PNG Universities and Colleges Non School Leavers Acceptance Lists 2024

As for the exact release date of the PNG Universities and Colleges Non-School Leavers Acceptance Lists for 2024, it remains uncertain. Different institutions release these lists at varying times between December and January. 

However, it is crucial to note that the non-school leavers' acceptance lists must be made public before the DHERST TESAS Awards Lists 2024, scheduled for the third week of January 2024. This implies that the acceptance lists for non-school leavers should be available by the end of the third week of January 2024. 

Prospective students will then be informed of their TESAS status on the DHERST TESAS Awards Lists just before the end of January or early February.

Grade 12 Selection Lists for PNG Tertiary Institutions 2024 DHERST

The Department of Higher Education, Research, Science, and Technology (DHERST) released the National Selection results for the 2024 academic year on the 23 of December 2023. This marks an important milestone in the selection process conducted through the National Online Selection System (NOSS). The placements for successful Grade 12 school leavers seeking admission to tertiary institutions across Papua New Guinea are now out. 

Note that the Grade 12 selection Lists for PNG Tertiary Institutions 2024 do not have the TESAS status of the students. That means that Grade 12 students will have to confirm the scholarship status in their NOAS accounts. More info is given below.

PNG Tertiary Institutions 2024 Successful Applicants

Here is what DHERST said about the students on the Grade 12 selection Lists for PNG Tertiary Institutions 2024:

  • Seamless Transition: Your application details have been securely transmitted to your chosen Higher Education Institution (HEI), facilitating a smooth onboarding process.
  • Official Admissions Offer: Expect to receive an admissions offer letter directly from your selected HEI outlining acceptance procedures, important dates, and any additional requirements.
  • Potential TESAS Eligibility: Congratulations if your chosen program qualifies for the Tertiary Education Student Assistance Scheme (TESAS)! Check your TESAS status on the NOAS platform (apply.dherst.gov.pg) by the third week of January 2024 for scholarship details.


For Non-Selected Applicants

  • Admissions Pool Consideration: Your application remains active in the NOSS Admissions Pool. Should any HEIs have vacancies after the National Selections, your application may still be considered. Regularly check your MyStatus section on the NOAS platform from December 2023 to March 2024 for updates.
  • FODE Second-chance Pathway: If your GPA falls below 2.0, consider upgrading your Grade 12 marks and apply as non-school leavers. Remember, the path to tertiary education remains open through the FODE and open learning pathways.

MEHRD Placement 2024: Form 4, 6, and 7 Documents Download

The Solomon Islands Education Ministry, MEHRD, has released the exam results 2023 and placement lists for Form 4, Form 6 and Form 7. The MEHRD placement 2024 PDF list came out on the 5th of January 2024 and is available on the MEHRD website.

Key Students Performances 2023/2024

Despite challenges, students achieved well: 35% (Year 9), 73% (Year 11), and 59% (Year 12) met minimum scores. Girls dominated, with the top scorers in Years 11 & 12 being female. Social Studies (Year 9), Science and Home Economics (Year 11), and science subjects (Year 12) saw high pass rates. Access to secondary education remains a challenge, with only 17-18% transitioning to Year 13.
  • Overall, 35% of Year 9, 72.9% of Year 11 (SISC), and 58.8% of Year 12 (F6) achieved minimum aggregate scores.
  • Female students outperformed males at all levels, with the highest achievers being females in Years 11 and 12.
  • Subject trends continue, with Social Studies having the highest pass rate in Year 9 and Science and Home Economics in Year 11.
  • Year 12 shows strong interest in science despite resource challenges, with Computer Studies, Design Technology, and Accounting having the highest pass rates.
  • Access to secondary education remains a challenge, with a consistent transition rate to Year 13 of 17-18%.

Grade 11 Selection Lists for 2024 - Update

PNG Insight has received numerous comments and questions regarding the 2024 Grade 11 selection for Momase, Highlands, Southern, and New Guinea Islands regions. Rather than answering individual queries, we aim to address the question in this article: when will the official Grade 11 selection list be released? 

Note that some principals have already released the Grade 11 selection lists for their schools, but the official selection lists for this year are NOT published on the education department website at the time of this article.

Grade 11 Selection Lists for 2024 - Update


Grade 11 Online Selection

The General Education Services Division (GES) is responsible for leading and facilitating the release of the Grade 11 selection list, as detailed in this article. Since 2020, the Education Department has conducted the selection online. This simply means principals select students and submit their data to GES for finalisation.

With the streamlined online process, one might expect the selection to take place in less than two weeks after the Grade 10 results are released. Two weeks was the timeframe when principals and provincial committees flew to Port Moresby for manual selection. 

