The University of Papua New Guinea (UPNG) publishes four separate lists to inform students of their admission status for various categories. These are:
New Intake Grade 12 School Leavers (SL) Acceptance List: This list names students who have been accepted for undergraduate studies as school leavers directly from Grade 12.
Non-School Leavers (NSL) Acceptance List: This list names students who have been accepted for undergraduate studies who are not school leavers (e.g., mature-aged students, transfer students).
Continuing Students Progression List: This list confirms the continuation of studies for currently enrolled students who have successfully progressed to the next academic year.
Re-enrolled Students Acceptance List: This list names students who have been accepted to re-enrol in their studies after a period of absence.

Accessing and Downloading the Lists
The University of Papua New Guinea and the Higher Education Department officially release these lists at specified times towards the end of the year and early new year. Once released, you can access and download them directly from the UPNG website.
In addition to the UPNG website, PNG Insight provides a helpful resource with quick links to access the non-school leavers and school leavers selection lists for 2024 as soon as they become available. You can find these links on the acceptance list download page.
How to Download UPNG Acceptance List PDF 2024
To download the UPNG acceptance list for this year, visit their website. On the homepage, you'll find a tab labelled "2024 Acceptance List for School Leavers, Non-School Leavers, and Continuing Students," similar to previous years (see screenshot).
NSL, re-admit and continuing students' TESAS status
For non-school leavers, readmitted and continuing students, it's mandatory to confirm your TESAS status. This means ascertaining whether you're currently receiving either AES or HECAS funding.

New Intakes, NSL, readmit and continuing students' TESAS status
For the non-school leavers, readmit, school leavers and continuing students, you'll have to confirm your TESAS status before the end of January 2024.

Be advised that the TESAS list will be published before the end of this month (January 2024). Students whose names do not appear on the TESAS Award list should consult their respective institutions directly and confirm their admission status for 2024.

Several readers have contacted us regarding the 2024 Acceptance Lists for PNG Universities, particularly the PDF lists for Non-School Leavers, School Leavers, and Continuing Students. Important:
The 2024 Acceptance Lists for Non-School Leavers, Re-enrolled Students and Continuing Students will first appear on the university's website or in the newspapers before being shared through social media channels and other websites. This also includes Online Students. Therefore, checking the official university website or the newspapers remains crucial for Non-School Leavers, Re-enrolled Students Continuing Students and students enrolled for online studies.
Grade 12 School Leavers Selection Lists will appear on the DHERST website. DHERST has scheduled the launching of the 2024 School Leaver Acceptance on the 21 of December 2023. Students can check their NOAS accounts to verify their selection status. At actual publication of the Acceptance and Admission Lists will take place on the 23 of December 2023.
Non-school Leavers Acceptance List
The Non-School Leavers' Acceptance List (NSL) for 2024 features students who did not graduate from Grade 12 in the last five years. This list also includes foreign students and PNG students applying from overseas schools such as those in the US, NZ, Australia, and Singapore.
Important Note: DHERST does not publish the NSL. Instead, each university you applied to will release its own NSL PDF before the academic year begins. So, check the websites of the universities you applied to for the latest updates.
Top Tip: Check the university websites for past year's NSL selection lists. This will give you a good idea of when to expect the 2024 NSL to be released.
If you are a continuing student, your university will put out the continuing students' acceptance lists at the end of the academic year or over the 2023/2024 Christmas holiday. It is your responsibility to find out your GPA and possible TESAS Status for the academic year 2024.
The best thing to do is to contact the Student Admin or the university or college Registrar and find out if they've released the Continuing Students Acceptance List. And importantly, check to see that your name is on the list.
The University of Goroka (UoG) did well last year by informing its continuing students about their status before they went home for the Christmas holiday. We hope UoG does the same this year because it helps massively with the registration and orientation of its NEW students.
In fact, the other universities and colleges in PNG should do the same by informing the Continuing Students to avoid the long queues and unnecessary delays during the registration week.
2024 School Leavers Selections Lists - DHERST
The Grade 12 School Leavers Selections is solely done by DHERST (Department of Higher Education, Research, Science and Technology) through its National Online Application System (NOAS) and National Online Selection System (NOSS).
If you are a 2023 Grade 12 student, your selections and the announcement of your TESAS status will be formally done by DHERST.
When is DHERST Acceptance List PDF coming out?
By now the Grade 12 Schools Leavers should know whether they are selected to a University or College, or not.
In fact, the higher education department launched the Grade 12 National Online Selection on the 21st of December 2023.
But the non-school leavers and continuing students will have to wait until ALL the names (quotas from each university and college) have been confirmed, compiled and released to the general public.
Only then, the students should be able to know their confirmed SELECTION STATUS, as well as their final TESAS STATUS.

