System (NOSS) will kick in and do the magic in 35 seconds. 

In 2021, DHERST planned to launch the selections for the academic year on Tuesday 21 December. However, there were administrative issues that prompted the Department of Higher Education to re-call, update and republish the selection listing. 

In 2022, DHERST released the non-school leavers selection lists for some institutions before the school leavers selection. All the institutions did not submit their NSL selection list to DHERST at the same time which is the cause of the delay. 

So if all goes to plan, students (both non-school leavers and school leavers) are likely to see their selection status by the date announced by DHERST - see this article for the launching of the 2023 DHERST acceptance list for more info.

PNG Higher Education Institutions Resume Classes and Complete 2020 Academic Year - DHERST

DHERST DISPEL FALSE INFORMATION ON SOCIAL MEDIA REGARDING HIGHER EDUCATION INSTITUTIONS

The Department of Higher Education, Research, Science and Technology (DHERST) says its position is to resume the 2020 academic year for all higher education institutions. 

Secretary Professor Fr Jan Czuba came out today to dispel false information being spread on social media Facebook about the closure of the academic year. 

"We currently have a situation where someone irresponsible is circulating false information that the Department is recommending closure of the academic year," Czuba said.

“This information is ethically and legally wrong and we regret that some people are trying to destabilize the peace and harmony during this state of emergency.”

Czuba says he has written letters to Prime Minister James Marape and Emergency Controller David Manning and he’s met with both and made the department’s position clear for all higher education institutions to resume classes and complete the academic year.

He says they are expecting a favourable decision from the Emergency Controller.

He says DHERST communicates to all higher education institutions regularly on any decisions via e-letters and it does not use social media during the state of emergency to communicate with the institutions.

He says any official statement will be announced by himself as per orders received from the Emergency Controller and the National Executive Council.

Czuba says DHERST is maintaining a reputable partnership with all higher education institutions to ensure that students, academic and non-academic staffs are safe and can work in a stable environment to achieve their highest potential by completing their studies.

Department of Higher Education, Research, Science and Technology Secretary, Fr Jan Czuba in a statement says this an instruction from Prime Minister James Marape and DHERST Minister Nick Kuman.

Fr Jan Czuba said since it’s a new system being introduced; it requires some time from both the department and the students to finalise everything.

He said it also gives time to students to gather their required documents such as National Identification Card or NID) and Tax Identification Number or (TIN). These are important prerequisite requirements when submitting Applications for HELP.

HELP application will open from 27th April 2020, online via DHERST website and as notified in press and media advertising.

During the period of January to May 2020, there will be a transition from TESAS to HELP. DHERST will be working very closely with all Higher Education Institutions over the transition period to ensure that all students are well informed about HELP.

As of May 2020, TESAS awards will cease for good and HELP financing will commence. HELP will be the only available Studentship for all students for years to come.

HELP will provide student support for multiple years of study as long as students continue to meet the required academic and non-academic criteria.

HELP will also be available for PhD, Doctoral, Masters and other postgraduate programs, meeting the Government’s goal in providing a full range of quality education at the post-secondary level and beyond.

Fr Jan Czuba also announced the total amount of money each student attending tertiary institutions is eligible to apply.

“Students attending colleges and Poly-Technical colleges either public or private, as long as the colleges are registered by us and program accredited, the students will be eligible to apply K5000 per year.

“Students who are doing university level will apply for K10 000 per year.

 “Students who do Masters Degree or other Post-Graduate studies like Bachelors or Honors will apply for K15000 per year.

Students who are doing PhD or Doctorate can apply for K20 000 per year,” the Secretary outlined.

Fr Jan said, for a start, the students will receive less but as the year goes by the loan amount might increase.

“Currently we have the Students Higher Education Loan Program Handbook for students’ ready.“We have the Lease Agreement between students and Government is ready.“Now we are developing this electronic application and it should be ready soon, so students don’t have to go to the bank or come to us to get the application form.“They will go to the Website, they will download the form, fill them online and send them back to us, so the process will be very fast, said Fr Jan Czuba.

The Secretary said this will save time and cost for parents and students as everything will be done electronically.

In the meantime, Fr Jan Czuba said, those students on TESAS will continue but for self-sponsored students will have to meet their own registration fees for the first semester only.

Be advised that students whose name do not appear on the list will appear on the Supplementary List which will be published soon.

DHERST did not say exactly when the supplementary list will be published. In anticipation of the list coming out, please check the department's website.

If you are a continuing student wanting to find out your name is on the TESAS Award PDF doc, follow these 5 steps to find out:

1. Open the Continuing Students TESAS Awards List, here (PDF, 99 pages).
2. Download the PDF file to your computer/smartphone/device

3. Save and open the award list

4. Use the 'Search' icon

5. Important: you must type in your full name (Surname & given name)

The names' print is very small. However, if you do follow the instructions, you are likely to find your name quickly.

When you have found your name, make sure you confirm the other details like the institution, program, year and award.

What does TESAS mean?

TESAS stands for Tertiary Education Students Assistance Scheme. There are two categories of TESAS. See this post for more info on TESAS. 

Perhaps new and continuing students at all tertiary institutions must be up-to-date with the changes that are happening at present. Especially, the changes to TESAS and the introduction of the HELP student loan scheme.

2023 Grade 12 selection

• 31,252 students were nominated to sit the exams

2021 Grade 12 selection

• 31, 817 students were nominated to sit the exams; 
• 26,544 students were certified; 
• total HEI quota for 2021 is 16,171; 
• 10,373 Grade 12 students were NOT selected for 2022 HEI studies.

2020 Grade 12 selection

• 30,711 sat for exams and were certified;
• 7,000 entered a TI;
• 23,000 Gr 12 did NOT enter a TI.

2019 Grade 12 selection

• 9,374 entered TIs
• 27,143 who sat for the end-of-the-year exams.

Highest Ranked University in Australia

Children's education has been one of the most talked about topics all year around. At this time university selection for 2019 is in full swing and many students and parents may now have known the results of universities and colleges entries. Those potentially wanting to send children to Australian universities may want to know which higher learning institution is the highest-ranked university in Australia and Oceania.

PNG Insight uses the 2018/2019 comparison stats of World universities to show some of the best universities in the region, Oceania. The 2019 world ranking of universities is sourced from Webometrics Info (2018) and Time Higher Education (2019). The ranking is determined by the quality of the university's teaching, research and overall outlook among other criteria and compared against other universities in the world. 

The links and details of the sources are provided at the end of the post. First, the image shows Webometrics Info (2018) universities ranks (unfortunately the 2019 data is not available at the Time Higher Education website). 

From the 2018 source (and presumably using the same criteria) the top 5 universities in Australia - are the  University of Melbourne, the University of Queensland, the University of New South Wales, the Australian National University and the University of Sydney. 

In fact, the 5 universities in Australia maintained the top 5 ranks in the Pacific in 2018 and 2019. However, there were shifts in the 2019 placements. It is perhaps important to note that the University of Melbourne maintained the number one place and the Highest Ranked University in Australia (= 32 rank in the World). And, Australian National University ranked 49 among all the best universities worldwide.

This rank shows that there are 5 Highest Ranked Universities in Australia, just next door to PNG. Those who are interested or planning to secure a scholarship at one of the 5 universities will surely attain a top-class university degree - find out more, here.