(Note that DHERST Grade 12 selection takes LESS THAN 35 SECONDS. That's a fact, here is the PNG Insight's video on YouTube of the DHERST secretary explaining the process.)


Grade 11 Selection List for 2024: Published

Some secondary schools have released their own Grade 11 selection lists for 2024, either on notice boards or social media. 

While this may seem convenient, be aware that these lists are unofficial unless officially signed by the Education Secretary. If the Secretary's signature and date are absent, disregard the list as invalid.

If the Education Secretary's signature and date are present and current, it implies the Grade 11 selection lists are ready. They are now in the hands of the GES Division and the ICT Division of the Education Department.

Unfortunately, even with the online system, there will be a wait. Patience is key.


Past Release Dates: A Reference Point

PNG Insight has tracked education and development trends in Papua New Guinea since 2014. The following dates, which we have recorded and analysed over the years, may be helpful for reference. 

Note that since 2020 (inclusive), selections have been conducted online, but the release date still falls around mid-December, similar to when the selections were conducted manually. No impact on effectiveness and efficiency.

Discussion Points (Grade 10 Results and Grade 11 Selections)

The Department of Education should prioritise the inclusion of both the Grade 10 Exam Results Release Date and the Grade 11 Selection Publication Date within the official Education Calendar. Or at the least, inform the public like what the higher education department (DHERST) did this year.

Doing so would provide clear direction and a definitive timeframe for the Measurement Services Division (MSD) and General Education Services Division (GES) to work towards. 

This clarity would not only benefit the MSD and GES, but also students, parents, principals, and the general public. These events, being national and recurring, deserve planning and transparency. There's no need to keep people guessing.

We hope this information clarifies the current situation and provides some reassurance to students and parents awaiting the official Grade 11 selection list.

University of Goroka Announces Graduation Dates for 2023 and 2024: Enga and Goroka Campus

 The University of Goroka (UOG) has announced the 2023/2024 graduation dates for the Wabag Campus, Wabag Teachers College, Sepik Campus and UOG Goroka Campus.

University of Goroka Graduation Dates for 2023 and 2024

UOG-Sepik Campus, UOG-Enga Campus & Enga Teachers College will have a joint graduation ceremony as follows:

  • UOG-Sepik Campus: Monday, 11th December 2023 (Bainyik Campus, Maprik, East Sepik Province)
  • UOG-Enga Campus & Enga Teachers College: Tuesday, 19th December 2023 (Wabag Primary School, Enga Province)


As for the UOG  Goroka Campus 27th Graduation, there will be two graduation ceremonies:

  • Education Cohort: Tuesday, 30th January 2024
  • Content Cohort: Wednesday, 31st January 2024


Important Information for Graduating Students

According to the Post Courier advertisement (11/12/2023), the official UOG 27th Graduation List will be available on the University website (www.unigoroka.ac.pg) after 12th December 2023.

Graduating students with outstanding fees are still eligible to participate in the ceremony. However, they will not receive their Testamurs until all financial obligations are settled.

All graduating students are required to arrive on campus two days before their respective ceremony dates.

PNG Higher Education Scholarships: What Are TESAS, AES, HECAS and HELP?

The Papua New Guinea government offers scholarships to help talented students pursue higher education. The TESAS and HELP programs provide financial assistance to deserving individuals, regardless of their academic background or financial situation. These scholarships offer a gateway to academic success and career opportunities for PNG students.


PNG Higher Education Scholarships Two Key Components

The three key components of the Tertiary Education Student Assistance Scheme (TESAS) are the:

  • Academic Excellence Scholarships (AES) and 
  • Higher Education Contribution Assistance Scheme (HECAS).

These scholarships, collectively known as the TESAS, aim to support academically brilliant students and facilitate their academic development.

AES: Recognising Academic Excellence (1)

The AES is awarded to students with exceptional academic performance throughout their studies, typically with a high GPA. These scholarships provide a full tuition waiver, accommodation allowance, and a modest living allowance. 

By recognising and rewarding academic excellence, AES empowers students to pursue their passions and contribute positively to PNG's future.


HECAS: Addressing Financial Burdens (2)

The HECAS, on the other hand, is designed to assist students who may face financial constraints while pursuing higher education. These scholarships cover a portion of tuition fees, reducing the financial burden on students and their families. 

HECAS ensures that financial limitations do not hinder students from pursuing their academic aspirations.

Gender Equity Scholarships (3)

The Gender Equity Scholarship was created to promote gender balance in higher education. It encourages women who have completed high school to pursue bachelor's degrees in fields where they are currently underrepresented. 

This merit-based scholarship is only open to women who have been accepted into an approved bachelor's degree program. The scholarship is only for the first year of bachelor's degree studies, but successful recipients will be considered for AES or HECAS scholarships in subsequent years. 