Are you on TESAS?
DHERST used different statuses to indicate the TESAS Awards for selected students.
The awards are based on the PNG government’s yearly sponsorship for students under the AES and HECAS categories, excluding the self-sponsored or corporate and overseas-sponsored students.
So how will the NSLs, Grade 12 SLs and Continuing Students know if you are on TESAS or not? You can CONFIRM your scholarship status (whether you are on TESAS or self-sponsored) through the final (official) Acceptance List released by DHERST.
What to do as a Self-sponsored student?
Perhaps the important thing is to confirm your PNG GOVT SCHOLARSHIP (TESAS) status on the 2024 Tertiary Institution's Acceptance List.
As the name implies, if you are a self-sponsored student you'll have to pay your own fees before the registration and orientation.
If you do not pay the required fees, your place will be forfeited - another student in the admission pool who has the money will take your place.
Check with your university or college to confirm how much you MUST pay to register. In addition, this information will be contained in the Acceptance Letter your institution sends to you. Make sure you read and understand what you must do before admission.

Secure HELP - PNG Govt Scholarship
DHERST will facilitate the Student Loan Scheme (HELP or Higher Education Loan Program).
If you are a self-sponsored student, you'll have to pay your fee for the first semester of 2024 and apply for the HELP loan.
The Continuing students and School Leavers can apply for the HELP loan program through their university or college. This also includes those who are doing their masters or doctorate studies.
Check with your institution and ask for a HELP student loan application form. Also, find out about the due date and what to do so that your application is successful.
What to do if you are on DHERST's Admission Pool?
If you are a student on DHERST's admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2024 starts to see if you have been offered a placement at a university or college in PNG.
To give you an idea, the 2021/2022 selection had:
31, 817 students were nominated to sit the exams;
26,544 students certified;
16,171 total HEI quota for 2021; and
10,373 Grade 12 students will NOT be selected for 2022 HEI studies.
The good news is that there are 6,319 spaces (formally called quotas) to be filled via the Admission Pool.

University of Goroka (UoG) Student Acceptance 2024 Update: The information presented below summarises recent news and instructions regarding selections for the University of Goroka (UoG).
This information is intended for both non-school leavers who have applied directly to UoG and school leavers who applied through the DHERST National Online Application System (NOAS).

University of Goroka (UoG) Selections Info Update
If you are a non-school leaver who has applied to UoG, the university will inform you directly of your acceptance into their programme. For example, if you submitted the 2023 UoG non-school leaver application for 2024 studies, you will hear directly from UoG, not from DHERST.
The university will directly inform you of your acceptance via the acceptance letter and/or by publishing the acceptance list on their website. Once you receive your acceptance letter, you must accept the Offer Letter and notify the university of your intention to take up the offer immediately.
In 2020, 2021 and 2022, the university proactively informed Continuing Students of their acceptance status before they left for the holidays. This was a commendable practice, as it reduced the stress on UoG Admin during registration early in the following years.
Acceptance lists for 2024
The University of Goroka offers Diploma, Technical, Bachelor, Bachelor (Professional), Bachelor (Honours), Post-Graduate Diploma, and Masters programs.

The University of Goroka offers Specialized Degree, and Diploma Programs in the School of Education, School of Humanities, School of Science and Technology, Institute of Technical Vocational Education and Training, Institute of Post Graduate Studies, Institute of Distance and Flexible Learning, and UOG Enga Campus.
The University accepts the:
School leavers (Grade 12 school leavers seeking admission in the next immediate year) and;
Non-School Leavers (Grade 12 passed-outs in the last 5 years) for admission into its Diploma, Bachelor and Bachelor (Professional) programs.
UoG selections: Grade 12 students SL vs Non-school Leavers
Please note that UoG collaborates with DHERST in selecting Year 12 students for higher education opportunities. UoG submits its allocated quota to DHERST, which then utilises online school leavers' preferences to select students for the 2024 academic year.
DHERST typically publishes the final selection list. Therefore, if you are a Grade 12 student or classified as a School Leaver, please consult the higher education (DHERST) website for your selection status.
For Non-school Leavers, UoG primarily conducts the selection process. Whether you are applying for a diploma, undergraduate degree, or postgraduate programme, please check the UoG website for your name.