Only 50 scholarships are awarded each year, and the eligible fields and programs are announced in October.

The TESAS scholarships offer a multitude of benefits to PNG students:

1. Financial Support: Scholarship recipients receive financial assistance, easing the financial burden and allowing them to focus on their studies.

The PNG Higher Education Ministry through DHERST upholds several guiding principles when administering TESAS scholarships:

The Role of HELP Studentship Program

In addition to TESAS, the PNG government introduced the HELP Student Loan Program (Higher Education Student Loan Program) to further support students pursuing higher education. 

This loan program provides financial assistance to students who do not qualify for TESAS scholarships. The HELP program aims to bridge the financial gap and ensure qualified students are allowed the opportunity to pursue higher education.

The HELP student loan program is:

  • a new student loan program that offers interest-free loans to students who are enrolled in a higher education institution in Papua New Guinea.
  • designed to be more affordable and manageable than standard loans, and it offers a repayment grace period after graduation.
  • a great way for students to start building their credit history.
  • a valuable resource for students who need financial assistance to attend college or university.

Students do not need to repay their HELP loans until they graduate, and they will have six months to find a job before payments begin.

Conducting the Grade 11 Selection Online

The Grade 11 Selection process in Papua New Guinea is conducted online. The Department of Education provides an online system for principals to enter and verify student data in the provinces. 

The committee then uses the online system to select students based on the National Standard Requirements - the Selection Benchmark. This ensures that the process is fair, transparent, and efficient.

Data entry and verification for the Grade 11 Selection process take place in the provincial capitals. Principals collaborate on entering and verifying student information from School Leaver Forms (SLFs), ensuring data consistency across provinces. Simultaneously, the principals:

  • Address transfer requests.
  • Ensure eligible students receive official offer letters.
  • Gather final reports and publication lists.
  • Appoint a chairperson to manage logistics.
  • Request electronic copies of SLFs for all Grade 10 students.

This centralised approach enhances data management and reduces errors, promoting a fair and efficient selection process.


Grade 11 Selection National Benchmark

To be eligible for Grade 11 selection, students must meet the established National Standard Requirements, which evaluate their academic performance in various subjects. These requirements include:

  • Acing at least 7 Upper Passes in essential subjects: English, Mathematics, Science, Social Science, Personal Development, Agriculture, and Business Studies.
  • Achieving proficiency in other subjects: Art, Design and Technology, Home Economics, Practical Skills, and Computing.
  • Securing a percentile score of 77.0 or higher in the Grade 10 examinations. (Here is the full explanation)
  • National Schools of Excellence (NSOE) prioritise students with Credits and Distinctions.

Eligibility for Selection to Secondary Schools and NSOE

To identify and nurture academically promising students, the Grade 11 Selection process employs the standardised benchmark outlined above. 

The Grade 11 selection committee scrutinises student records and selects candidates based on their academic achievements and adherence to the Grade 11 Selection National Benchmark. 

National Schools of Excellence prioritise students with Credits and Distinctions, creating a diverse and intellectually stimulating learning environment. Only officially recognised Secondary Schools are authorised to admit Grade 11 students.


Grade 11 Essentials for Fair Selection

After verifying the data, the committee carefully analyses the information and selects students from the eligible lists. The selection process adheres to the National Standard Requirements and considers various factors, including:

  • Completed and Approved School Leaver Forms: Only students with finalised School Leaver Forms are eligible for selection.
  • School Quotas: Each school has a designated quota for the number of students it can accommodate in Grade 11. Students who exceed the quota will not be selected.
  • Exemplary Character References: Students with outstanding character references are given priority during the selection process.
  • Parental Transfer Requests: Parents who request a transfer for their child must submit a formal written request.
  • Gender Equity: In cases of a tie, gender equity is considered when determining selection.

Confirmation and Approval

The final selection lists undergo a rigorous two-step confirmation process:

  1. Chairperson's Confirmation: The Chairperson of the Grade 11 Selection Committee carefully reviews the lists to ensure adherence to the established criteria.
  2. Secretary for Education's Approval: Only after the Chairperson's confirmation can the lists be forwarded to GES for the Secretary for Education's final approval.

Upon receiving approval from the Secretary for Education, selected students receive offer letters from their respective schools. They may then enrol in Grade 11 according to the approved lists published on the Education Department website

No other selection, amendments, or inclusion should be done to the final selection lists that are done by the provincial selection committees and approved by the Education secretary.


Additional Considerations: Fairness & Efficiency

If the number of qualified applicants exceeds the available slots, the committee may consider non-eligible lists. Additionally, selected students must retain soft copies of their approved School Leaver Forms for verification purposes. 

Principals are also responsible for maintaining copies of the following documents:

  • Copy of the final selected list.
  • Copies of school leavers forms for selected students.