UoG Non-school Leavers Acceptance List for 2024
Due to limited space and resources, the University of Goroka can only accept a restricted number of new students in its various programmes of study. Consequently, competition is highly intense, and priority is given to those with the highest GPAs.
Those seeking enrolment must fulfil the UoG admission requirements.
Non-School Leavers are selected based on their applications submitted in response to the University's annual advertisement. The University undertakes the selection process and informs successful applicants by publishing the 2024 Non-School Leavers Acceptance List on its website.

School Leavers Acceptance List
As mentioned earlier, the School leavers (Grade 12 Students) are selected based on their options provided through the Department of Higher Education. DHERST does the selection online and informs the students of their AES or TESAS statuses.
The 2024 school leavers' selection list will be published on the DHERST website like it did in the past unless things have changed. However, it seems that the selection will continue as normal this year.
Non-school Leavers Acceptance Letters
The University sends offer/acceptance letters to all candidates selected for various programs in addition to advertising the names of selected candidates for various programs in the prominent newspapers in the Country.
The candidates who accept the offer letters are requested to pay the relevant yearly fee in full and register themselves for the program for which they are accepted usually in February of the year concerned.
The process of admission ends with the registration of the students for the program for which they are accepted.
UNRE (the University of Natural Resources and Environment), previously called the Vudal Agriculture College in Rabaul, has called for interested students to submit applications for the bridging programs for 2023.
PNG UNRE's Centre for Self-Education (CFSE) is running an Off-season intensive learning program for students who have passed through the institution or other agriculture and fishery institution in PNG with a diploma. It calls it the Taubar Session. Read on to find out how to apply.
About UNRE Taubar Session 2023
The Taubar session is an off-season (part-time) intensive learning program designed to externalize mainstream graduate programs that the university offers to its undergraduate full-time students.
The program runs through a 12-weeks period using a modular block approach and can be completed over a period of 2 - 4 years, depending on how the block courses are scheduled for a particular year.
What is the aim of the program?
The intensive part-time program is aimed at providing learning opportunities for potential students who are unable to take up full-time studies at the university.
The program is facilitated by PNG UNRE CFSE. It starts early in January 2023.

All applicants to the Bridging to Degree Programs shall possess a diploma (in Tropical Agriculture/Fishery) from PNG UNRE or other recognised institutions.
All applicants to the Certificate in Fundamentals of Para Veterinary Technology shall possess a Bachelor in Tropical Agriculture from PNG UNRE, Bachelor of Agriculture Science and or two years of work experience in a related field.
Certificate in Fundamentals of Statistics Research/Experimentation shall possess work experience.

2023 Online Application for Universities
In the last 4 years, 3 universities are facilitating online applications for their new postgraduates and non-school leavers' intake.
There is a significant improvement in the design and implementation of the PNG Universities' websites, too. Notably, the University of Papua New Guinea (UPNG) and the University of Technology (Unitech).

Our observation over the year has shown that there is a demand for students to have the latest information when applying to universities and colleges in PNG. The information provided by most universities and colleges can be coordinated properly. That way the new students/applicants can find it easier to access application forms and apply with ease.
Having said that, several universities in PNG (mentioned) have done a fantastic job with their websites and social media messages.
All universities in the country will implement a unified five-point Grade Point Average (GPA) system this year, an official says.
Chairman of PNG vice-chancellors Professor Musawe Sinebare said the five-point GPA system was designed to be used by all universities, starting with new intakes this year.
The new system is to replace the four-point GPA system when second-year students this year graduate in 2023.
“The Department of Higher Education, Research Science and Technology is aware of the new system,” he said.
The University of Goroka senate last year endorsed the new GPA system for all new students this year to be assessed under.
It is designed to give students with good grades a better chance of securing scholarships, something not possible with the four-point GPA system. The new system was designed by the vice-chancellors and presidents committee to enable students to move between universities.
Grades earned at one university will be recognised in another university.
“Students who accumulate credits from one or more universities can graduate from another university undertaking programmes of studies in a university because of the common credit points,” Sinebare said.

The Papua New Guinea University of Technology (Unitech, Lae) has been ranked the best university amongst six (6) Papua New Guinea universities according to UniRank. UniRank is an international higher education directory that reviews accredited universities and colleges in the world.
For the University, this is great news since it used to be third and second-best in the last couple of years but made its way to number one in August 2020.
With the current ranking, PNG University ranks are as follow:

The six universities are ranked based on the criteria that the university is;
being chartered,
licensed or
accredited by the appropriate Papua New Guinean higher education-related organization, offering at least four-year undergraduate degrees (bachelor degrees) or postgraduate degrees (master or doctoral degrees) and delivering courses predominantly in a traditional, face-to-face, non-distance education format.
According to the UniRank website, it aims to provide a non-academic comparison of achievements or merits by the higher learning institutions based on valid, unbiased and non-influenceable web metrics provided by independent web intelligence sources rather than data submitted by the Universities themselves.
PNG Unitech is also ranked first in the top universities on the Facebook category on UniRank with the most likes at 12, 798 (August statistics) followed by Divine Word University (8,753), Pacific Adventist University (8,462), PNG University of Natural Resources and Environment (7,039), University of Papua New Guinea (5,458) and University of Goroka (5,061).
The University of Papua New Guinea (UPNG), informs prospective applicants that the Online Application System for receiving applications for Undergraduate, and Post Graduate programs is offered by the University.
The University will consider applications from the following categories of candidates:
General Criteria for Non-School Leavers
Candidates who have completed diploma or degree programs from recognized institutions within the country or overseas;
Candidates who have met the National Matriculation Requirements from recognized National and Secondary High Schools or that equivalent level prior to 2020;
Professional candidates applying to specific programs that are on offer under professional study programs and related to their current job experience and description;
Candidates who have attained a diploma from a recognised college or university under an affiliated program with UPNG;
International and South Pacific Islanders may apply using this form. Admissions to UPNG will depend on the fixed quota that is reserved for the such category; and
Candidates who have withdrawn or excluded from studies for academic and disciplinary reasons and are eligible to re-enrol in Semester 1/2021.
General Criteria for School Leavers
PNG citizens completing Year 12 in overseas countries such as Australia, New Zealand, and the Pacific countries are encouraged to apply.
If in doubt regarding this arrangement, please seek assistance from the Selection Unit of the Department of Higher Education, Research, Science, and Technology (DHERST);
Students currently undertaking Grade 12 studies at National and Secondary High Schools in PNG will apply through the DHERST Online application.

Limitation of Admission
Because of limited places and resources, the University can only admit a limited number of new students into various programs of study. As a result, competition is very high and priority is given to those with higher GPAs. Those seeking enrolment must satisfy the admission requirements of the University.

Make sure to indicate your name and correct date of deposit on the deposit slip when paying.

PAU was established in 1984 and is a Seventh-Day Adventist university. It offers undergraduate and graduate programs in arts, business, education, health sciences, and theology.
3. International Business School (IBS) University - Port Moresby
IBS University is a private university that offers undergraduate and graduate programs in business, information technology, and hospitality management.
Proposed Lutheran University in Lae
PNG's Prime Minister, James Marape, has challenged the Lutheran Church to build a university in Lae.
Talks are underway, but this has not yet come to fruition. If established, this university would be the 9th in PNG.
DHERST DISPEL FALSE INFORMATION ON SOCIAL MEDIA REGARDING HIGHER EDUCATION INSTITUTIONS
The Department of Higher Education, Research, Science and Technology (DHERST) says its position is to resume the 2020 academic year for all higher education institutions.
Secretary Professor Fr Jan Czuba came out today to dispel false information being spread on social media Facebook about the closure of the academic year.
"We currently have a situation where someone irresponsible is circulating false information that the Department is recommending closure of the academic year," Czuba said.

Czuba says he has written letters to Prime Minister James Marape and Emergency Controller David Manning and he’s met with both and made the department’s position clear for all higher education institutions to resume classes and complete the academic year.
He says they are expecting a favourable decision from the Emergency Controller.
He says DHERST communicates to all higher education institutions regularly on any decisions via e-letters and it does not use social media during the state of emergency to communicate with the institutions.
He says any official statement will be announced by himself as per orders received from the Emergency Controller and the National Executive Council.
Czuba says DHERST is maintaining a reputable partnership with all higher education institutions to ensure that students, academic and non-academic staffs are safe and can work in a stable environment to achieve their highest potential by completing their studies. PNG NBC News 20/04/2020
